HomeMy WebLinkAboutAugust 7, 2013 MINUTES OF THE BOARD OF PUBLIC WORKS OF THE CITY OF JEFFERSONVILLE, INDIANA August 7, 2013 Mayor Moore called the meeting to order at 9:30am and on the call of roll were Councilperson Glover and Rick Lovan. Also present: Animal Shelter Director Charlie Heavrin, Fire Chief Eric Hedrick, IT Director Matt Dyer, WWTP Director Len Ashack, Storm Coordinator Deb Ashack, Police Chief Chris Grimm, Human Resources Director Kim Calabro, Human Resources Generalist Morgana Landrum, Safety Director Amir Mousavi, Street Commissioner David Hosea, Controller Amy Deering, Corporate Attorney Les Merkley, Redevelopment Director Rob Waiz, City Engineer Andy Crouch, Assistant City Engineer Bill Dixon, Grant Writer DeLynn Rutherford, Building Commissioner Russ Segraves, UEZ Director Kelly Phillips, Parks Superintendent Paul Northam, Executive Assistant Judith VanGilder, Administrative Assistant Candy Stewart. Councilperson Glover made a motion to approve the July 31, 2013, minutes with Mr. Lovan seconding, PASSING on a vote of 3 -0. Mr. Lovan made a motion to APPROVE payroll with Councilperson Glover seconding, PASSING on a vote of 3 -0. OLD BUSINESS: None NEW BUSINESS: 1. Morgana Landrum — Change Order for TeleStaff: Ms. Landrum requested approval of a change order to include the Police licensing for the dispatchers that was inadvertently left off. Due to this change, the cost will increase $128 per month. Councilperson Glover made a motion to APPROVE the change order with Mr. Lovan seconding, PASSING on a vote of 3 -0. 2. DeLynn Rutherford — Claim Approval: Ms. Rutherford requested approval of a claim for $121,364.90 for the Chestnut Street project. Councilperson Glover asked what fund this claim was coming out of and Ms. Rutherford stated that $58,255.15 was a grant and $63,109.75 was coming from Redevelopment and UEZ. Mr. Lovan made the motion to APPROVE the claim with Councilperson Glover seconding, PASSING on a vote of 3 -0. 3. Judith VanGilder — Request for Residential Parking Permit for Frances Taylor: Ms. VanGilder advised the board that Ms. Taylor who lives at 418 W. Market Street is handicapped, but is requesting a Resident Only parking sign so that no one else can park in her space. Ms. VanGilder stated that Ms. Taylor is aware that this permit will cost her $100 per year. Mayor Moore asked Mr. Hosea if he was ok with this request and he stated yes. Mr. Lovan made a motion to APPROVE the request for a Resident Only parking sign at 418 W. Market Street with Councilperson Glover seconding, PASSING on a vote of 3 -0. 4. Assistant Chief Chuck Adams, Clark County Sheriff's Department — Traffic Flow for Wall Escort: Assistant Chief Adams advised the board that the Traveling Vietnam Wall Motorcycle Escort will be taking place Wednesday, August 14' 2013 and is asking the board for approval to block the intersections on 10 Street for about an hour while the motorcyclists pass through. The escort in Jeffersonville will begin at approximately 6:05pm at 10 and Spring Streets and end at Bethany Road. Chief Grimm asked Assistant Chief Adams for the County to provide extra manpower to help take care of blocking the intersections. Assistant Chief Adams stated that there will be ambulances available and they have already coordinated with New Chapel and a couple of other places. Chief Grimm stated that it's a good event and suggested that it be publicized to let people know about it. Assistant Chief Adams stated that there are two locations assigned to Jeffersonville to be observation areas for the public: 10 Street and Nachand Lane and 10 Street and Hohman's Lane (Pizza Hut lot) and American flags will be handed out to wave as the escort goes by at these locations. Mr. Lovan made a motion to APPROVE working with the Police to make sure the intersections are blocked with Councilperson Glover seconding, PASSING on a vote of 3 -0. 5. Jerry Hambaugh — Speed Limit on his Street: Mr. Hambaugh who lives at 1112 Roosevelt Drive came before the board to request lowering the speed limit on his street from 25mph to 15mph. Mr. Hambaugh explained that when the stop light gets backed up at 10 Street and Plank Road, people will cut down Reeds Lane and will turn around on Roosevelt Drive to try to get over to Plank Road. Mr. Hambaugh stated that 25mph speed limit on a street that is 250 yards long is too fast and is asking for it to be lowered to 15mph. Mr. Lovan made a motion to APPROVE lowering the speed limit to 15mph on Roosevelt Drive with Councilperson Glover seconding, PASSING on a vote of 3 -0. 6. Mayor Moore: Mayor Moore thanked everyone for turning out for the JB Ogle Animal Shelter and participating in the National Night Out. Mayor Moore especially thanked the Police, Fire and Street Departments for their services last night. Mayor Moore stated that National Night Out is a great way to get the people in the community involved and they seemed to appreciate it.
