COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
DECEMBER 4, 2000
The Comn~n Council of the City of Jeffersonville met in regular session in the Multi-Purpose
Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 4th day of
December, 2000.
The meeting was called to order by Council President Ron Ellis, with Clerk Treasurer Peggy
Wilder at the desk. Also present was Shon Leveritt, Council Attorney, and Deputy Clerk Barbara
Hollis. Mayor Galligan and City Attorney Anne Marie Galligan were absent. Council President Ellis
welcomed all in attendance, asking all those present to stand as Council President Ellis gave the
invocatiorr Council President Ellis then asked all those present to join him in the pledge of allegiance
to the flag.
The roll was called and those present were Councilpersons Les Merkley, Ron Ellis, Denny
Frantz, Rob Waiz, Barbara W'dson, Vicki Conlin, and Ron Grooms.
Absent: None.
Council President Ellis presented the minutes of the meeting of November 11, 2000 for
consideration by the Council. Councllperson Wilson made the motion to approve the minutes as
presented, seconded by Councilperson Merkley, passing on a vote of 6-0. Council President Ellis did
not vote. Council President Ellis then presented the minutes of the meeting of November 20, 2000
for consideration by the Council. Councllperson Wilson made the motion to approve the minutes as
presented, seconded by Councilperson Waiz, passing on a vote of 6-0. Council President Ellis did
not vote.
Clerk Treasurer Wilder asked the amend the agenda to include consideration of an Additional
Appropriation Resolution and a Transfer Ordinance. Councilperson Grooms made the motion to
approve the agenda as amended, seconded by Councilperson Waiz, passing unanimously.
Clerk Treasurer Wilder presented the claim list with two additional claims, for consideration
by the Council. Following explanations and discussion, Councilperson Conlin made the motion to
approve the claims list with the additions, seconded by Councilperson Frantz, passing on a vote of

4 to 2. Councilpersons Grooms and Merldey voted nay. Council President Ellis did not vote.
Councilperson Merkley stated he has a problem with the claim for the radio station.
PUBLIC COMMENT:
There was .no public comment
Clerk Treasurer Wilder presented Ordinance No. 2000~OR-66, An Ordinance Amending
Section 150.075 Of The Jeffersonville Municipal Code, which had passed on the first reading at the
last meeting. Council President Ellis asked if electrical contractors have been made aware of this
change. He feels it would be good if they had an opportunity to make comments. Councilperson
Conlin feels licensing is good. Councilperson Wilson made the motion to pass Ordinance No. 2000-
OR-66 on the second reading, seconded by Councilperson Grooms, passing on a vote of 5-1.
Cotmcilperson Conlin voted nay. Council President Ellis did not vote.
Clerk Treasurer Wilder presented Ordinance No. 2000-OR-67, An Ordinance Amending
Section 150.076 OfThe Jeffersonville Manicipal Code. Councilperson Conlin made the motionto
table Ordinance No. 2000-OR-67 until City Attorney Galligan can be present, seconded by
Councilperson Merldey, passing on a vote of 5-1. Councilperson Grooms voted nay. Council
President Ellis did not vote. Council Attorney Leveritt called attention to a possible typo. This will
be reviewed before the next presentation.
Mr. Charles Moreland presented a map and explained the plans relating to Ordinance No.
2000-OR-68, An Ordinance Changi~4g The Zoning Map Designation Of A Certain Tract Of Property
Being Part Of Lot Numbers One, Two, Three and Four In Della Plains Farms Subdivision Number
Two. The Address Of This Property Is 1632 Kehoe Lane, Jeffersonville, Indiana. There were no
objections at the Plan Commission meeting. Councllperson Merkley made the motion to adopt
Ordinance No. 2000-OR-68, seconded by Councilperson Wilson, passing on a vote of 6-0. Council
President Ellis did not vote.
Clerk Treasurer Wilder presented Resolution No. 2000-R-34, A Resolution To Advertise For
Additional Appropriation. Councilperson Merkley made the motion to pass Resolution No. 2000-R-
34, seconded by Councilperson Conlirg passing on a vote of 6-0. Council President Ellis did not vote.
Clerk Treasurer presented and explained Ordinance No. 2000-OR-69, An Ordinance
Transferring Certain Funds Within Same Department (Police Department). Councilperson Conlin
December 4, 2000 Page 3 of 3
made the motion to pass Ordinance No. 2000-OR-69 on the first reading, seconded by Councilperson
Merkley, passing on a vote of 6-0. Council President Ellis did not vote.
COUNCIL COMMENTS:
Councilperson Wilson stated she and Councilperson Conlin had met with Fire Chief Mike
Smith, Assistant Fire Chief Billy Davis, Mayor Galligan and Redevelopment Director David Duggins
in regard to a location for a new fire station. It is hoped to have a list of locations and prices in a
couple of weeks.
There being no further business to come before the Council, Councilperson Conlin made the
motion to adjourn at 7:25 P.M., seconded by Councilperson Grooms, passing tmanimously.
