HomeMy WebLinkAbout10-16-2000 COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, iNDIANA OCTOBER 16, 2000 The Common Council of the City of Jeffersonville, Indiana met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 16th day of October, 2000 The meeting was called to order by Mayor Thomas R. Galligan, with Clerk and Treasurer Peggy Wilder at the desk. Also present were City Attorney Anne Marie Galligan, Council Attorney Shon Leverett, and Deputy Clerk Barbara Hollis. Mayor Galligan welcomed all in attendance, asking all those present to stand as Councilperson Vicki Conlin gave ~he :invocation. Mayor Galligan then asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present w~re; Councilpersons Ron Ellis, Les Merkley, Defray Frantz, Rob Waiz, Barbara Wilson, Ron Grooms, and Vicki Conlin. Absent: None There were no minutes available for approval. Council President Ellis made the motion to add the appointment to the Enterprise Zone to the agenda, seconded by Councilperson Conlin, passing unanimously. Councilperson Conlin then made the motion to approve the agenda as amended, seconded by Councilperson Grooms, passing unanimously. Clerk and Treasurer Wilder presented the claim list for consideration by the Council. Following questions, Councilperson Merkley made the motion to approve the claims as presented, seconded by Councilperson Waiz, passing unanimously. PUBLIC COMMENT: Mr. Jim Hollis, a resident of 409 Perrin Lane, appeared before the Council with concerns regarding the Pen-in Lane improvemaents. He would like to have input on the type of curbing that will be installed. He does not want roll curbs. Mayor Galligan said the City would not put roll curbs on Pen-in Lane. Mr. Bill Fry, a resident of 405 Perrin Lane, read aloud a petition regarding the Perrin Lane improvements. Mayor Galligan addressed many of the areas of concern. 2 October 16, 2000 There is a 30 foot right-of-way. It was decided to move the road toward Perrin Park to save the trees in resident's yards. A lot of people use Perrin Park and the road is in need of repair. The drainage also needs to be addressed. Mayor Galligan is trying to respect the property owner's rights and what they like about the Lane, while making a safe road. The utility lines do need to be moved and the trees had to be removed first. It is not easy, as he cannot please all. The design work is being done now and when this is complete a meeting will be called with the residents. Mr. David Bryant, a resident of 311 Pen'in, has had 10 years of flooding problems. He has heard of different plans for Perrin Lane for at least 13 years. He is disappointed the project was started before the residents were contacted by the Mayor or the Council. Mayor Galligan takes total responsibility for this. The Council did not know. The project will take time, up to three years. Ms. Mary Gowens, a resident of 220 Pen'in Lane, said it would have been better had the residents been informed prior to tree removal. Ms. Gowens presented suggested guidelines for a tree committee. Mayor Galligan explained this will be dealt with in the new zoning ordinance, which will be approved later this year. Ms. Gowens said good communications would make a stronger City. Councilperson Conlin, as one of the two at-large representatives, did not know about the tree removal until residents appeared at a previous council meeting. She would have been there to talk with the residents, had she known. Mayor Galligan said Councilperson Wilson did know. Councilperson Wilson agreed she did know some trees had to be removed; she did not know when it was going to be done. Councilperson Grooms agrees with Mr. Bryant. He did talk with Mr. Bryant. Councilperson Grooms did not know the trees were coming done when they did. Ms. Monica Fry, a resident of 405 Perrin Lane, has safety concerns. The speeding has increased since the trees were removed. Mayor Galligan said he will have patrols done. 3 October 16, 2000 AGENDA ITEMS: Clerk and Treasurer Wilder presented Ordinance No. 2000-OR-56, An Ordinance Of Additional Appropriation (General Fund - Motor Vehicle). Copies of the requested information have been distributed, and Vehicle Maintenance Director Mike Ewton is present to answer any questions. Councilperson Conlin made the motion to pass Ordinance No. 2000-OR-57 on the second and third readings, seconded by Councilperson Waiz, passing unanimously. Attorney Galligan presented and explained Ordinance No. 2000-OR-57, An Ordinance Annexing Contiguous Territory By Voluntary Petition. Councilperson Conlin made the motion to pass Ordinance No. 2000-OR-57 on the second and third readings, seconded by Councilperson Waiz, passing unanimously. Ordinance No. 2000-OR-58, An Ordinance Transferring Certain Funds Within Same Department (City Attorney), was presented for approval. Councilperson Conlin made the motion to pass Ordinance No. 2000-OR-58 on the second and third readings, seconded by Councilperson Wilson, passing unanimously. Cotmcilperson Merkley presented and read aloud Ordinance No. 2000-OR-59, An Ordinance Establishing Street Tree Planting Program And Non-Reverting Fund. Councilperson Merkley presents this for the first reading with the intention of further discussion at a workshop. Councilperson Merkley made the motion to pass Ordinance No. 2000-OR-59 on the first reading, seconded by Councilperson Waiz. Councilperson Conlin stated she would vote no on this reading, as there is no explanation of funding. Council President Ellis would like to see provisions for a tree board included in this Ordinance. Councilperson Merkley feels this would be covered by the new zoning ordinance. Councilperson Grooms feels there is a need to define property owner and also to explain where the funding will come from. The motion to pass Ordinance No. 2000- OR-59 passed on the first reading with a vote of 5-2. Councilpersons Conlin and Frantz voted against passage. Ordinance No. 2000-OR-60, An Ordinance Transferring Certain Funds Within The Same Department (Mayor) was presented and explained. Councilperson Conlin 4 October 16, 2000 made the motion to pass Ordinance No. 2000-OR-60 on the first reading, seconded by Councilperson Merkley, passing on a vote of 6-1. Council President Ellis voted against passage. Councilperson Frantz, in the absence of Personnel Director Jerralyn Ellis, explained flu shots will be made available to employees at a cost of $6.00 per shot. Director Ellis estimates 60 employees have indicated they would take advantage of this program. Councilperson Frantz believes the money spent on flu shots would be saved in overtime costs. Councilperson Grooms made the motion to pay up to $600 for employee flu shots, from the Medical/Hepatitis B line in the Board Of Public Works budget, seconded by Councilperson Wilson, passing unanimously. Council President Ellis announced a vacancy has occurred on the Enterprise Zone Board due to Republican appointee Tonya Neal moving from the area. Council President Ellis introduced Ms. Melody Carrico who was in attendance. Councilperson Merkley made the motion to appoint Melody Carrico to complete the term of Tonya Neal on the Enterprise Zone Board, seconded by Councilperson Conlin, passing unanimously. COUNCIL COMMENTS: Councilperson Merkley announced Halloween Downtown will be October 30 from 5:30 to 8:30 P.M. Councilperson Merkley attended the opening of the new Boys and Girls Club. Jeffersonville should be proud of this project. It is great to see the City and the private sector work together. He also applauds the Jeffersonville Housing Authority. Councilperson Wilson echoes Councilperson Merkley's comments regarding the Boys and Girls Club. Councilperson Wilson would like to have the Council and Mayor participate in Halloween Downtown by having a table and providing candy. All agreed. Councilperson Grooms has talked with David Duggins regarding l0th and Spring and encourages all to contact Mr. Duggins. Council President Ellis referred to a program at Indiana University Southeast, asking Clark County Councilperson Barbara Hollis to explain. Any who are interested in attending should contact Ms. Hollis. October 16, 2000 Mayor Galligan reported work is being done in the area of Ice Cream Willie's. The new road will be behind Ice Cream Willie's. He explained the plans for the new intersection. There being no further business to come before the Council, Councilperson Merkley made the motion to adjourn at 8:05 P.M., seconded by Councilperson Conlin, passing unanimously. R.
