HomeMy WebLinkAbout08-21-2000COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA AUGUST 21, 2000 The Common Council of the City of Jeffersonville met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:30 P.M. on the 21st day of August, 2000. The meeting was called to order by Mayor Thomas R. Galligan, with Clerk and Treasurer Peggy Wilder at the desk. Mayor Galligan welcomed all in attendance, asking all those present to stand as Council President Ron Ellis gave the invocation. Mayor Galligan asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were Councilpersons Les Merkley, Ron Ellis, Denny Frantz, Rob Waiz, Barbara Wilson, Ron Grooms, and Vicki Conlin. Absent: None. Mayor Galligan presented the minutes of the meeting of August 14, 2000 for consideration by the Council. Councilperson Wilson made the motion to approve the minutes as presented, seconded by Councilperson Conlin and carried unanimously. Councilperson Grooms made the motion to amend the agenda to remove item #3, An Ordinance Repealing Ordinance 2000-OR-4, An Ordinance Estabfishing A Sanitary Sewer Board, seconded by Councilperson Merkley. Motion failed for lack ora unanimous vote on the following roll call: Ayes: Councilperson Grooms, Wilson, Waiz, Ellis, and Merkley. Nays: Councilpersons Conlin and Frantz. Councilperson Merkley made the motion to approve the agenda as presented, seconded by Council President Ellis, failing on a vote of 6-1. Councilperson Grooms voted against. Clerk and Treasurer Wilder presented the claim list for consideration by the Council. Councilperson Merkley made the motion to approve the claims as presented, seconded by Councilperson Wilson, passing on unanimously. PUBLIC COMMENT: There was no public comment. August 21, 2000 Page 2 of 4 Ordinance No. 2000-OR-48, An Ordinance Amending Certain Portions Of Section 1 Of Ordinance No. 99-OR-49 (Parks Department) was presented. Councilperson Wilson made the motion to pass Ordinance No. 2000-OR-48 on the second and third readings, seconded by Councilperson Conlin, passing on a vote of 4-3. Councilperson Grooms, Waiz, and Merkley voted against passage. Ordinance No. 2000-OR-43, An Ordinance Amending Certain Portions Of Section 1 Of Ordinance No. 99-OR-49 (Sewage Department) was presented for consideration. Council President Ellis made the motion to amend Ordinance No. 2000-OR-43 to $6,000 per member, seconded by Councilperson Wilson, passing on the following roll call vote: Ayes: Councilpersons Merkley, Ellis, Frantz, Wilson, and Grooms. Nays: Councilpersons Waiz and Conlin. Council President Ellis made the motion to pass Ordinance No. 2000-OR-43, as amended, on the second and third readings, seconded by Councilperson Merkley, passing on the following roll call vote: Ayes: Councilpersons Grooms, Wilson, Frantz, Ellis, and Merkley. Nays: Councilpersons Conlin and Waiz. Council President Ellis made the motion to table Ordinance No. 2000-OR-49, seconded by Councilperson Merkley, passing on a vote of 5-2. Councilpersons Frantz and Conlin voted no. Ordinance No. 2000-OR-38, An Ordinance Annexing Contiguous Territory By Voluntary Petition, was presented for the second and third readings. City Attorney Anne Marie Galligan reminded the Council this is a voluntary annexation, explaining the procedure and the actions taken to this point. Council President Ellis made the motion to pass Ordinance No. 2000-OR-38 on the second and third readings, seconded by Councilperson Conlin, passing unanimously. Ordinance No. 2000-OR-50, An Ordinance Amending Certain Portions Of Section 1 Of Ordinance No. 99-OR-49 (Plarming and Zoning) was presented for consideration. Clerk Treasurer Wilder explained the money for this position is in the budget and the salary amendment is a necessary "clean up". Councilperson Conlin made the motion to pass Ordinance No. 2000-OR-50 on the first reading, seconded by Councilperson Grooms, passing unanimously. Council President Ellis made the motion to recess to discuss budgets, seconded by August 21, 2000 Page 3 of 4 Councilperson Merkley. Discussion followed regarding the need to recess. Motion failed on a vote of 1-6, All Councilpersons, with the exception of Councilperson Merkley voted against passage. Clerk Treasurer Wilder distributed copies of the legal ad for the budgets. This must be advertised one more time after which nothing can be added. It would be easier to advertise high and have the ability to lower the numbers. Clerk Treasurer Wilder answered questions. She has received requests for additional funding in the Fire Department, Animal Shelter, Vehicle Maintenance, Police, and Sanitation. Councilperson Conlin recommends advertising the maximum levy. Councilperson Grooms objects. He does not understand the continuing debate as it seems the Council has been doing budgets for near three months. Councilperson Conlin feels the need to make sure the money is there. Councilperson Grooms totally disagrees. There are too many unanswered questions. Councilperson Waiz reconanends advertising high but not to the maximum. Councilperson Merkley feels this is irrelevant as the Clerk Treasurer, by statute, can advertise as she wants. The Clerk Treasurer will advertise $150,000 higher. Council President Ellis said Clerk Treasurer Wilder should advertise as she sees fit. There will be a budget workshop Monday, August 28 at 5:30 P.M. before the 7:00 P.M. meeting. The budgets and the request fi:om Life Span will be on the workshop agenda. Councilperson Conlin would like to recognize Eric Rowe at the September 11, 2000 meeting for his efforts raising funds for Kosair Hospital. Councilperson Grooms has some thoughts. He would like the Council to look at the costs associated with the annexation of the INAAP facility. The police and fire costs need to be looked at very carefully. The roads are inefficient. There is a lot to think through. His suggestion is that Charlestown, Utica and Jeffersonville come to a one year moratorium for annexing this area. There is no need to hurry. Councilperson Grooms second thought is in regard to the new baseball complex. He applauds the efforts of Mayor Galligan, but feels commtmications are needed. He does not criticize the work. The general public feels the Council is responsible for actions. He suggests updates and notifications. Mayor Galligan said the people need to call him instead of Councilpersons. Mayor Galligan and Park Superintendent Rick Elliott did contact people before the recent actions at the ball park. Attorney Galligan said public hearings were held, and the plans have been in the paper. There has been a time lag since, and the public was shocked when action was taken. Mayor Galligan understands where Councilperson Grooms is coming fi:onz It is hard to communicate with all in the August 21, 2000 Page 4 of 4 community. He thought all in the community knew what was going on at the ball park. Councilperson Conlin suggests a debriefing every Friday. Councilperson W'flson asked if Superintendent Elliott is planning a meeting September 11 to review the Aquatic Center plans and the Warder Park plans. This will be a joint meeting with the Park Board, Redevelopment Commission, Common Council, and Board of Public Works. Councilperson Wilson also asked if City employees are working on the ball park as she has some concerns in her neighborhood regarding limbs and leaves. Parks Department employees are working on the ball park, not Street Department employees. Councilperson Frantz said the new ball facility looks like a first-class facility. There being no further business to come before the Council, Councilperson Merkley made the motion to adjourn at 8:30 P.M., seconded by Councilperson Wilson, passing ananimously.
