OF THE CITY OF JEFFERSONVILLE, INDIANA
June 26 2013
Mayor Moore called the meeting to order at 9:30am and on the call of roll were Public Works
Coordinator Rick Lovan and Councilperson Glover.
Also present: Animal Shelter Director Charlie Heavrin, Fire Chief Eric Hedrick, Assistant Fire Chief Bruce
DeArk, IT Director Matt Dyer, Building Commissioner Russ Segraves, Storm Coordinator Deb Ashack,
Street Commissioner David Hosea, Assistant Police Chief Scott Oliver, Sewer Office Manager Elisha Dale,
Controller Amy Deering, Corporate Attorney Les Merkley, Redevelopment Director Rob Waiz, Planning
and Zoning Director Shane Corbin, Parks Superintendent Paul Northam, Executive Assistant Judith
VanGilder, Deputy Clerk Erica Burress
Councilperson Glover made a motion to APPROVE the June 19, 2013, minutes with Mr. Lovan
seconding, PASSING on a vote of 3 -0.
Mr. Lovan made a motion to APPROVE payroll, with Councilperson Glover seconding, PASSING on a vote
of 3 -0.
OLD BUSINESS:
None
NEW BUSINESS:
1. Yard Mowing Invoice- Bev Setree: Mrs. Setree came before the board to request the waiving of
a violation letter she had received in regards to grass not being regulation on her rental
property. Mrs. Setree stated that her grounds for requesting the appeal of the invoice for the
city contracted mowing is that they were not given enough notice and even after the city cut the
grass it was not in compliance. Mr. Corbin stated this has been the only violation sent to this
property. Mr. Lovan made a motion to APPROVE waiving the invoice and Councilperson Glover
seconded, PASSING on a vote of 3 -0.
2. Matt Keller- Speeding of Hwy 62: Mr. Keller of Keller lighting stated that he talked to Ron
Grooms and he looked into it with INDOT and that portion of Hwy 62 is Jeffersonville jurisdiction
and would like to request getting the speed limit lowered. Mayor Moore stated that he
completely supports lowering the speed limit and has personally seen incidents in this area.
Mayor Moore stated that he believes their jurisdiction stops at Herb Lewis Rd and he has
requested funding from Mr. Grooms for this matter previously. Councilperson Glover expressed
his shock that now all of a sudden this is Jeffersonville property. Mr. Hosea stated he would give
Mr. Grooms a call today.
3. Bryan Glover- Mellwood subdivision: Councilperson Glover stated the neighbors on Cardinal
and Woodland are requesting rumble sticks to help with speeding. Mr. Hosea stated they
painted and put up a curb sign and stated that the rumble sticks are a waste because of the
snow plows tearing them up in the winter. Mayor Moore asked Councilperson Glover to let
Councilperson Gill know that since this is her district to send people with these concerns to the
Police Department so that they can get extra patrol on the situations and put their concern on
record.
4. Paul Northam- Electric Service on Riverside Drive: Mr. Northam stated he went to the Parks
Authority Monday for approval of electric installation in the light posts that were taken down
with the moving of the houses on Riverside Drive. Mr. Northam stated that the Parks Authority
didn't approve it because that area is not a parks property. Mr. Northam stated this is needs to
be done soon before the electric poles go back up and the total is $3750. Mayor Moore
suggested possibly splitting the cost with Redevelopment and Parks, however the time crunch
makes that harder to accomplish. Mr. Merkley suggested having this go before Redevelopment
since the next meeting is tonight and asking to have it come from the Falls Landing TIF.
5. Rick Lovan 4 - way stop at Walnut and 8 Mr. Lovan stated before the board on record that he
had received a call about the 4 -way stop at Walnut Street and 8 Street in regards to an
accident that had occurred there and he didn't spot any visual problems when he visited it
himself. Mr. Dixon of the Engineering Department stated that Mr. Crouch went down there as
well and didn't see any problems either.
6. Rick Lovan Aberdeen Street: Mr. Lovan spoke before the board on the record that he received a
request about getting a speed limit sign put up on Aberdeen Street. Mr. Lovan stated he is going
to go and check it out and will bring it back up if need be next week.
7. Bryan Glover Speeding and reckless driving on Utica Pike: Councilperson Glover stated he
received an email about the concern for bicyclist on Utica Pike. Mr. Corbin stated that this will
be in the master plan for bicycle lanes in Jeffersonville and a final draft will go before the plan
commission soon with the final step being at a council meeting to ask for funding.
ADJOURNMENT:
Councilperson Glover made a motion to adjourn at 10:01 am, with Mr. Lovan seconding,
PASSING unanimously.
