COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
AUGUST 14, 2000
The Common Council of the City of Jeffersonville met in regular session in the Multi-Purpose
Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 14th day of
August, 2000.
The meeting was called to order by Mayor Thomas R. Galligan, with Clerk and Treasurer
Peggy Wilder at the desk. Mayor Galllgan welcomed all in attendance, asking all those present to
stand as Robert Campbell gave the invocation. Mayor Galligan asked all those present to join him
in the pledge of allegiance to the flag.
The roll was called and those present were Councilpersons Les Merkley, Ron Ellis, Denny
Frantz, Rob Waiz, Barbara Wilson, Ron Grooms, and Vicki Conlin.
Absent: None.
Mayor Galligan presented the minutes of the meeting of August 7, 2000 for consideration by
the Council. Councilperson Grooms asked that a correction be made on page 2. He asks that
conception be changed to perception. Councilperson Wilson made the motion to approve the minutes
as corrected, seconded by Council President Ellis, and carried unanimously. Councilpersen Conlin
made the motion to approve the workshop minutes of July 24, 2000, seconded by Council President
Ellis, passing unanimously.
Council President Ellis made the motion to remove the Ordinance Establishing A Non-
Reverting' Fund To Hold Monies To Be Used At The Discretion Of Each Council Member For
Project Improvement, fi:om the agenda, seconded by Councilperson Merkley passing unanimously.
Council President Ellis then made the motion to approve the agenda as amended, seconded by
Councilperson Conlln, passing unanimously.
Clerk and Treasurer Wilder presented the claim list with one additional claim, for
consideration by the Council. Councilperson Merkley made the motion to approve the claims and
additional claim as presented, seconded by Councilperson Wilson, passing on a vote of 5 to 2.
Councilpersons Grooms and Conlin voted nay.

PUBLIC COMMENT:
There was no public comment.
Clerk and Treasurer Wilder presented Ordinance No. 2000-OR-39, An Ordinance Fixing
Basic Salaries Of Appointed Officers And Employees Of The City Of Jeffersonville, Indiana For The
Year 2001 for the second and third readings. Mr. Robert Campbell, Redevelopment Board President
appeared before the Council to request the salary of the Department of Redevelopment Interim
Director be set at $34,500 for 2001. Councilperson Conlin made the motion to amend Ordinance No.
2000-OR-39 to Redevelopment Operating Interim Director to $34,500, seconded by Council
President Ellis, passing on a vote of 6-1. Councilperson Merkley voted no. Councilperson Wilson
made the motion to amend Ordinance No. 2000-OR-39 to Parks Department, Director of Programs -
$27,000 and Director of Athletics to $24,500, seconded by Councilperson Conlin, passing on a vote
of 4-3. Councilpersons Merkley, Grooms, and Waiz voted no. Councilperson Conlin made the
motion to pass Ordinance No. 2000-OR-39 on the second and third readings, seconded by Council
President Ellis. City Attorney Anne Marie Galligan urged the Council to include all salaries in this
Ordinance before passage. Following discussion, Councilperson Conlln withdrew her motion and
Council President Ellis withdrew his second.
Councilperson Conlin made the motion to remove Ordinance No. 2000-OR-43, An Ordinance
Amending Certain Portions Of Section 1 Of ordinance No. 99-OR-49 (Sewage Department Sanitaxy
Sewer Board) from table status, seconded by Council President Ellis, passing unanimously. Council
President Ellis made the motion to pass Ordinance No. 2000-OR-43 on the first reading, seconded
by Counciiperson Conlin. The motion failed on the following roll call vote: Ayes: Comac~lpersons
Ellis and Conlin; Nays: Councitpersons Merkley, Frantz, Waiz, Wilson, and Grooms. Councilperson
Frantz made the motion to amend Ordinance No. 2000-OR-43 to Sanitary Sewer Board Member (3) -
$18,000, Sanitary Sewer Board Secretary/Treasurer - $6,000, and Sanitary Sewer Board Part Time
Clerical - $6,000, seconded by Councilperson Conlin, failing on the following roll call vote: Ayes:
Councilperson Frantz; Nays: Councilpersons Mer!dey, Ellis Waiz, Wilson, Grooms, and Conlin.
Councilperson Merkley made the motion to amend Ordinance No. 2000-OR-43 to Sanitary Sewer
Board Members (3) - $12,000, Sanitary Sewer Board Secretary/Treasurer - $6,000 and Sanitary
Sewer Board Part Time Clerical - -0-. Councilperson Merkley withdrew this motion. Councilperson

Merkley made the motion to amend Ordinance No. 2000-OR-43 to Sanitary Sewer Board Members -
$12,000, Sanitary Sewer Board Secretary/Treasurer ~ $2,000, and Sanitary Sewer Board Pan Time
Clerical - -0-, seconded by Councilperson Grooms, passing on the following roll call vote: Ayes:
Councilpersons Merkley, Waiz, W'~on, and Grooms; Nays: Councilpersons Ellis, Frantz, and Conlin.
Councilperson Merkley then made the motion to pass Ordinance No. 2000-OR-43 as amended on
the first reading, seconded by Councilperson Conlin, passing on a vote of 5-2. Councilpersons Ellis
and Conlin voted nay.
Council President Ellis made the motion to rescind the Ordinance establishing the San/tary
Sewer Board. Councilperson Grooms objected as this was not on the agenda. It was requested this
be on the next agenda.
Councilperson Grooms made the motion to pass Ordinance No. 2000-OR-44, An Ordinance
Amending Certain Portions Of Section 1 Of Ordinance No. 99-OR-49 (Sewage Department -
Drainage Board) on the second reading, seconded by Councilperson Merkley, passing unanimously.
Councilperson Grooms made the motion to amend Ordinance No. 2000-OR-39, An
Ordinance Fixing Basic Salaries Of Appointed Officers And Employees Of The City Of Jeffersonville,
Indiana For The Year 2001, to include Sewage Department, Drainage Board Members $12,000 and
Drainage Board President $2,600, seconded by Councilperson Merkley, passing tmanimously.
Councilperson Merkley made the motion to amend Ordinance No. 2000-OR-39, to include Sewage
Department Sanitary Sewer Board Members $12,000 and Sanitary Sewer Board
Secretary/Treasurer $2,000, Sanitary Sewer Board Part Time Clerical - -0-,seconded by
Councilp~rson Grooms, passing on a vote of 6-1. Councilperson Conlin voted no. Councilperson
Frantz made the motion to amend Ordinance No. 2000-OR-39 to include Fire Department - 6
additional firefighters (privates), seconded by Councilperson Conlin. Councilperson Grooms made
the motion to delete the overtime. Motion dies due to lack of a second. The motion to amend to add
6 firefighters failed on the following roll call vote: Ayes: Councilpersons Ellis, Frantz, and Conlin;
Nays: Councilpersons Merkley, Waiz, Wilson; and Grooms. Councilperson Conlin made the motion
to amend Ordinance No. 2000-OR-39 to include 3 additional firefighters, seconded by Councilperson
Grooms, failing on the following roll call vote: Ayes: Councilpersons Cordin, Grooms, and Wilson;
Nays: Councllpersons Waiz, Frantz, Ellis, and Merkley. Councilperson Conlin made the motion to

pass Ordinance No. 2000-OR~39, as amended, on the second and third readings, seconded by
Councilperson Wilson. The amendments were reviewed. Ordinance No. 2000-OR-39 as amended,
passed on the following roll call vote; Ayes: Councilpersons Merkley, Ellis, Frantz, Waiz, Wilson,
and Conlin. Nays: Councilperson Grooms.
Councilperson Conlin made the motion to pass Ordinance No. 2000-OR-42, An Ordinance
Transferring Certain Funds Within Same Department (City Engineer) on the second and third
readings, seconded by Councilperson Merkley, passing unanimously.
Councilperson Wilson made the motion to pass Ordinance No. 2000-OR-47, An Ordinance
Repealing And Replacing Ordinance No. 97-OR-46 (Replacing Ordinance No. 93-OR-66)
Establishing Retiree's Health Insurance Benefits For City Employees, seconded by Councilperson
Merkley, passing unanimously.
Councilperson Wilson made the motion to pass Ordinance No. 2000-OR-48, An Ordinance
Amending Certain Portions Of Section 1 Of Ordinance No. 99-OR-49 (Parks Department) on the first
reading, seconded by Councilperson Conlin, passing on a vote of 5-2. Councilpersons Merkley and
Grooms voted no.
COUNCIL COMMENTS:
There were no Council comments.
Mayor Galligan announced sewer work on 8th Street and Meigs would start August 28.
There being no further business to come before the Council, Councilperson Merkley made
the motion to adjourn at 8:00 P.M., seconded by Councilperson Wilson, passing unanimously.
