OF THE CITY OF JEFFERSONVILLE, INDIANA
June 19, 2013
Mayor Moore called the meeting to order at 9:30am and on the call of roll were Vehicle Maintenance
Director Bubby Vissing, Councilperson Zach Payne (arriving later in the meeting and taking Mr. Vissing's
place) and Public Works Coordinator Rick Lovan.
Also present: Animal Shelter Director Charlie Heavrin, Fire Chief Eric Hedrick, Assistant Fire Chief Bruce
DeArk, IT Director Matt Dyer, Building Commissioner Russ Segraves, City Engineer Andy Crouch, WWTP
Director Len Ashack, Storm Coordinator Deb Ashack, Street Commissioner David Hosea, Police Chief
Chris Grimm, Sewer Office Manager Elisha Dale, Controller Amy Deering, Human Resources Generalist
Morgana Landrum, Corporate Attorney Les Merkley, Redevelopment Director Rob Waiz, Planning and
Zoning Director Shane Corbin, Parks Superintendent Paul Northam, Executive Assistant Judith VanGilder,
Administrative Assistant Candy Stewart.
Mr. Lovan made a motion to approve the June 12, 2013, minutes with Mr. Vissing seconding, PASSING
on a vote of 3 -0.
Mr. Lovan made a motion to approve payroll, with Mr. Vissing seconding, PASSING on a vote of 3 -0.
OLD BUSINESS:
None
NEW BUSINESS:
1. 10 Street and Median Clean -Up: Mayor Moore asked Mr. Merkley to send a letter to Walnut
Ridge Nursery and Garden Center informing them that the city has had numerous complaints
concerning the tall grass plantings in the medians that hinder vision for drivers. Mr. Lovan stated
that he called Walnut Ridge and they said that they are working on it. Mayor Moore asked Mr.
Lovan to look into their progress and if more needs to be done, to see that it is taken care of.
2. Paul Northam — Approval of Jeff Fire Department Street Dance: Mr. Northam stated that the
Special Events Committee has approved the Jeff Fire Department Street Dance on June 29,
2013, from 4:OOpm — 12:OOam on Mechanic Street between the streets of 11 and Dutch and is
requesting the board's approval. Mr. Lovan made a motion to approve the Jeff Fire Department
Street Dance with street closures, seconded by Mr. Vissing, PASSING on a vote of 3 -0.
3. Bill Dixon — Access Agreement for Test Wells: Mr. Dixon is requesting approval for August
Mack Environmental to drill three test wells in the city right -of -way along Chestnut Street. Mr.
Lovan made a motion to approve the drilling by August Mack Environmental, seconded by Mr.
Vissing, PASSING on a vote of 3 -0.
4. Police Chief Grimm — Police Department thanks Bubby Vissing: Chief Grimm stated that he was
asked by some of his officers to extend thanks on behalf of the Police Department to Mr. Vissing
for all the outstanding service and help he gives them. Chief Grimm explained that Mr. Vissing is
always willing to come out in the evenings and changes tires or help with anything they need.

5. Andrew Ledbetter with Jacobs Engineering Group: Mr. Ledbetter and his team presented an
overall project overview of the maintenance of traffic and detours in Jeffersonville during the
Ohio River Bridge Project. Mr. Ledbetter stated that the project is in six stages and he presented
the BPW with the first three stages. Street Commissioner Hosea questioned Mr. Ledbetter about
diverting traffic to Spring Street stating that the heavy trucks will tear up the street. City
Engineer Crouch explained that it will be difficult to keep the heavy traffic off Spring Street as
that is the direction people will automatically want to go. Mr. Ledbetter stated that he is
agreeable to sitting down and discussing options. Mayor Moore asked Mr. Hosea to discuss
options with Mr. Ledbetter and his team.
ADJOURNMENT:
Councilperson Payne made a motion to adjourn at 10:OOam, with Mr. Lovan seconding,
PASSING unanimously.
