HomeMy WebLinkAbout08-07-2000COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA AUGUST 7, 2000 The Common Council of the City of Jeffersonville met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 7th day of August, 2000. The meeting was called to order by Mayor Thomas R. Galligan, with Clerk and Treasurer Peggy Wilder at the desk. Mayor Galligan welcomed all in attendance, asking all those present to stand as Council President Ron Ellis gave the invocation. Mayor Galligan asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were Councilpersons Les Merldey, Ron Ellis, Denny Frantz, Rob Wa[z, Barbara Wilson, Ron Grooms, and Vicki Conlin. Absent: None. Mayor Galligan presented the minutes of the meeting of July 17, 2000 for consideration by the Council. Councilpersen Wilson made the motion to approve the minutes as presented, seconded by Councilperson Waiz, and carded unanimously. Mayor Galligan then presented the minutes of the Council workshop of July 17, 2000 for consideration by the Council. Council President Ellis made the motion to approve the minutes as presented, seconded by Conlin, passing unanimously. Councilperson Merkley made the motion to amend the agenda to add an Ordinance For Annexation Of Territory immediately following Resolution For A Written Fiscal Plan, seconded by Council President Ellis, passing unanimously. Councilperson Merkley then made the motion to adopt the agenda as amended, seconded by Councilperson Wilson, passing unanimously. Clerk and Treasurer Wilder presented the claim list for consideration by the Council. Council President Ellis made the motion to approve the claims as presented, seconded by Councilperson Wilson, passing unanimously. PUBLIC COMMENT: There were no public comments. AGENDA ITEMS: Clerk and Treasurer Wilder presented Ordinance No. 00-OR-39, An Ordinance Fixing Basic August 7, 2000 Page 2 of 4 Salaries Of Appointed Officers And Employees Of The City Of Jeffersonville, Indiana For The Year 2001, for consideration by the Council. Councilperson Merkley made the motion to pass Ordinance No. 00-OR-39 on the first reading, seconded by Councilperson Grooms, passing unanimously. City Attorney Anne Marie Galligan presented and explained Ordinance No. 2000-OR-40, An Ordinance F'ming A Schedule Of Rates And Charges To Be Collected By The City Of Jeffersonville, Indiana From Users And Oumers Of Property Served By The Storm Water Utility Of Said City, Other Matters Connected Therewith And Amending Ordinances In Conflict Herewith. Drainage Board members; Ken Johnson, Tom Locke, Les Kavanaugh, and Skip Leonard were in attendance to answer any questions. Mr. Tom Locke gave an overview of the history of the Drainage Board explaining the public meetings that have been held. Council President Ellis stated he and other Council Members attended a drainage seminar and are aware of the problems facing the City. Councilperson Conlin made the motion to pass Ordinance No. 2000-OR-40 on the first reading, seconded by Councilperson Grooms. Councilperson Grooms asked about the outstanding bonds. The bonds were explained noting the drainage bonds are fee backed, not tax backed. Councilperson Merkley said this is the recommended procedure to fund drainage per the seminar that was attended· Councilperson Grooms · <2or c~o.~'~ is concerned about the public-~h~acz-'p'fion. There is a need to communicate. The motion to pass Ordinance No. 2000-OR-40 passed unanimously on the first reading. City Attorney Galligan introduced Ordinance No. 2000-OR-41, An Ordinance Of The City Of Jeffersonville Authorizing The Issuance Of Sewage Works And Storm Water Revenue Bonds For The Purpose Of Providing Funds To Pay The Cost Of Certain Additions, Extensions And Improvements To The Municipal Sewage Works Of Said City, Providing For The Safeguarding Of The Interests Of The Owners Of Said Bonds, Other Matters Connected Therewith, Including The Issuance Of Notes In Anticipation Of Bonds, And Repealing Ordinances Inconsistent Herewith. Councilperson Grooms made the motion to pass Ordinance No. 2000-OR-41 on the first reading, seconded by Council President Ellis passing unanimously. Ordinance No. 2000-OR-42, An Ordinance Transferring Certain Funds Within Same Department (City Engineer) was presented and explained. Following discussion, Councilperson Grooms made the motion to pass Ordinance No. 2000-OR-42 on the first reading, seconded by Councilperson Conlin, passing unanimously. August 7, 2000 Page 3 of 4 City Attorney Galligan presented and explained Ordinance No. 2000-OR-43, An Ordinance Amending Certain Portions Of Section 1 Of Ordinance No. 99-OR-49.Councilperson Merkley made the motion to separate the Sanitary Sewer Board from the Drainage Board, seconded by Councilperson Grooms, passing unanimously. Councilperson Grooms made the motion to table indefirfitely Ordinance No. 2000-OR-43 in order to get input, seconded by Councilperson Merkley, passing tmanimously. Councilperson Waiz made the motion to pass'Ordinance No. 2000-OR-44 on the first reading, seconded by Councilperson Conlin, passing unanimously. Councilperson Merkley made the motion to delete Department of Engineering from Ordinance No. 2000-OR-44 and insert Sewage Department, seconded by Councilperson Conlin, passing unanimously. Ordinance No. 2000-OR-45, An Ordinance Changing The Zoning Map Designation OrA Certain Tract Of Property Being Part Of Survey No. 11 Of The Illinois Grant, From B-2 To B-3. Councilperson Merkley made the motion to adopt Ordinance No. 2000-OR-45 as it did receive tmanimous approval from the Zoning Board, seconded by Council President Ellis, passing unanimously. City Attorney Gall/gan presented Resolution No. 2000-R-29, A Resolution Adopting A Written Fiscal Plan Establishing A Policy For The Provision Of Services To An Annexed Area (L. R. Inman Annexation Area). The area was explained and noted this is a voluntary annexation~ Council President Ellis requests shaded maps be included with the requests. Councilperson Conlin made the motion to pass Resolution No. 2000-R-29, seconded by Councilperson Merkley, passing unanimously. Resolution No. 2000-R-30, A Resolution Adopting A Written Fiscal Plan Establishing A Policy For The Provisions Of Services To An Annexation Area 7 was presented. City Attorney Galligan reviewed the summary. Council President Ellis made the motion to pass Resolution No. 2000-R-30, seconded by Councilperson Conlin. City Attorney Galligan explained and reviewed the area. Resolution No. 2000-R-30 passed unanimously. Ordinance No. 2000-OR-46, An Ordinance For Annexation Of Territory was presented for consideration. City Attorney Galligan explained the procedure as it is a long process. Mr. Glen Murphy Jr., Utica Town Board President, wants to work with Jeffersonville for the future o£both Jeffersonville and Utica. He continued by saying Jeffersonville has always helped Utica and he August 7, 2000 Page 4 of 4 supports the annexation. Mayor Galligan reviewed the partnership Jeffersonville has with Utica and the working relationship with the previous Mayor of Charlestown. Councilperson Merkley made the motion to pass Ordinance No. 2000-OR-46 on the first reading, seconded by Councilperson Conlin, pass'rog unanimously. Mayor Galligan thanked the Council as this is in the best interest of all of Clark County. Councilperson W'dson introduced and explained Ordinance No. 2000-OR-47, An Ordinance Repeal'mg And Replacing Ordinance No. 97-OR-46 (Replacing Ordinance No. 93-OR-66) Establishing Retiree's Health Insurance Benefits For City Employees. Councilperson Wilson made the motion to pass Ordinance No. 97-OR-46 on the first reading, seconded by Councilperson Conlin passing unanimously. COUNCIL COMMENTS: Councilperson Wilson said the Concerts In The Park have been wonderful and she wishes more would attend. Council President Ellis noted how well the executive and legislative branches of government can work together. He hopes to see more 7-0 votes. He sees a renewed relationship. It is great to protect the interests of the City of Jeffersonville. Mayor Galligan again thanked the Council for their actions this evening. He hopes to get the riverfxont done soon.
