The need to lower the cost of the facility was based on a cost estimate done from the 50% construction documents by an independent cost estimator Robert Pass and Associates. Prior to the meeting on August 31 we met with the police staff and agreed to Value Engineering scope items to bring the estimated cost in line with your proposed construction budget. These measures alone could not bring the construction cost of the project within your budget. Therefore it became necessary for us to introduce a series of add alternates which we believe will bring the base bid in at a cost within your budget. The process of add alternates is a standard strategy to help } ensure the construction project base bid will be within budget and provide you with flexibility in the event the project base bid is over budget. However, the add alternates' design and construction document process require extra effort and time and put the design team in a situation of producing two design and two sets of documents. fi F € We feel as if the ultimate decision to proceed is a very good decision because without Value Engineering and add alternates the City would face delays to re- design and re -bid the project.
