OF THE CITY OF JEFFERSONVILLE, INDIANA
June 5, 2013
Mayor Moore called the meeting to order at 9:36am and on the call of roll were Councilperson Bryan
Glover and Public Works Coordinator Rick Lovan.
Also present: Fire Chief Eric Hedrick, Assistant Fire Chief Bruce DeArk, IT Director Matt Dyer, Building
Commissioner Russ Segraves, City Engineer Andy Crouch, Assistant City Engineer Bill Dixon, WWTP
Director Len Ashack, Storm Coordinator Deb Ashack, WWTP Assistant Director Lori Kearney, Street
Commissioner David Hosea, Police Chief Chris Grimm, Sewer Office Manager Elisha Dale, Controller Amy
Deering, Human Resources Director Kim Calabro, Human Resources Generalist Morgana Landrum,
Corporate Attorney Les Merkley, Grant Writer DeLynn Rutherford, Redevelopment Director Rob Waiz,
Planning and Zoning Director Shane Corbin, Parks Superintendent Paul Northam, Executive Assistant
Judith VanGilder, Administrative Assistant Candy Stewart.
Mr. Lovan made a motion to approve the May 29, 2013, minutes with Councilperson Glover seconding,
PASSING on a vote of 3 -0.
Councilperson Glover made a motion to approve payroll, with Mr. Lovan seconding, PASSING on a vote
of 3 -0.
Mr. Merkley removed the following items from today's agenda under New Business: 1) the Big 4 Bridge
Landing Streetscape Project, and 2) the Police Station AML contract.
OLD BUSINESS:
1. Rick Lovan — Tap in Confusion Lentzier Trace: Mr. Lovan stated that he spoke to attorney Scott
Lewis who is gathering information from Mr. Ashack and will have another update on this
matter in about a week or so.
2. Renaming Virginia Avenue: Mr. Lovan stated that Planning & Zoning have looked into this
renaming and everything is in place to proceed. Mayor Moore stated that he is renaming
Virginia Avenue located off Eighth Street Amanda Cole Avenue by Executive Order and the
neighbors have signed a petition in agreement to this change. Mayor Moore explained that Ms.
Cole served on the Housing /Urban Development Board and dedicated her life for over two
decades in helping the area residents.
NEW BUSINESS:
1. Linda Hunt England: Ms. England requested putting up speed limit signs near Maple
Elementary in an attempt to slow vehicles down who speed through that neighborhood. Ms.
England stated that there was one speed limit sign, but a vehicle has since knocked it down.
Mayor Moore requested that Mr. Hosea put up a couple of speed limit signs near Maple and
asked Chief Grimm to give that area some extra police patrol. Ms. England stated that although
school is currently not in session, there is a lunch program which takes place inside the school so
the children are still walking to the school.

2. Bernie Pasquantino of Adrianne and Co. — Italian Festival: The Italian Festival is scheduled to
take place at the end of September. The potential dates scheduled for the festival are
September 27, 28, and 29. Mr. Pasquantino requested street closures for the event and Mr.
Northam explained that he first needs to go to the Parks Department Office and fill out a permit
and then attend the Parks Event Committee which meets on the first Tuesday of the month to
get approval for the festival. Mayor Moore informed Mr. Pasquantino that the city is happy to
help in any way they can.
3. Deb Ashack — Storm Water Awareness Week Yard Signs: Ms. Ashack requested permission to
place signs in the street right -of -ways during the week of June 7 -15, 2013, in recognition of
Storm Water Awareness Week. Ms. Ashack explained that the week will end with the Ohio River
Sweep. More information on this event can be obtained at the Sewer Billing office and sign -ups
will be at the Falls of the Ohio State Park. A free t -shirt and free admission to the Interpretive
Center for the Day will be given to participants who volunteer to help pick up trash. Clarksville is
sponsoring a free prescription drug collection on the same day (June 15) as the sweep from
11:30am — 1:30pm. Ms. Calabro informed the board that Ms. Ashack received special
recognition last week as the Storm Coordinator for Jeffersonville who goes above and beyond
what the regulations require. Mayor Moore thanked Ms. Ashack for all that she does.
Councilperson Glover made a motion to allow the Storm Water Awareness signs be placed in
the street right -of -ways during the week of June 7 -15, 2013, with Mr. Lovan seconding, PASSING
on a vote of 3 -0.
4. Les Merkley — Jeffersonville Waterfront Access Agreement: Mr. Merkley presented two
agreements referencing the Ohio River Bridges Project. The agreements with Walsh
Construction Design Building Team give access for purposes of building the downtown bridge.
Mr. Merkley stated that he has looked the agreements over and he and Mr. Waiz have worked
with Walsh Construction to clarify some issues. Mr. Lovan made a motion to approve both
access agreements with Walsh Construction in reference to the Ohio River Bridges Project, with
Councilperson Glover seconding, PASSING on a vote of 3 -0.
5. Mayor Moore — Street Dedications: Mayor Moore stated that the dedication ceremony for the
street name changes for D.L. Motley, Jr. Way and Bates - Bowyer Avenue was fantastic. There
were close to 90 people who attended. Mayor Moore stated that the Claysburg neighborhood
and the families were extremely appreciative. Mayor Moore thanked David Hosea, Bubby
Vissing, Rick Lovan and Kelly Phillips for their efforts in making this event a huge success.
6. Councilperson Bryan Glover: Councilperson Glover stated that he received a letter from a
constituent in Jeff who recently had a family member pass away. In the letter, the constituent
expressed appreciation for the City Street Department workers who stopped working and took
off their hats in respect while the funeral procession with the casket went by. Councilperson
Glover explained that the constituent was very touched by the gesture and stated that it made
him happy to live in Jeffersonville.
7. Mayor Moore — Anchors Away: Mayor Moore stated that Anchors Away began Monday of this
week with 81 participants and Tuesday had 112 participants. Mayor Moore stated that the
Anchors Away program is a huge success and is making a lot of people happy. Mayor Moore
explained that from 6:OOpm- 7:OOpm, Monday through Thursday folks can participate in the
exercise program. Mayor Moore stated that Turbo Kick is a new feature that will meet on

Wednesdays, Boot Camp will take place on Fridays and Saturday's new feature is Yoga at
10:30AM. Mayor Moore encourages everyone to participate in the one -hour work outs.
8. Mayor Moore — Welcomes Council Members at Meeting: Mayor Moore welcomed the City
Council members who attended today's meeting. Mayor Moore invited the Council members to
stay for the Department Head meeting which will take place immediately after the Board of
Public Works meeting. The Council members in attendance thanked the Mayor for the
invitation.
ADJOURNMENT:
Councilperson Glover made a motion to adjourn at 9:53am, with Mr. Lovan seconding, PASSING
unanimously.
