HomeMy WebLinkAboutApril 16, 2013 MINUTES OF THE JEFFERSONVILLE DRAINAGE BOARD APRIL 16, 2013 The Jeffersonville Drainage Board met on April 16, 2013 at 5:30 P.M. in the City Building Conference Room, Second Floor, Jeffersonville, Indiana. Chairman Charlie Bryant called the meeting to order with the following in attendance: Board Members: Staff: Charlie Bryant Andy Crouch Grant Morton Deb Ashack Steve McCreight Dan Matson Bob Rogge Scott Lewis, Attorney Rick Madden Patty Rush Steve Gill Chester King Dan Christensen Guest: Josh Hillman, Matt Bell, Siavask Belk, Richard Eklund and Lisa Gill MINUTES: Chairman Bryant presented the minutes from April 2, 2013 meeting asking if there were any corrections. A correction was made regarding the voting for sharing cost of the TV in Mayor's Conference Room. Mr. Christensen made motion to approve the minutes after correction and seconded by Mr. McCreight. Motion passed unanimously OLD BUSINESS: At our last meeting the estimates were presented regarding the 8 & Walnut Bio Swales. Three estimates were submitted: Grant Line Nursery & Garden Center total cost $11,643.66 Wards Landscape Services, Inc. total cost $19,143.48 Walnut Ridge Nursery & Garden Center total cost $20,682.50 Mr. Lanz had requested that this be tabled until Ms. Ashack and Mr. Jacobs could review and compare cost and service. After all the comparisons were conducted, Ms. Ashack recommended Grant Line Nursery & Garden Center at a total cost of $11,643.66. Ms. Ashack will make sure that there will be no change orders regarding services. Mr. Madden made motion to approve the recommendation from Ms. Ashack and seconded by Mr. Jacobs. Mr. Bryant requested up dated reports during the project. Count votes — 8 approved & 1 abstained which was Mr. McCreight NEW BUSINESS: Mr. Crouch proposed to the Board to move the Drainage Meetings downstairs to the Council's meeting room. This would be to have enough room for the public to attend our meetings. Mr. Christensen made motion to move beginning our next meeting on May 7, 2013 and seconded by Mr. Gill. Attorney Lewis will make notification to the paper. Motion passed unanimously Mr. Crouch presented information to the board regarding uniforms for drainage. He advised that we could save some money since the service we now have, is not being utilized by many of the employees. Mr. Crouch will meet with Mr. Pate and bring information back to the board. Ms. Ashack advised the board that there will be an audit with IDEM on Wednesday, April 24 and Thursday, April 25 If anyone wanted to attend, they are welcome to contact her with the time. Mr. Madden inquired about software that was supposed to be supplied to the Controller's office. This is supposed to make it easier for reports that are requested from the Drainage Board. Mr. Crouch was questioned regarding Ms. Karen Raney at 1804 Augusta Drive, Jeffersonville, Indiana. He advised that it is a difficult situation and they are working on trying to find a solution. The Board, City Engineer and Siavash Beike (Christopher Burke Engineers) had a discussion regarding the concerns over drainage runoff rates associated with the increase in development at River Ridge. City Engineer, Andy Crouch and Mr. Beike discussed the differences in runoff rates and runoff volumes, and explained that rates could be mitigated with detention basins and certain development policies, but volumes are difficult to control. Green infrastructure can alleviate some volume issues, but only to a small degree. Mr. Morton was requesting information regarding sewer bonds and the billing for each residence and commercial properties. He requested a data breakdown and what pertains just to drainage. Chairman Bryant presented the claims after being reviewed by Mr. Morton in the amount of $17,262.56. Mr. Morton made a motion to approve the claims presented in the amount of $17,262.56 and seconded by Mr. McCreight. Motion passed unanimously Mr. Gill made motion to adjourn the meeting at 6:50 P.M. and seconded by Mr. Rogge. Our next meeting will be held on May 7, 2012. Chairman Charlie ant
