COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
JULY 3, 2000
The Common Council of the City of Jeffersonville met in regular session in the Multi-Purpose
Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 3rd day of
July, 2000.
The meeting was called to order by Council President Ron Ellis, wkh Clerk and Treasurer
Peggy Wilder at the desk. Council President Ellis welcomed alt in attendance, asking all those present
to stand as Council President Ron Ellis gave the invocation. Council President Ron Ellis asked all
those present to join him in the pledge of allegiance to the flag.
The roll was called and those present were Councilpersons Les Merkley, Ron Ellis, Dermy
Frantz, Rob Waiz, Barbara Wilson, Ron Grooms, and Vicki Conlin.
Absent: None.
Councilperson Frantz requested a Resolution, regarding the purchase of land for a Public
Safety Facility, be added to the agenda. Council President Ellis made the motion to approve the
agenda with the addition, seconded by Councllperson Conlin, passing tmanimously.
Clerk and Treasurer Wilder presented the claim list with one additional claim, for
consideration by the Council. Following explanations and discussion, Councilperson Grooms made
the motion to approve the claims and additional claim as presented, seconded by Councilperson
Conlin, passing on a vote of 5 to 1. Councllperson Merkley voted nay. As Chair of the meeting,
Council President Ellis did not vote.
PUBLIC COMMENT:
Ms. Billie Sue Smith appeared before the Council requesting finm~cial help for the NAACP
Youth Council to attend the National Convention. Ms. Rashonda Laye spoke of her 10 year
involvement which led to the development of her leadership skills.
Ordinance No. 2000-OR-35, An Ordinance Transferring Certain Funds Within Same
Department (Common Council) was presented. Councilperson Merkley made the motion to pas.-->.
Ordinance No. 2000-OR-35 on the second and third readings, seconded by Councilperson Wilso~
passing on a vote of 6-0. As Chair of the meeting, Council President Ellis did not vote.

Councilperson Grooms made the motion to pass Ordinance No. 2000-OR~36, An Ordinance
Of Additional Appropriation (General Fund) on the second and third readings, seconded by
Councilperson Conlin, passing on a vote of 6-0. As Chair of the meeting, Council President Ellis did
not vote.
Clerk and Treasurer Wilder presented the budget calendar. Councilperson Merkley made the
motion to adopt the budget calendar as presented by Clerk and Treasurer Wilder, seconded by
Councilperson Wilson passing on a vote of 6-0. As Chair of the meeting, Council President Ellis did
not vote.
Resolution No. 2000-R-27, A Resolution Endorsing The Purchase Of Land For Use As A
public Safety Facility In The Eastern Portion Of Jeffersonville. Fire Chief Smith spoke of the need
to look seriously at land at this point. Councilperson Waiz expressed concern regarding the railroad
tracks. Chief Smith explained the options regarding railroad tracks. Chief Smith suggested a
committee to look at the suggested properties. Councilperson Grooms suggested a representative'
from the Department of Redevelopment serve on the committee~ He would also like to see
Councilperson Frantz serve on the committee. Councilperson Frantz made the motion to pass
Resolution No. 2000-R-27, seconded by Councilperson Conlin, passing on a vote of 6-0. As Chair
of the meeting, Council President Ellis did not vote. Councilpersons Frantz, Wilson, and Conlin will
serve on the committee, along with Chief Smith, and a representative fi:om Redevelopment and the
Police Department.
Council President Ellis asked what the Council would like to do regarding the request from
the NAACP Youth Group. Councilperson Grooms made the motion to take no action, seconded by
Councilperson Waiz, passing on a vote of 5-1. Councilperson Conlin voted nay, and as Chair o f the
meeting, Council President Ellis did not vote. Ms. Smith asked why? Councilperson Grooms
answered due to the timing, there was no prior study, and concern for the precedence it would set.
Also there has been an effort made for the youth of the community.
COUNCIL COMMENT:
Councilperson Conlin attended a meeting with the Scottsburg Youth Commission. The
Commission referred to a news article about the Jeffersonville Youth Commission. They want to

work with the Jeffersonville Youth CommissiOn.
There being no further business to come before the Council, Councilperson Merkley made
the motion to adjourn at 7:45 P.M., seconded by Councilperson Conlin, passing unanimously.
