HomeMy WebLinkAbout04-17-2000COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA APRIL 17, 2000 The Common Council of the City of Jeffersonville met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 17th day of April, 2000. The meeting was called to order by Mayor Thomas R. Galligan, with Clerk and Treasurer Peggy Wilder at the desk. Mayor Galligan welcomed all in attendance, asking all those present to stand as Council President Ron Ellis gave the invocation. Mayor Galligan asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were Councilpersons Les Merkley, Ron Ellis, Denny Frantz, Rob Waiz, Ron Grooms, and Vicki Conlin. Absent: Councilperson Barbara Wilson. Mayor Galligan presented the minutes of the meeting of March 20, 2000 for consideration by the Council. City Attorney Anne Marie Gall/gan asked that the word unanimously by inserted in the last sentence of the Public Comment paragraph. Council President Ellis made the motion to approve the minutes as corrected, seconded by Councilperson Merkley and carried unanimously. Councilperson Merkley made the motion to approve the minutes of the April 3, 2000 workshop, seconded by Council President Ellis, passing unanimously. Council President Ellis has been asked to add Resolution Authorizing The Submission Of IDEM Grant Application to the agenda. The Council gave unanimous approval to add the Resolution. Councilperson Merkley then made the motion to approve the agenda as amended, seconded by Council President Ellis, passing unanimously. Clerk and Treasurer Wilder presented the claim list with three additional claims, for consideration by the Council. Following all discussion, Councilperson Conlin made the motion to approve the claims and the addkional, as presented, seconded by Councilperson Merkley, passing unanimously. Public Comment. None. April 17, 2000 Page 2 of 4 Ordinance No. 2000-OR-15, An Ordinance Approving An Amendment To The 1999 FOP ' Contract was presented for the second and third reading. Council President Ellis made the motion to pass Ordinance No. 2000-OR- 15 on the second and third readings. The motion failed on a vote of 0-6. Ordinance No. 2000-OR-19, An Ordinance Of Additional Appropriation (Probation User Fund) was presented for the second and third readings. Councilperson Merkley made the motion to pass Ordinance No. 2000-OR-19 on the second and third readings, seconded by Councilperson Conlin, passing unanimously. Mayor Galligan told the Council Indiana American Water Company has offered to sell approximately one and one-half acres of vacant property at the comer of 1 lth and Penn. Mayor Galligan explained this could be the future site ora new fire house. All the property would not be needed for a fire house. The City could buy it all and sell some. This is not a project that would be done tomorrow, however a new fire house will be needed in the next five or six years. Councilperson Confin feels this is a good idea but would like to discuss it in workshop. Councilperson Merkley agreed it would be worthy to take to WOrkshop and suggests, Fi~e Chief Smith be invited. Council President Ellis would like to hear financing ideas at the workshop. Ordinance No. 2000-OR-21, An Ordinance Of Additional Appropriation (Cumulative Capital Improvement Fund) was presented. These funds would be used for a match for the Boys & Girls Club. This is a public hearing and comments were requested. There being no comments, Council President Ellis made the motion to pass Ordinance No. 2000-OR-21 on the first reading, seconded by Councilperson Conlin, passing unanimously. Attorney Galligan presented Ordinance No. 2000-OR-22, An Ordinance Amending SS96.06 Of The Jeffersonville Municipal Code, explained the existing Ordinance is "loose". Council Attorney Shon Leveritt has looked over the Ordinance and has no problem with it. Councilperson Conlin made the motion to pass Ordinance No. 2000-OR-22 on the first and second readings, seconded by Councilperson Grooms, passing unanimously. Resolution 2000-R-19, A Resolution Approving 'Inducement Of Economic Development Revenue Bonds was presented. Attorney Galligan explained tiffs involves tax-free financing and is not binding. It is similar to a grant application. Mr. James Smith, Bond Counsel of Ice Miller April 17, 2000 Page 3 of 4 Donadio & Ryan, explained the procedures involved. Mr. Smith said the City would have no liability, the City would not be responsible for any payment. This Resolution allows the application to get funding and does not bind to a project. Following all questions and discussion, Councilperson Merkley made the motion to take the Resolution to workshop before any action is taken, seconded by Councilperson Waiz, passing unanimously. Ordinance No. 2000-OR-23, An Ordinance Requiring Jeffersonville City Vehicle Identification was introduced and discussed. Council President Ellis made the motion to table Ordinance No. 2000-OR-23 until it could be discussed in a workshop, seconded by Councilperson Merkley, passing unanimously. Councilperson Waiz requests the number of vehicles involved and the cost to label be brought to the workshop. Ordinance No. 2000-OR-20, An Ordinance Amending Certain Portions Of Section 1 Of Ordinance No. 99-OR-49 (Police) was presented for the second and third readings. Councilperson Conlin made the motion to pass Ordinance No. 2000-OR-20 on the second and third readings, seconded by Council President Ellis, failing on a vote of 0-6. Ms. Kathy Haller of the Department of Redevelopment explained the need for passage of Resolution No. 2000-R-20, A Resolution Authorizing The Submission Of IDEM Grant Application. Following all discussion, Councilperson Grooms made the motion to amend the Resolution to add #4, specifying Local Roads and Streets funds, seconded by Councilperson Merkley, passing unanimously. Councilperson Grooms then made the motion to pass Resolution 2000-R-20 as amended, seconded by Councilperson Merkley, passing unanimously. Councilperson Merkley requests the inclusion in the packet of original ordinances when amending ordinances are on the agenda. Councilperson Grooms thanked Mayor Galligan, and all involved, for the employee newsletter. Councilperson Grooms has been talking to Personnel Director Cissy Ellis about including a Council column in the newsletter. This will be discussed at the workshop. Council President Ellis introduced Mr. JerSey Caldwell who has been nominated to the Sanitation Board. Mr. Caldwell stated he is looking forward to working with the Council and the Mayor. Council President Ellis has talked with Mr. Pat Mulligan the new Director of the Port April 17, 2000 Page 4 of 4 Commission. Mr. Mulligan would like to have a reception for the Council. May 8, 2000 was ' suggested. There will be a Council workshop Monday, April 24, 2000 at 5:30 P.M. in the Mayor's Conference Room. Clerk and Treasurer Wilder would like to conduct a budget training session. Monday, June 19, 2000 at 4:00 P.M. was set. Mayor Galligan said the City got through another Thunder. All departments did well. There were a few minor problems that were handled professionally. Mayor Galligan says 'hats off' to all departments. Mayor Galligan told of being on a radio program the past Sunday at noon. This is a good format for good information. Mayor Galligan next explained the l0th Street ramp will be closed to fix drainage problem. There being no further business to come before the Council, Council President Ellis made the motion to adjourn at 8:20 P.M., seconded by Councilperson Conlin, passing unanimously. MAYOR T .
