HomeMy WebLinkAboutMarch 12th, 2013 JEFFERSONVILLE POLICE MERIT COMMISSION MARCH 12, 2013 President Dennis Henry called the Jeffersonville Police Merit Commission meeting to order at 6:00 P.M. on March 12, 2013 in the City Hall, Jeffersonville, Indiana. The following members were present: Dennis Henry, Bonnie Deppert, Jeremy Snelling, Attorney Bob Bottoroff and Patty Rush. Absent were Clay "Beany" Smith and Jim Hall. MINUTES: President Henry presented the minutes from February 12, 2013, asking if there were any corrections. Mr. Snelling made motion to approve the minutes as presented and seconded by Ms. Deppert. Voted 3 -0 President Henry presented the minutes from the Special Meeting held on February 19, 2013 at Attorney Bottoroff's office located at 428 Meigs Avenue, Jeffersonville, Indiana. This was due to all meeting rooms reserved at Jeffersonville City Hall. Ms. Deppert made motion to approve the minutes as presented and seconded by Mr. Snelling. Voted 3 -0 PRESENTATION: FOP President, Joe Hubbard presented Dr. Stuart Robertson with a Certification of Appreciation for his years of service on the Police Merit Commission. He has been an inspiration and pioneer in establishing the Rules and Regulations for the Commission. CLAIMS: President Henry presented the claims for the Commissioner's pay for January, February and March and Patty Rush's for February and March. Mr. Snelling made motion to accept the payment of claims and seconded by Ms. Deppert. Voted 3 -0 President Henry presented a claim for Invoice #4378 in the amount of $1,605.00. This claim is regarding Attorney fees for the month of February by Attorney Bob Bottorff. Mr. Snelling made motion to accept the claim in the amount of $1,605.00 and seconded by Ms. Deppert. Voted 3 -0 President Henry reviewed the budget with the Commissioners through the month of February. UPDATES: Detective Robert McGhee inquired from the commission, why there was no posting for the position of Captain. Mr. Henry made motion to amend the testing and include the testing for Captain on Wednesday, May 15, 2013. IPSP will be notified to include Captain in their process. Motion seconded by Mr. Snelling. Voted 3 -0 The issued was addressed to the Commission regarding study time and requested that it be extended an extra thirty (30) days. Mr. Snelling made motion to amend the study time for testing for promotions of rank until June. This will give them a ninety (90) study period. Attorney Bottorff will check on the exact date for testing with IPSP. Motion was seconded by Ms Deppert. Voted 3 -0 A letter from Chief Grimm requesting the next candidate from the Certified Applicant Eligibility List was received by President Henry. The name given by President Henry was Ms. Alyssa Wright who was next on the list to be notified. FOP President Hubbard addressed the Commissioners regarding two (2) grievances on behalf of Cpl. Kevin Anderson and Cpl. Todd Wilson. It was determined that we will hear the grievance at our next meeting on April 9, 2013. Mr. Snelling made motion to hear the grievance at our next meeting and then set the testing for the middle of June. IPSP will have to be contacted and get a date when they are available. Motion was seconded by Ms. Deppert. Any correspondence will be conducted between Attorney Bottorff and FOP President Hubbard. Jason Jackson addressed the Commission regarding promotion problems which included ratings and evaluations. A committee of Jason Jackson, Josh Lynch, Attorney Bottorff, Mr. Snelling and President Henry will try and work out a solution. They advised that in April the system that is in place will have to work at this time. After that a new system will try to be worked out among the committee. Chief Grimm wanted the Commission to consider the testing points. This would be for ranking of Officers where they might be a good officer but not a good tester. Requested that all things to be considered and review the point system. Our meeting adjourned at 7:10 P.M. The next meeting will be held on April 9, 20 President Dennis = y
