HomeMy WebLinkAboutFebuary 12th, 2013 JEFFERSONVILLE POLICE MERIT COMMISSION FEBRAURY 12, 2013 President Dennis Henry called the Jeffersonville Police Merit Commission meeting to order at 6:00 P.M. on February 12, 2013 in the City Hall, Jeffersonville, Indiana. The following members were present: Dennis Henry, Bonnie Deppert, Jim Hall, Jeremy Snelling, Attorney Robert Bottorff and Patty Rush. Absent was Clay "Beany" Smith. President Henry presented the minutes from January 8, 2013, asking if there were any corrections. Mr. Snelling made motion to approve the minutes as presented and seconded by Ms. Deppert. Voted 4 -0 Lt. Joe Hubbard, President of the FOP presented an introduction and a watch for 23 years of service with the Jeffersonville Police Department to Donnie Grimes. "An Executive Session was held before the Regular Meeting of the City of Jeffersonville Police Merit Commission on today's date. Public notice of the Executive Session was properly given pursuant to the dictates of Ind. Code #5- 14 -1.5 et.seq., and not subject matter was discussed in the Executive Session other than the subject matter specified in the public notice." President Henry handed out an updated Budget detail for 2013. He explained expenses and ask if there were any questions in regard to any items on the list. There were no questions from the Commission. Attorney Bob Bottorff submitted an Invoice #3831 in the amount of $873.30 for the month of December, 2012 for legal fees. Mr. Snelling made motion to pay Invoice #3831 in the amount of $873.30 and seconded by Ms. Deppert. Voted 4 -0 Attorney Bob Bottorff submitted an Invoice #4131 in the amount of $540.00 for the month of January, 2013 for legal fees. Ms. Deppert made motion to pay Invoice #3831 in the amount of $540.00 and seconded by Mr. Snelling Voted 4 -0 Chief Chris Grimm and Officer Keith Broady were present to address the Commission in regard to the charges against Officer Broady. After discussion, Officer Broady accepted the misconduct charge with the agreement of Chief Grimm. Ms. Deppert made motion to accept the agreement and seconded by Mr. Snelling. Voted 4 -0 Cpl. Kevin Anderson and Cpl. Todd Wilson were present to address the Commission regarding promotions for Sergeant. They were questioning the procedures regarding the process of testing and rules for the eligibility of additional rank. They did not think it was fair that they had to wait for promotions but when they became eligible, there were other Officers that would not have to wait as long, but could take the test for additional rank. Mr. Snelling made motion to follow the procedures as we conducted in the past dealing in the process of promotions. . President Henry read a letter from Cpl. Kevin Anderson regarding his removal from the SWAT Team. This was decided that the Commission did not make decisions regarding internal reprimands. This would be a decision with Chief Grimm and place in his internal file only. President Henry presented the contract with IPSP regarding testing for new Officers and Ranking for Promotions. After review of the contract, Mr. Snelling made a motion to accept the contract as written and seconded by Ms. Deppert. After the Commission signs the contract, Attorney Bottorff would take it to the Mayor for his signature. Voted 4 -0 At our next meeting, the Commission advised they would discuss testing and promotional procedures for the Police Department. FOP President, Joe Hubbard was advised that he and all Officers were invited to attend the meeting. President Henry presented the Annual Report for 2012. Ms. Deppert made motion to have a representative from the commission get on the Agenda for the City Council to present the report. Motion was seconded by Mr. Snelling. Voted 4 -0 FOP President Hubbard advised the Commission that at our next meeting he would like to be placed on the Agenda to present a Certificate of Appreciation to past Vice- President Stu Robertson.
