HomeMy WebLinkAboutApril 24, 2013 MINUTES OF THE BOARD OF PUBLIC WORKS OF THE CITY OF JEFFERSONVILLE, INDIANA April 24, 2013 Mayor Mike Moore called the meeting to order at 9:30 A.M. and on the all of roll were Councilperson Bryan Glover and Public Works Coordinator /Chief of Staff Rick Lovan. Also present: Deputy Fire Chief Bruce DeArk, IT Director Matt Dyer, Building Commissioner Russ Segraves, City Engineer Andy Crouch, WWTP Director Len Ashack, Vehicle Maintenance Director Bubby Vissing, Street Commissioner David Hosea, Police Chief Chris Grimm, Sewer Office Manager Elisha Dale, Controller Amy Deering, Human Resources Director Kim Calabro, Corporate Counsel Les Merkley, UEZ Director Kelly Reed, Planning and Zoning Director Shane Corbin„ Parks Superintendent Paul Northam, Executive Assistant Judith VanGilder, City Clerk Vicki Conlin. APPROVAL OF THE MINUTES: Councilperson Glover made the motion to APPROVE the April 17, 2013 minutes, seconded Mr. Lovan PASSING on a vote of 3 -0. APPROVAL OF THE PAYROLL: Mr. Lovan made the motion to APPROVE the payroll, seconded by Councilperson Glover, PASSING on a vote of 3 -0. OLD BUSINESS: 1. Vicki Conlin, Clerk- Change of Street Names in Claysburg: Clerk Conlin stated she had received a call from Capt. Dierking, Jeffersonville City Fire Department inquiring the change of Street Names in Claysburg from Pennsylvania Ave to Bates - Bowyer Ave, and Green Street to D.L. Motley, Jr. Way. Corporate Counsel Merkley stated there would be an Executive Order signed by the Mayor. 2. Conrad Storz — Lions Club Thunder Parking: Mr. Storz thanked the members of the BPW on behalf of Lions Club and Boy Scout Troup 10 in their fundraising efforts. Lions Club was able to park 74 vehicles at the American Legion and 48 at the Cozza parking lot sharing the proceeds from Cozza with Troup 10. This year was the most ever raised for the two organizations. NEW BUSINESS: 1. Bruce Graham — Banner for Taste of Jeffersonville: Mr. Graham requested for the Taste of Jeffersonville Banner be raised by May 1, 2013 has the Banner with him and would like to leave. Mr. Lovan reported the polls are not up at this time and the concrete is curing and promised the will be put up as soon as possible. 2. Letter from Theodora Ellis - Mr. Lovan stated he had received a letter from Ms. Ellis, Second Vice - President of the Claysburg Neighborhood Association. Claysburg Neighborhood Association Safety Committee had requested a Four(4) Way Stop to be installed at the intersection of 12 Street and Thomas V. Bryant Drive with the request being denied by BPW. Mr. Lovan reported a study has been conducted by the City Engineer and Jeff City Police Department, Neighborhood Association has a different opinion that is necessary and suggest taking under advisement. Mayor Moore inquired to City Engineer Crouch, who had looked at the area and the suggestion was this was not 1 I recommended, as 12 Street is a Four(4) Lane Road and would create more traffic problems. Mr. Crouch stated this was correct and looked into the history of traffic accidents did not indicate a need the bigger issue was heading North on Thomas V. Bryant Drive, there is shrubbery along the church's property seems to be blocking view of vehicles coming down 12 Street and feels bigger traffic problems will be created by placing of a Four (4) Way Stop Sign. Mr. Lovan will compose a letter to Ms. Ellis and Claysburg Neighborhood Association regarding this issue. 3. Mayor Moore River Stage Screen: Mayor Moore inquired regarding the Parks Authority decision to why they are opposed to the purchase of the Screen on the back of River Stage for the boaters the watch the concerts and movies. Councilperson Glover reported that he was not the one who voice opposition to the Screen. It was discussed by other members they do not want people gathering behind the River Stage want them to come into Jeff, to visit and spend their money in Jeff. The other issue talked about was the permit to move the River Stage down was also included in the permit to put the screen on the back of the River Stage. The thought was did not want one or the other, screen permit to delay the permit for moving the barge down. Parks Superintendent Northam stated to the two permits are already tied in together and already delaying the process if called and asked to remove the screen from the permit the process is already delayed. Councilperson Glover expressed he understands the Mayor and does not disagree with the Mayor actually there are boaters who set outside of the Louisville Concerts and listen to the music. Mayor asked if the majority of the members were actually opposed to the screen. Councilperson Glover replied if he would say yes or no, he would probably say yes, he understands, as he is a boater if not a boater would not understand. 4. Mayor Moore First Responders: Mayor asked if there were any issues with Thunder for the First Responders. Deputy Chief DeArk stated went very smooth there were a few suspicious packages and over all the crowd was down this year, actual foot traffic. Mayor Moore thanked Redevelopment, Parks along with the Police and Fire Departments. 5. ADJOURNMENT: With no further business before the Board of Public Works, Councilperson Glover made the motion to ADJOURN, seconded by Mr. Lovan.
