HomeMy WebLinkAboutApril 2nd, 2013 MINUTES OF THE JEFFERSONVILLE DRAINAGE BOARD APRIL 2, 2013 The Jeffersonville Drainage Board met on April 2, 2013 at 5:30 P.M. in the City Building Conference Room, Second Floor, Jeffersonville, Indiana. Chairman Charlie Bryant called the meeting to order with the following in attendance: Board Members: Staff: Charlie Bryant Dan Matson Grant Morton Scott Lewis, Attorney Steve McCreight Patty Rush Rick Madden Steve Gill Chester King Dan Christensen Absent: Bob Rogge, Andy Crouch, Deb Ashack Guest: Jorge Lanz & Josh Hellman, Jacobi, Toombs, Lanz Lisa Gill, Jeffersonville City Council Matt Bell MINUTES: Chairman Bryant presented the minutes from March 19, 2013 meeting asking if there were any corrections. Mr. Madden made motion to approve the minutes as presented and seconded by Mr. Gill Motion passed unanimously OLD BUSINESS: Jorge Lanz presented the Proposal Contract for Water/Wetland Mitigation Services for The Meadows Drainage Project. It was submitted by Redwing Ecological Services, Inc. The goal of these services is to complete mitigation activities required by permits issued by the U.S. Army Corps of Engineers (USACE) and Indiana Department of Environmental Management (IDEM). Mr. Crouch and Mr. Lanz had reviewed the contract and recommended it be approved. Attorney Lewis has already reviewed the contract for the Board and approves. The cost proposed services is $19,800 as listed in the contract. Mr. Madden made motion to approve the contract and have President Bryant to sign for the Board. The motion was seconded by Mr. Morton. Motion passed unanimously Mr. Bryant brought up discussion regarding the payment of the TV in Conference Room. Mr. Gill advised that he had concerns that the Board was approached after purchase instead of requesting to pay one -third of the bill. Mr. Bryant had the same concerns that the Board had not been consulted before purchase, instead just assume that payment would be given with no request from the Mayor. Mr. Morton had the same conclusion as the other members that we submit part of payment without any information or request before purchase. Mr. Gill made motion not to pay for part of the TV and seconded by Mr. King. A vote was taken from each member, and the yes vote was not to pay any part for the TV. Therefore a vote was taken by each individual member of the Board. Three estimates were submitted: Grant Line Nursery & Garden Center total cost $11,643.66 Wards Landscape Services, Inc. total cost $19,143.48 Walnut Ridge Nursery & Garden Center total cost $20,682.50 A recommendation was made by Mr. Lanz to table until all estimates could be compared in regard to cost and services. It will be taken under advisement until the next meeting. Mr. Jacobs will work with Ms. Ashack for review regarding this project. Lisa Gill with the Jeffersonville City Council advised the Board that the Council approved the salary for the position of a Department Head for the Drainage Department. REPORT: Mr. Lanz presented the JTL Report: STORMWATER MANAGEMENT PLAN UPDATE The Master Plan approved by Board. Subcommittee presented list of projects last month. ROSELAWN COURT & MAGNOLIA AVE. DRAINAGE IMPROVEMENTS PROJECT: Plans presented at last meeting for Board review. Permit applications finalized. Waiting on Board approval for finalizing plans and bidding project. This project will impact approximately 293 properties. CALLAWAY DRIVE PIPE REPLACEMENT PROJECT Plans presented at last meeting for Board review. Waiting on Board approval for finalizing plans and bidding project. CLAIMS: Mr. Morton reviewed the claims and made a motion to approve in the amount of $26,320.90 and seconded by Mr. Gill. Motion passed unanimously Mr. Gill made motion to adjourn the meeting at 6:17 P.M. and seconded by Mr. King. Our next meeting will be held on April 16, 2013. eef,J9L,13 ‘,/_. Chairman Charlie rant
