HomeMy WebLinkAboutMarch 27, 2013- WorkshopJEFFERSONVILLE CITY COUNCIL WORKSHOP Wednesday March 27th, 2013 City Council Chambers Room The Common Council of the City of Jeffersonville met in a workshop on Wednesday March 20th, 2013. Council President Sellers called the workshop to order at 5:35 P.M. and on the roll call members present was: Councilpersons Zach Payne, Mike Smith, Matt Owen Nathan Samuel, Council President Sellers and Dennis Julius. Absent were Councilperson Zastawny, Councilperson Gill, and Councilperson Glover. Guests present: Elizabeth Gross with Parkland H.R Services, Kim Calabro, Amy Deering, Jorge Lanz with JTL, Redevelopment Director Rob Waiz, and Grant Writer Delynn Rutherford. Approval of the Agenda: Councilperson Smith made a motion to APPROVE the agenda with Councilperson Smith seconding, PASSING 6-0. Elizabeth Gross- Parkland H.R. Services L.L.0 Elizabeth Gross presented a salary wage study to the Council and recommendations regarding employees and policies for the city to adopt. Mrs. Gross stated her recommendations as the following: 1. Convert salary non-exempt to hourly non-exempt 2. Reduce pay grades and extend pay ranges 3. Steps to phase out longevity at a faster rate 4. Develop a plan to identify and adjust pay levels for employees whose pay is significantly lower than what would be expected based on job performance, market value and years in the job. Mrs. Gross identified the following positions whose pay is significantly lower than expected: Director of Animal Shelter, Director of HR, Assistant Director of WW, City Engineer. 5. Develop a plan to identify and adjust pay levels for other city employees whose pay is significantly lower than what would be expected based on job performance, market value, and years on the job. These identified positions recommended for review include the police dispatchers. 6. The non -collective Bargaining Salary/Wage Policy for 2013 must include the following revisions: a. Inclusion of Corporation Counsel in the advisory and review process for determination of pay for employees. b. Revise the checks and balances measure section to include clearer guidelines, the designation of a point person to represent the City Council and allow city officials to determine starting pay for new hires up to 25% of the pay range. Mrs. Gross then addressed common pay challenges and identified employees that fall below the entry pay level for their pay grade as well as employees who are above the pay range. Mrs. Gross then went over what she considers the "next steps" are for the City Council which include approving the recommendations 1-6, approving the immediate movement of all employees who fall below the minimum for the proposed new pay grades, continue the performance management training program started in 2011, finalize and implement the performance management policy initially drafted in 2011, and provide employees with an annual reporting of their "total compensation" value to better communicate the big picture of employee compensation so that employees understand that their pay includes much more than their paycheck and includes their entire benefit package. Jorge Lanz -Jacobi, Toombs, and Lanz, Inc. Falls Landing Retention Pond Mr. Lanz came before the Council to clarify plumbing with the possible retention pond project. Mr. Lanz displayed multiple maps that show the storm sewers and pipes. Mr. Lanz mapped out how the pipes connect for storm water and sewer. Mr. Lanz answered some concerns regarding the contamination stating that there is always a possibility of contamination if the sewer is to overflow and flow into the inlets for the storm water pipers. Mr. Lanz stated that this only a possibility and if it ever happened it could be fixed. Mr. Lanz stated one of the areas of concern is 8th and Ohio. Mr. Lanz stated this pond is the same layout and elevation as the one with the canal plans. Mr. Waiz handed out surveys from surrounding residents who show support for the project as well as a map of the retention pond with park. Mrs. Rutherford stated that in order to get the grant they have to include the park. The estimated total for the retention pond with the park is 1.2 million dollars. The grant is for $500,000. The match for the grant is close to $700,000. Councilperson Samuel made a motion to adjourn at 7:06P.M. with Councilperson Payne seconding, passing unanimously.
