HomeMy WebLinkAbout03-20-2000COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA MARCH 20. 2000 Page 1 The Common Council of the City of Jeffersonvitle met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonvitle, Indiana at 7:00 P.M. on the 20th day of March. 2000. The meeting was called to order by Mayor Thomas R. Galligan. Clerk and Treasurer Peggy Wilder was absent. Mayor Galligan called Ted Throckmorton to the front to read a poem he wrote especially for Sarah Nord who is this year's Indiana Miss Basketball. Sarah sat at the front table as Mr. Throckmorton read the poem. Mayor Galligan told Sarah what an accomplishment she has made and how proud we all are of her. The Mayor then presented a bouquet of roses and a Commodore of the Port certificate to her from himself and the City Council. Council President Ellis told Sarah that he is very proud of her and what she has done for Jeffersonville. Councilperson Franz presented Sarah with a U of I_ hat and t-shirt. She will be attending U of L next year. Mayor Galligan asked all those present to stand as Council President Ron Ellis gave the invocation. Mayor Galligan asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were Councilpersons Les Merkley, Ron Ellis, Denny Frantz, Rob Waiz. Barbara Wilson. and Ron Grooms. Absent: Vicki Conlin Council Attorney Shon Leverett was m attendance. MARCH 20. 2000 Page 2 COMMON COUNCIL OF THE CITY Mayor Galligan presented the minutes of the meeting of March 6, 2000 for consideration by the Council. Councilperson Wilson made the motion to approve the minutes as prese~:te~, seconded by Councilperson Ellis and carded unanimously. Councilperson Merkley made the motion to approve the agenda, seconded by Councilperson Wai2 and carded unanimously. Councilperson Merkley made the motion to approve the claims as presented, seconded by Councilperson Wilson and carded unanimously. Public Comment: Barb Donohue attended the meeting to meet her Councilperson Denny Franz. Councitperson Franz said he would talk to her after the meeting. OLD BUSINESS: Ordinance No.2000-OR-14 passed on the first reading on 3-6-2000. The ordinance amended certain portions of Section 1 of Ordinance No.99-OR-49. Councilperson Merkley made the motion to adopt this Ordinance No.2000-OR-t4 on the second and third reading, seconded by Councilperson Ellis and carried unanimously. NEW BUSINESS: Councilperson Ellis made the motion to table the Amenrhnent to agreement between City of Jeffersonville and Indiana Fraternal Order of Police Labor Council, Effective 1~1999 to 12-3 t-2001, seconded by Counciiperson Wilson and carded unanimously. A workshop wilt be set up to discuss this further. Page 3 Councilperson Ellis also made the motion to table Ordinance 2000-OR-15 an Ordinance approving an amendment to the 1999 FOP Contract, seconded by Councilperson Wilson carried unanimously. This will also be discussed in workshop. City Judge Vicki Carmichael asked the Council to approve Resolution 2000-R-17 for Additional Appropriation of $5,000.00 for Probation User Fund school and education. Councilperson Merkley made the motion to adopt Resolution 2000-R-17. seconded by Councilperson Waiz a~d carded unanimously. Councilperson Ellis asked Judge Cannichael if she could attend a workshop and she said she would attend. Ordinance No.2000-OR-16-Ordinance Transferring Certain Funds Within Same Department the amount of $2.500.00- Councilperson Wilson made the motion to suspend lhe roles ar,.d lCas~ the Ordinance on the 3rd Reading, seconded by Councilperson Ellis and carried unanimoc~siy. Councilperson Ellis said the money is needed for Jeff Fest. Ontinance No.2000-OR-17-Ordinance Changing Zoning Designation of Property Being Part of Survey No. 20 of Illinois Grant. From R-2 to BI-requested by Erin Sprigler on behalf of Wiltiam J. Sprigier. Councilperson Merkley made the motion to pass Ordinance No.2000-OR-17 on Ge I st and only reading, seconded by Councilperson Waiz and carded unanimously. Councilper:~on Ellis requested that future zoning maps be highlighted for locations of request. Page 4 Ordinance No.2000-OR-18-An Ordinance Changing the Zoning Designation of Property Being Part of Survey N.48 of Illinois Grant From R-2 to B-2 Entirely. Gregory D. Read requested approval. Councilperson Merkley made the motion to pass Ordinance No.-2000-OR-18 on the 1st and only reading, seconded by Councilperson Ellis and carded unanimously. Mayor Galligan talked about the Stormwater Phase II Regulations from "The Regulatory RepoW' which is a guide to Federal Regulations for Municipal Leaders put out by the National League of Cities. Councilp~rson Merkley reminded everyone of the Youth Conference meeting for Wednesday, March 22, 2000. It is an all day affair. In regard to stormwater drainage, Councilperson Merkley said he attended the last Drainage Board meeting. He said the Bom'd is doing a good job and hopes the Council will become aware of the issue in order to address in the future. Councilperson Merkley said workshops are to be set up as accountability in the first few mo~ths of this Council's term have been discussed. He would like to discuss televising the council meetings on cable tv. possibly having standing committees, and "on the road" Council meetings at schools and so forth to be more accessible for the community to attend. Page 5 Councilperson Ellis said an actuarial study was done by ArI Wilmes of Milman and Robertson. A copy was received of what the study is but is hard ro understand. Councilperson Ellis contacted Art Wilmes and Mr. Wilmes has agreed to come here to explain the study and give a presentation. A workshop is scheduled for Monday, April 10. 2000 at 5:00 p.m. fbr this. A workshop ~s scheduled for Monday, March 27, 2000 al 5:00 p.m. to discuss the 1999 FOP contract and Judge Carmichael's PUF schooling. Councilperson Ellis said he requested at the March 6, 2000 Council Meeting after the Sanitary Board approval that each council member submit the name of someone that they wanted to nominate for the Council representative on the Sanitation Board. Councilpcrson Ellis nominated Jeff Caldwell. Councilperson Grooms nominated Merle Stepp. Councilperson Franz nominated Phill Lovan, and Councilperson Wai2 nominated Charles White. An Executive session was to be scheduled for April 3. 2000 at 5:00 p.m. for discussion of the Sanitation Board nominees but was later changed to a workshop instead. The Council members will notify the nominees of the workshop. The Council members agreed on a ½ hour time fi'amc for each nominee. All three workshops are to be advertised: March 27, 2000 at 5:00 pm. April 3.2000 at 5:00 pm. April 10. 2000 at 5:00 pm Page 6 There being no further business to come before the Council.
