COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
JANUARY 3, 2000
The Common Council of the City of Jeffersonville met in regular session in the Multi-Purpose
Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 3rd day of
January, 2000.
The meeting was called to order by Mayor Thomas R. Galligan, with Clerk and Treasurer
Peggy Wilder at the desk. Mayor Galligan welcomed all in attendance, asking all those present to
stand as Councilperson Ellis gave the invocation. Mayor Galligan asked all those present to join him
in the pledge of allegiance to the flag.
The roll was called and those present were Councilpersons Les Merkley, Ron Ellis, Denny
Frantz, Rob Waiz, Barbara Wilson, Ron Grooms, and Vicki Conlin.
Absent: None.
Mayor Galligan presented the minutes of the meeting of December 13, 1999 for consideration
by the Council. Following one correction, Council President Conlin made the motion to approve the
minutes as corrected, seconded by Councilperson Wilson and carried unanimously.
Clerk and Treasurer Wilder presented the claim list for consideration by the CoUncil.
Councilperson Ellis made the motion to approve the claims as presented, seconded by Council
President Conlin, passing unanimously.
Mr. Charles K. White questioned the need to adopt Roberts Rules Of Order. If was explained
the adoption states the new revised 9~ edition will be used.
Councilperson Frantz introduced and read aloud Res~olution No. 00-R-l, A Resolution
Establishing Position Of Vice President Pro Tempore Of Common Council. Council President Conlin
made the motion to pass Resolution No. 00-R-l, seconded by Councilperson Ellis, passing
unanimously.
Councilperson Grooms introduced and explained Resolution No. 00-R-2, A Resoluiion
Adopting Robert sRules Of Order As CommonCouncd sRu esOfProcedures. CouncilPresident
Conlin made the motion to pass Resolution No. 00-R-2, seconded by Councilperson Merkley, passing
unanimously.

Councilperson Wilson introduced and read aloud portions of Resolution No. 00-R-3, A
Resolution Establishing Procedures For Preparing And Distributing Agenda Of Common Council
Meetings. Council President Conlin made the motion to pass Resolution No. 00-R-3, seconded by
Councilperson Ellis. Councilperson Grooms explained three parts are the heart of the resolution.
These are; the preparation by the Clerk and Treasurer, the vote on the agenda, and those items on
the agenda the only items to be considered, the remaining items are by statute. The motion passed
unanimously.
Councilperson Ellis introduced Ordinance No. 00-R-4, A Resolution Establishing Common
Council Attorney, explaining he feels there is a variety of opinions and with the two branches of city
government there is a need for two attorneys. Councilperson Ellis made the motion to pass
Resolution No. 00-R-4, seconded by Councilperson Wilson, passing unanimously.
Councilperson Ellis introduced and read aloud, Ordinance No. 00-OR-l, An Ordinance
Establishing Salary For Common Council Attorney. Attorney Galligan asked if the intent was for an
employee or a contract. Councilperson Merkley said the intent is to give the Council ablement with
the understanding it would be a contract. C0uncilperson Ellis made the motion to pass Ordinance
No. 00-OR-1 on the first and second readings, seconded by Councilperson Merkley, passing
unanimously.
Ordinance No. 00-OR-2, An Ordinance Appropriating Funds For Common Council Attorney
was introduced. Attorney Galligan explained funds may not be appropriated without advertising and
a holding a public hearing. The Ordinance was withdrawn.
Attorney Galligan introduced Resolution No. 00-R-5, A Resolution Fixing Regular Times To
Conduct Common Council Meetings. Council President Conlin made the motion to pass Resolution
No. 00-R-5, seconded by Councilperson Grooms, passing unanimously.
Attorney Galligan presented and explained Resolution No. 00-R-6, A Resolution Designating
Newspaper For Publication Of Notice. Councilperson Merkley made the motion to pass Resolution
No. 00-R-6, seconded by Council President Conlin, passing unanimously.
Attorney Cralligan presented and explained Resolution No. 00~R-7, A Resolution Authorizing
The Investment Of Temporarily Dormant Funds. Councilperson Ellis made the motion to pass
Resolution No. 00-R-7, seconded by Councilperson Merkley, passing unanimously.

Attorney Galligan reviewed some of the Council appointments and those currently holding
the appointments. Councilperson Ellis requested Attorney Galligan prepare of list of all appointments
to be discussed at a workshop. Attorney Galligan will prepare the list.
Councilperson Wilson nominated Councilperson Ellis to serve as Council President for 2000.
Council President Conlin made the motion to dose nominations, seconded by Councilperson Grooms,
passing unanimously.
Councilperson Conlin nominated Councilperson Merkley to serve as Council Vice President
for 2000. Councilperson Wilson made the motion to close nominations, seconded by Councilperson
Frantz, passing unanimously.
Council President Ellis distributed a notice Accepting Applications For Council Attomey. The
City Personnel Director will advertise this position. Councilperson Grooms was appointed chairman
of the search and screen committee for the Council Attorney. Councilpersons Waiz and Frantz will
complete the committee.
There will be a Council workshop Monday, January 10, at 5:00 P.M. in the Mayor's
Conference Room.
Councilperson Grooms requests the Council give consideration to a policy of raising a hand
to be acknowledged by the Mayor during the meeting. Councilperson Grooms asked all to have a
moment of silence in memory of Garland Oaks who served for many years as Jeffersonville Fire Chief
He gives thanks for Chief Oaks service to the City.
Clerk and Treasurer Wilder will order name plates and stationery for the Council. She has
a list of publications she will be ordering to have on hand in the Clerk and Treasurer's Office. She
asks the Council review the list and notify her of their needs.
There being no further business to come before the Council, Councilperson Conlin made the
motion to adjourn at 7:50 P.M., seconded by Councilperson Grooms, passing unanimously.
