HomeMy WebLinkAbout11-21-12 MINUTES OF THE BOARD OF PUBLIC WORKS OF THE CITY OF JEFFERSONVILLE, INDIANA November 21, 2012 Rick Lovan, Public Works Coordinator called the meeting to order at 9:34am and on the call of roll were Councilperson Lisa Gill and Vehicle Maintenance Director Bubby Vissing. Also present: Animal Shelter Director Sarah Green, Parks Superintendent Paul Northam, Assistant Fire Chief Bruce DeArk, Building Commissioner Russ Segraves, City Engineer Andy Crouch, WWTP Director Len Ashack, Assistant Police Chief Scott Oliver, Sewer Billing Manager Rick Stephenson, Controller Monica Harmon, Redevelopment Director Rob Waiz, City Attorney Les Merkley, Corporation Counsel Tom Lowe, UEZ Director Kelly Reed, Grant Writer DeLynn Rutherford, Planning and Zoning Director Shane Corbin, Storm Coordinator Deb Ashack, Executive Assistant Judith VanGuilder, City Council Administrative Assistant Candy Stewart. Councilperson Gill made a motion to approve the November 14, 2012 minutes with Mr. Vissing seconding, passing on a vote of 3 -0. Councilperson Gill made a motion to approve payroll, with Mr. Vissing seconding, passing on a vote of 3 -0. OLD BUSINESS: 1.) Stephanie Whonsettler — Request for road closures at Spring and Maple: Ms. Whonsettler is requesting street closures on Monday, December 3 to shoot night scenes for a film they are creating. She requests that the roads be closed from 9:30pm to 8:OOam in order to avoid traffic problems. Councilperson Gill asked that they speak to the shop owners as a courtesy since this is their busiest season. Ms. Whonsettler also requested to have the city temporarily take down the snowflake decorations from Court to Maple and Maple to Chestnut on both sides of the street where they intend to film. Mr. Northam agreed to have his department temporarily remove the snowflakes for this event. Mr. Lovan suggested the Board speak to the Street Department and the Parks Department for their approval and suggested Ms. Whonsettler call him on Monday to get an answer to her requests. Councilperson Gill made a motion to approve blocking the streets and removing the snowflakes on December 3 from 9:OOpm to 8:OOam, with Mr. Vissing seconding, passing on a vote of 3 -0. NEW BUSINESS: 1.) Andy Crouch — Bridgeport Road Closure, Koetter Development: Mr. Crouch introduced Mr. John Walling from Koetter Development concerning a road closure in the Bridgeport Road area. The road is located in the New Middle Road /Port Road area adjacent to North Port. Troubling issues have occurred ever since the road was built. The specific area of concern is a vertical curve after the intersection to Bridgeport Drive down to the cul -de -sac. This area is secluded and creates unwanted activity such as dumping of trash. Koetter Development purchased a street Tight and pay approximately $260 a month to collect the trash and dispose of it. Mr. Walling is requesting the city find a way to safely and effectively eliminate traffic to that area by blocking that section of the road off. Councilperson Gill asked Assistant Fire Chief DeArk if a fire truck would have problems turning around if the road were to be blocked. Assistant Chief DeArk said it wouldn't be a problem. Mr. Crouch also agreed with Mr. Walling's request and suggested Koetter Development and Street Commissioner Hosea discuss a solution to blocking the road. Councilperson Gill made a motion to approve, with Mr. Vissing seconding, passing on a vote of 3 -0. 2.) Len Ashack — Road Closures to Come for Sewer Work: Len Ashack alerted the Board that he will be producing a detailed list of a road closure plan at the next Board of Public Works meeting outlining what closures are necessary for sewer work. Some areas that will be affected are Utica Pike, Allison Lane, Wathen Ridge and Cherokee Terrace. This work will extend from Allison Lane to Port Road for the next six months and will create traffic problems. Councilperson Gill requested the information be posted on the City website as soon as the list is made available. Councilperson Gill made a motion to adjourn at 9:43am with Mr. Vissing secondi rg, passing unanimously.
