COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
OCTOBER 22 2012
The Common Council of the City of Jeffersonville, Indiana met in special session in Room 101, 500
Quartermaster Court, Jeffersonville, Indiana at 5:45 P.M., on Monday, October 22 2012.
Council President Ed Zastawny, with Vicki Conlin, City Clerk, called the meeting to order at 5:45 P.M.
Council President Ed Zastawny welcomed all in attendance, asking those in attendance to stand as
Councilperson Samuel gave the invocation. Council President Zastawny then led all those present in the
Pledge of Allegiance to the Flag.
The roll call and those present were: Councilperson Smith, Councilperson Payne, Councilperson Gill,
Councilperson Glover, Councilperson Julius, Councilperson President Zastawny, Councilperson Owen,
Councilperson Samuel, and Councilperson Sellers.
APPROVAL OF THE AGENDA:
Councilperson Samuel made a motion to APPROVE the Agenda with Councilperson Gill seconding,
PASSING unanimously on a vote of 9 -0.
CLAIMS TO BE APPROVED:
Parks Claims: Councilperson Owen made a motion to APPROVE the Parks Claims List in the amount of
$8,862.88 with Councilperson Glover seconding, PASSING unanimously on a vote of 9 -0.
General Claims: Controller Monica Harmon presented the general claims list to the council for approval
with the removal of a $20.00 claim from under Redevelopment, a $4800.00 transfer from under Grant,
and a $39.22 from under WW Operator, reducing the total to $522,327.87. Councilperson Owen stated
he would be abstaining due to a claim for himself. Councilperson Julius stated he would be abstaining as
well for the same reason. Councilperson Glover made a motion to APPROVE the claims in the amount of
$522,327.87, with Councilperson Payne seconding, PASSING on a vote of 7 -0 -2 with Councilperson Julius
and Owen ABSTAINING.
TIF Claims: Councilperson Julius requested the pulling of the claim for The Estopinal Group in the
amount of $49,113.71 for Park West and Marina Design until Mrs. Harmon could report further
description to what that is exactly. Mrs. Harmon suggested tentatively approving the claim subject to
further review. Mrs. Harmon stated she would not release the check until she has spoken to the council
and would email out the detailed description of the claim. Councilperson Glover made a motion to
APPROVE the TIF claims in the amount of $247,351.77 with the claim to the Estopinal Group in the
amount of $49,113.71 tentatively approved subject to further description. Councilperson Payne
seconded, PASSING on a vote of 8 -0 -1 with Councilperson Julius ABSTAINING.
Monica Harmon - 2012- OR -49- Salary Ordinance for 2013: Mrs. Harmon presented 2012 -OR -49 with the
additions of the H.R. Generalist, the two Police Department Chaplains, the pay grade change for Deputy
Clerk, and kennel attendant addition in the Animal Shelter. Councilperson Owen made a motion to
APPROVE 2012 -OR -49 with the change of moving Director of Communications back under Mayor's

Office from Parks Department. Councilperson Payne seconded with Councilperson Owen requesting a
roll call vote.

Motion FAILS for lack of votes with 6 Nay's and 3 Yay's.
After much discussion, Councilperson Sellers made a motion to APPROVE 2012 -OR -49 as is with
Councilperson Gill seconding. Council President Zastawny requested a roll call vote.

Councilperson Owen made the motion to ADJOURNED, seconded by Councilperson Gill, passing on a
vote of 9 -0. Meeting ADJOURNED at 6:05 P.M.
