OF THE CITY OF JEFFERSONVILLE, INDIANA
October 24 2012
Mayor Moore called the meeting to order at 9:32 A.M. and on the call of roll were Councilperson Lisa Gill and
Public Works Coordinator Rick Lovan.
Also present was: Parks Superintendent Paul Northam, City Engineer Andy Crouch, WWTP Director Len Ashack,
Vehicle Maintenance Director Bubby Vissing, Planning and Zoning Director Shane Corbin, Police Chief Chris Grimm,
Controller Monica Harmon, Safety Director Mike Ogg, UEZ Director Kelly Reed, Street Commissioner David Hosea,
I.T. Director Matt Dyer, Storm Coordinator Deb Ashack, Fire Assistant Chief Josh Thompson, Fire Chief Eric Hedrick,
Building Commissioner Russ Segraves, Redevelopment Director Rob Waiz, Animal Shelter Director Sarah Green,
Communications Director Leah Farris, City Attorney Les Merkley, and Deputy Clerk Erica Burress.
Councilperson Gill made a motion to approve the October 17 2012 minutes with Mr. Lovan seconding, passing on
a vote of 3 -0.

OLD BUSINESS:
1.) Leah Farris - Veterans Day Memorial: Mr. Armstrong called in this morning to let the city know that the
memorial for Veterans Day will be arriving Friday at 8 A.M.
2.) Judith Vangilder- Holiday Schedule: Mrs. Vangilder presented a holiday schedule for 2013 to be approved
with the addition of Columbus Day and January 2 2013. Mr. Merkley stated this is the same amount of
days off that the city gets every year; it is just being allotted differently. Mr. Lovan made a motion to
approve the 2013 Holiday schedule, with Councilperson Gill seconding, passing on a vote of 3 -0.
NEW BUSINESS:
1.) Ed Haire: Buckets Shop with a Cop Car Show: Mr. Haire asked for approval of street closures of Watt Street
at 7 th Street and Court Ave at Watt Street, as well as two points of Alleys, and city barricades on November
3 rd from 7:30 A.M. until 5:30 P.M. Councilperson Gill made a motion to approve the closures with Mr. Lovan
seconding, passing on a vote of 3 -0.
2.) Judith Vangilder -Stop sign at Shungate: Mrs. Vangilder requested information on behalf of a citizen
regarding the placement of a stop sign at Shungate after the railroad tracks. Mrs. Vangilder stated that the
citizen felt the stop sign was on the wrong side of the tracks. City Engineer Andy Crouch stated that the
stop sign would only be up for another few weeks. Mrs. Vangilder announced she hadn't had any other
calls of complaints other than this one.
3.) Paul Northam: Louisville Crashers Halloween Party at Nachand Field House: Mr. Northam asked for board
approval of the closure of Franklin Square, some police presence outside the Nachand Fieldhouse, and
extending the noise ordinance to midnight for the Louisville Crashers Halloween Party. Mr. Northam stated
the crashers will have their own security on the inside of the field house, but a police presence on the
outside is being requested. Councilperson Gill made a motion to approve the closure of Franklin Square and
the extension of the noise ordinance to midnight. Mr. Lovan seconded, passing on a vote of 3 -0.
4.) Kelly Reed- Banner for Downtown Holiday Open House: Ms. Reed came before the board requesting
approval of a banner on Court Avenue to be placed today October 24 2012 until November 8 2012
advertising the Downtown Holiday Open House. Ms. Reed also asked for approval of usage of the trolley for
that event. The event is November 8 2012 from 6 -9 P.M. Councilperson Gill made a motion to approve
the banner on Court Ave advertising Downtown Holiday Open House, with Mr. Lovan seconding, passing on
a vote of 3 -0.
5.) Stop Sign at Aquatic Center: Mayor Moore asked for an update of the stop sign at the Aquatic Center on
Middle Road that has been kept up due to the comments and requests at a local neighborhood meeting.
City Engineer Andy Crouch responded that traffic has been doing fine. Councilperson Gill stated majority of
the people are glad the city is taking this action to leave the stop sign up.
6.) Mayor Moore- Neighborhood Meeting (Oaklawn /Plank Road area): Mayor Moore stated that there was a
neighborhood meeting in the area of Oaklawn and Plank road last night (tues October 23 Mayor Moore
stated he was very impressed with the dog park back there and some issues brought up were concerned
with the speed of traffic coming through on plank road and a possible stop sign past the railroad tracks. City
Engineer Andy Crouch stated he would take a look into the traffic flow around that railroad track and the
possibility of a stop sign
Political Signs: Mayor Moore asked Street Commissioner David Hosea to remove all political signs from
public property, especially at the entrance of the city. Mr. Hosea agreed to do so.
7.) Les Merkley- Approval and Acceptance of CDBG Grant for Main Street Revitalization: Mr. Merkley stated
the grant awarded to the city is for $250,000. Mr. Merkley requested approval and acceptance of the grant
requirements for the Main Street Revitalization program. Councilperson Gill made a motion to approve and
accept the grant requirements with Mr. Lovan seconding, passing on a vote of 3 -0.
8.) Les Merkley- Approval of contract with River Hills (Main Street Revitalization Project): Mr. Merkley
requested approval of a contract with River Hills to work on the grant with the City in an amount not to
exceed $28,000. Mr. Lovan made a motion to approve the contract with River Hills with a not to exceed
amount of $28,000. Councilperson Gill seconded, passing on a vote of 3 -0.
9.) Les Merkley- Approval of Contract with Structure Point: Mr. Merkley requested approval of a contract
with Structure point for engineering services on the Big Four Bridge on Chestnut Street from Pearl to Spring
Streets with a not to exceed amount of $82,323. Mr. Lovan made a motion to approve the contract with
Structure Point with a not to exceed amount of $82,323. Councilperson Gill seconding, passing on a vote of
3 -0.
10.) Rick Lovan- Permit to sell xmas trees: Mr. Lovan asked the department heads if there is any need
for a permit to sell Christmas trees within the city on private property. The consensus of the departments is
there is not currently a permit required. Mr. Merkley stated he is working with Shane Corbin to amend an
ordinance to include this issue.
Councilperson Gill made a motion to adjourn at 9:50 A.M. with Mr. Lovan se'o ding, pass unanimously.
