OF THE CITY OF JEFFERSONVILLE, INDIANA
October 10, 2012
Mayor Moore called the meeting to order at 9:30am and on the call of roll were Vehicle
Maintenance Director Bubby Vissing, replacing Councilperson Lisa Gill, and
Engineering Coordinator Rick Lovan.
Also present: Animal Shelter Director Sarah Green, Fire Chief Eric Hedrick, I.T. Director
Matt Dyer, Parks Superintendent Paul Northam, Building Commissioner Russ
Segraves, City Engineer Andy Crouch, WWTP Director Len Ashack, Storm Coordinator
Deb Ashack, Street Commissioner David Hosea, Assistant Police Chief Scott Oliver,
Safety Director Mike Ogg, Sewer Office Manager Rick Stephenson, Controller Monica
Harmon, Redevelopment Director Rob Waiz, City Attorney Les Merkley, Corporation
Council Tom Lowe, UEZ Director Kelly Reed, Grant Writer Delynn Rutherford, Planning
and Zoning Coordinator Dan Matson and City Council Administrative Assistant Candy
Stewart.
Mr. Lovan made a motion to approve the October 3, 2012, minutes with Mr. Vissing
seconding, passing on a vote of 3 -0.
Mr. Lovan made a motion to approve payroll, with Mr. Vissing seconding, passing on a
vote of 3 -0.
OLD BUSINESS:
1.) None
NEW BUSINESS: a'
1.) Sugar Maples Fall Festival Road Closures: Mr. Lovan stated that Sugar
Maples Antiques & Gifts is having their Fall Festival on October 13 from
10:OOam — 3:OOpm and is requesting permission to close one half of Maple Street
from Sugar Maples to Perkfections Cafe on the corner of Spring Street starting at
6:30am for set -up of booths until 3:30pm for the tear -down. This closing does not
block driveways or entrances to Come Back Inn and Perkfection's parking lot or
of Coots Funeral Home sidewalks or alleys. Sugar Maples also requested the
Street Department deliver the newer barriers and cones to use for their road
blockage. Street Commissioner David Hosea agreed to this request. Mr. Lovan
made a motion to approve the road closures and the use of the street barrier and
cones with Mr. Vissing seconding, passing unanimously.
2.) Richard Eklund - Flower Pots Project: Mr. Eklund is requesting permission to
place two flower pots on the kidney- shaped concrete pads located at the base of
the traffic signals next to the Branham Tabernacle Church. Mayor Moore asked
Mr. Eklund if this was church property. Mr. Eklund stated that he did not believe
the property belonged to the church, but that the church has volunteered to
maintain the flowers. Mayor Moore also asked if this was a City Pride project and
inquired how the flowers /containers would be funded. Mr. Eklund stated that it

was not a City Pride project and was unsure where he would get funding, but his
intention was first to receive permission before looking for the funding. Mayor
Moore also expressed dislike over the many four -foot wide concrete sewer pipes
that have been used as flower containers over the last couple of years and stated
that he didn't want to see any more of those being utilized as planters. Mayor
Moore tabled Mr. Eklund's request until City Engineer Andy Crouch makes a
sight clearance.
3.) Les Merkley — Real Estate Agreement: Mr. Merkley proposed a contract to
purchase vacant property in the Rolling Ridge Subdivision Homeowner's
Association for $1.00. The purpose of purchasing this property is to give the city
access to Vissing Park for utilities - a water line. Mr. Crouch stated that Indiana
American Water Company wants the city to have legal ownership of the property
to make it contiguous. Currently, the property is being used as a detention basin
and Mr. Merkley said this contract makes it clear that the city will not disturb the
detention basin. Mr. Crouch said that Parks Superintendent Paul Northam has
agreed that the Parks Department will maintain and mow the property at the
same time they maintain and mow Vissing Park. Mr. Lovan made a motion to
approve the Real Estate Agreement as stated with Mr. Vissing seconding,
passing unanimously.
4.) Mayor Mike Moore — Neighborhood Meeting: Mayor Moore stated that there
will be a neighborhood meeting at 6:OOpm, Rolling Fields Subdivision, 902 Poppy
Place, on Tuesday, October 16 Mayor Moore asked all department heads who
have had any concerns in the Rolling Fields neighborhood, to please attend.
Mayor Moore requested that Assistant Chief Scott Oliver and Fire Chief Hedrick
have a representative from their departments to attend and assist in answering
any questions the neighbors might have Parks Superintendent Paul Northam
offered to attend to address concerns about vandals in Poppy Park and the
Aquatic Center.
Mr. Lovan made a motion to adjourn at 9:43am with Mr. Vissing second g, passing
unanimously.
