The Common Council of the City of Jeffersonville met in a workshop on Monday September 17 2012.
Council President Ed Zastawny called the workshop to order at 6:05 P.M. and on the roll call members
present was Councilpersons Connie Sellers, Bryan Glover, Zach Payne, Lisa Gill, Mike Smith, Nathan
Samuel, Ed Zastawny, Matt Owen, and Dennis Julius.

Guests present: BIS Digital Representative Michael Morin, BIS Digital Representative Jade Coldren via

BIS Digital:
Michael Morin with BIS Digital spoke to the council regarding a software recording solution that will
replace any handheld recording systems to produce a record of minutes from any boards, commissions,
and /or meetings /workshops. Mr. Morin stated that the software not only records the audio through the
PC's hard drive, but can also do a video capture from a camera. The software enables the recorder of

the meeting to use an agenda template to take notes via Microsoft word while digitally recording from
the PC as well as a drop down list to easily access and select roll call votes, attendance, and PDF /HTML
files that are attached. The recorder can also place bookmarks in the agenda template to easily go to
different sections of the meeting. Mr. Coldren gave a visual demonstration of how to use the software

1 and what various details it offers. Mr. Coldren and Mr. Morin both stated that BIS Digital offers a web
4 hosting to stream meetings live over the internet (audio or video or both). Mr. Morin stated that with
the software one is able to pull up previous audio during a meeting while never stopping the current

recording. Mr. Morin provided two quotes to the council for consideration. The first quote for the
software, video capture, annual upgrades, installation and training, and remote support came to a total

of $5,711.70. Mr. Morin's second quote to the council was for the web hosting which included a
broadcast license, portal design & implementation, annual streaming subscription, annual video hosting
subscription, agenda management subscription, management training, and agenda hosting design and
implementation at an additional price p ce of $15,400. Councilperson Glover stated that he liked the idea of
this software for record storing purposes and the instantaneous playback option. Majority of the Council
agreed and thanked Mr. Morin for his time. 4

1 Councilperson Payne made a motion to adjourn at 6:49 P.M. with Councilperson Gill seconding, passing
unanimously.
