MINUTES OF THE BOARD OF PUBLIC WORKS
OF THE CITY OF JEFFERSONVILLE, INDIANA
September 12, 2012
Mayor Moore called the meeting to order at 9:35 A.M. and on the call of roll were Councilperson
Lisa Gill and Public Works Coordinator Rick Lovan.
Also present was: Sewer Billing Manager Rick Stephenson, Parks Superintendent Paul Northam, City
Engineer Andy Crouch, Animal Shelter Director Sarah Green, WWTP Director Len Ashack, Street
Commissioner David Hosea, Grant Writer Delynn Rutherford, Fire Chief Eric Hedrick, Vehicle
Maintenance Director Bubby Vissing, Planning and Zoning Director Coordinator Dan Matson, Safety
Director Mike Ogg, Fire Chief Eric Hedrick, Urban Enterprise Development Director Kelly Reed,
Redevelopment Director Rob Waiz, I.T. Director Matt Dyer, Corporation Council Tom Lowe, City
Attorney Les Merkley, and Administrative Assistant Candy Stewart.
Mr. Lovan made a motion to approve the September 5, 2012 minutes with Councilperson Gill
seconding, passing on a vote of 3 -0.
Councilperson Gill made the motion to approve the payroll, seconded by Mr. Lovan, passing on a
vote of 3 -0.
OLD BUSINESS.
NONE
NEW BUSINESS:
1.) Heather Bouvier — Be Local Festival: Ms. Bouvier came on behalf of Mike and Matt's
Restaurant, located on Holman's Lane, to ask the board for permission to have an outdoor
festival of local vendors in the restaurant parking lot which will take place toward the end of
October, 2012, and to find out what permits are required. Ms. Bouvier wants to have a
stage placed in the parking lot for entertainment purposes and would also like to have the
City allow a fire truck and police car to be present at the event. Corporate Counsel Tom
Lowe advised Ms. Bouvier to look at the new requirements the State has issued on
temporary stages. He also advised her to contact the Health Department if serving food and
any liquor license requests need to be directed to the State ABC. Mayor Moore advised Ms.
Bouvier to meet with Fire Chief Eric Hedrick, Building ommissioner Russ Se raves, and
g Segraves,
Planning and Zoning Coordinator Dan Matson to handle all permit requests. Ms. Bouvier
asked to have this event placed on the City Government website calendar. Communications
Director Leah Farris agreed to do so.
2.) Lisa Gill —JPD Enforcing Parks Closing at Dusk: Councilperson Lisa Gill has received
complaints regarding loitering and illegal activity after dusk (closing) in three parks: Inman
Park, Bob Hedge Park and the Skate Park. She is requesting that the Police follow -up on
complaints they receive of people loitering in the parks after closing. She asks that when the
officers see people in the parks after dusk, they be told to leave. Assistant Police Chief Scott
Oliver said he will take care of reminding officers to eliminate people from the parks after
dusk and he asked Councilperson Gill to tell everyone to call the Police first and they will be
sure to follow -up on the complaint.
3.) Andy Crouch - Tenth Street Intersection Improvements Contract — City Engineer Andy
Crouch shared planning sheets with the board showing improvements to three intersections
along Tenth Street: Avondale, Sportsman and Vissing Park Drive. The project has been
approved and is being paid for by the Redevelopment Commission. Due to the fact that the
projects are in the City right -of -way, Mr. Crouch is asking for authorization for the Mayor, as
the President of the BPW, to approve and sign the contracts. Councilperson Gill made a
J motion to approve, with Mr. Lovan seconding, passing unanimously on a vote of 3 -0.
4.) Rayla Ratzlaff — Subdivision Block Party Rolling Ridge — Ms. Ratzlaff requested the use of
four City barricades to block off the cul -de -sac for a neighborhood block party to be held
1 Saturday, September 15, 2012 from 4:OOpm to 8:OOpm. She asked that they be delivered to
3837 Ridge Top Circle by 3:OOpm and taken down at 8:OOpm. Street Commissioner David
Hosea agreed to deliver the barricades. Councilperson Gill made a motion to approve, with
Mr. Lovan seconding, passing unanimously on a vote of 3 -0.
ITEMS NOT ON THE AGENDA THAT NEED TO BE ADDRESSED:
1.) Rick Lovan brought to the board's attention that there would be 700 motorcyclists riding
through Tenth Street in Jeffersonville this evening around 6:OOpm in a parade for the

Vietnam Memorial. City Attorney Les Merkley asked Assistant Chief of Police Scott
Oliver to check with Chuck Adams at the County Sheriff's Department for more details.

Councilperson Gill made a motion to adjourn at 9:53 A.M. with Mr. Lovan seconding, passing
unanimously.
