The Common Council of the City of Jeffersonville met in a workshop on Monday June 4th, 2012. Council
President Ed Zastawny called the workshop to order at 5:08 P.M. and on the roll call members present
was Vice President Connie Sellers, Councilpersons Nathan Samuel, Bryan Glover, Zach Payne, Lisa Gill,
Mike Smith, and Dennis Julius. Absent was Councilperson Matt Owen.
The Redevelopment Commission of Jeffersonville met in a workshop with the City Council on Monday
June 4 2012. Redevelopment Commission President Mike Hutt called the workshop to order at 5:08
and on the roll call members present was: Jamie Lake, Steve Strocen, Monty Snelling, and Councilperson
Julius.

Guests present: Mayor Moore, Redevelopment Director Rob Waiz, Grant Write Delynn Rutherford, City
Attorney Les Merkley, Controller Monica Harmon, Construction Solutions representatives, The Estopinal
Group representatives, City Engineer Andy Crouch, and Deputy Clerk Erica Burress.
BIG FOUR BRIDGE LANDING
Council President Zastawny brought forward concerns as to what the design of the landing at the end of
the Big Four Bridge ramp will be, ideas and concepts, and a time frame. City Engineer Andy Crouch
stated that the bridge should be open to walk across by April 2013 and the consensus among members
was that this left a very short amount of time for the City to decide on a landing design in order to have
it completed by April 2013. Redevelopment Director Rob Waiz introduced The Estopinal Group to
present a concept to the Council and Commission. Brent Williams presented a concept for the Big Four!
Landing plaza that includes, but not limited to a road closure, an urban trail, retail shops, farmer's
market, restaurant opportunity, residential opportunity, and a possible water feature. Councilperson
Glover stated concerns about what the vision of who the City wants to attract to this area asking if it will
be tourists, casual walkers, or residents of Jeff. Mr. Waiz responded that the plaza will lead to other
areas of Jeffersonville downtown area. Mr. Waiz stated that he wants to see something unique at the
landing that will bring people in. Councilperson Sellers asked if any studies had been conducted thus far
to determine how many people the landing plaza would need to bring in to sustain the area. Mr. Waiz
responded that he has been looking at it from a different aspect and with the redevelopment of Spring
Street and the riverfront area he isn't concerned about getting people down to the landing plaza due to
its unique nature, but that he sees the area as more of a destination spot that will have people driving to
the area. Councilperson Julius stated that there needs to be consideration that this landing will need to
be dynamic enough to get people to drive through the tolls as well as back track to the downtown area
due to the possible lack of downtown exits with a new bridge. Councilperson Julius also stated that he
believes the landing needs to be stronger than a walking trail and more dynamic to accomplish that.
Councilperson Smith, representative of the first district, agreed with Councilperson Julius and stated
that he has spoken with Franklin Commons and the Rose Hill Neighborhood Associations and they do
not support this plan for the landing. Councilperson Smith stated that he was sorry the Mayor had to
leave early, but the mayor had stated previously the city wouldn't do anything that would hinder the
canal area so that any future Mayor that wanted to resume the Canal project could do so. Councilperson
Smith stated that this concept definitely hinders the canal. Mr. Lake stated that he believes the plaza
needs to be large enough for 1000+ people and it needs to be flexible for different events. Peggy Duffy
from Construction Solutions presented a concept to the Commission and Council members that
consisted of an open plaza with a large grassy area. Mrs. Duffy stated that she received input from the
local neighborhoods in that area and took their concerns into the concept. Mrs. Duffy presented that
this concept has enough open space to host many events that are held in downtown Jeffersonville and
that she believes this concept will not "kill" the Spring Street area of downtown. Council President
Zastawny asked for comment on the concepts presents from both Council and Redevelopment
members.
Councilperson Gill: Stated that she really likes that Peggy incorporated Rose Hill Neighborhood's
concerns into the concept because it is important to keep those that live downtown to stay downtown.
Council Vice President Sellers: Stated that she agreed with Councilperson Gill and that she doesn't want
the landing to hurt the businesses that are already in downtown Jeffersonville.
Councilperson Smith: Stated that he cannot support the Urban Trail and does like the openness of the
concept from Construction Solutions.
Councilperson Payne: Stated that he agreed with having the area open and possible retail at a later
point.
Councilperson Glover: Stated that he wants to this landing plaza to be something that the people of
Jeffersonville want to come to.
Councilperson Samuel: stated that he would like to encourage everyone to move as fast on this process
and that he fully supports the open concept for the plaza.
Council President Zastawny: Stated that he agrees with Councilperson Samuel
Councilperson Julius: stated that he supports the open plan because it is more flexible to address the
flooding downtown and that this step would be the first of many.
Mr. Strocen: Stated that as a resident of downtown Jeffersonville, the open plan would be one reason
for him to stay in downtown. Also Mr. Strocen stated that the open plan provides flexibility with future
plans for businesses.
Mr. Snelling: stated that he likes the open concept and that a waterfall at the end of the ramp could
make it very aesthetically pleasing. Mr. Snelling also stated that this open concept could be a seed that
grows within a controlled growth pattern. Mr. Snelling stated that this could be a success with an open
mind and not "boxing ourselves in with anything."
Mr. Lake: Stated that he is all for flexibility and not spending too much money as well.
Redevelopment President Hutt: Stated that this landing needs to be an eye catcher for those walking
across the Big Four Bridge.
