The Common Council of the City of Jeffersonville met in a Workshop on Monday May 14, 2012, Council President
Edward Zastawny called the meeting to order at 5:00 P.M., and on roll call, members present were: Councilpersons
Lisa Gill, Connie Sellers, Mike Smith, Dennis Julius, Bryan Glover, Zach Payne, and Nathan Samuel. Absent was
Councilperson Matt Owen. Also present were: City Council Attorney Scott Lewis, Mayor Mike Moore, City Clerk
Vicki Conlin, Corporate Counsel /Chief of Staff Tom Lowe, Controller Monica Harmon, Fire Chief Eric Hedrick, Police
Chief Chris Grimm, Parks Superintendent Paul Northam, Assistant Fire Chief Bruce DeArk, Assistant Police Chief
Scott Oliver.
Council President Zastawny stated there were two items on the agenda for the meeting. First item, Health
Insurance Premiums and Second item, Budget.
1) Health Insurance Premiums: Controller Harmon referred to 2004 -OR -74 that the retirees should be paying
40% of the health care premiums. Controller Harmon also stated she could not find any prior documentation or
past invoices to the retirees; there are a few retirees in the rear of payments. _ `
City Council Attorney Scott Lewis, recommended sending a written notice to all retirees notifying them of the 2004
Ordinance. Councilperson Gill made the motion to allow Controller Harmon to send letters to retirees affected by
2004 -OR -74 Ordinance, seconded by Councilperson Payne, passing on a vote of 7 -0 -1.

2) Budget: Councilperson Samuel presented information regarding the 3.5 million reduction cuts due Circuit
Breakers. Council has contacted Mayor Moore and Controller Harmon to meet with the Department Heads
regarding budget cuts. After recommendation -using money in the bank and proposed budget cuts, the additional
amount needed is approximately $700,000.00. Council present recommended a Finance Committee to explore
and recommend further budget cuts. Councilperson Nathan Samuel, Mike Smith, Bryan Glover and Lisa Gill agreed
to meet as the Finance Committee. The Common Council Members are in SUPPORT of Citywide employee raises.
Adjourn: Councilperson Smith made the motion to ADJOURN, seconded by . ncilperson Glover. Meeting
ADJOURNED at 6:00 P.M. / J
