HomeMy WebLinkAbout7-6-1993 MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA TUESDAY JULY 6, 1993 Mayor Raymond J. Parker Jr, called the meeting to order at 9 :30 A.M. and on call of the roll those members present p were Mayor Parker, Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Marra. Also present were: Building Commissioner Bill Gavin, City Engineer Bob Miller, Street Commissioner George Trembly, City Attorney Mike 4 Gillenwater, Plant Superintendent Larry James, Police Chief Rick Elliott, Fire Chief Jerry Dooley, Animal Shelter Manager Jan Wheatley, City Services Coordinator Leslie Kavanaugh, Sewer Office Manager Bob Goldman, Administrative Assistant Donna Metzger -- Baird, Clerk and Treasurer C. Richard Spencer Jr., and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of June 28, 1993 as presented, seconded by Director Marra and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Marra and carried unanimously. BIDS AWARDED Nathan Grimes representing Jacobi, Toombs and Lanz read the bid awards, they are as follows: TRUCKERS BLVD. AND FABRI CON: The bid was awarded to Irish Park, they were the lowest bidder at $46,000.00 on area 2 & 3. Director Marra made the motion to accept the Irish Park bid, seconded by Director Lakeman and carried unanimously. SHERWOOD HEIGHTS AND WELLINGER LANE: The bid was awarded to Irish Park, they were the lowest bidder at $39,150.00. Director Lakeman made the motion to accept the Irish Park bid in area 8, seconded by Director Marra, and carried unanimously. NEW ALBANY CHARLESTOWN PIKE AT WILSON SCHOOL AREA: • The bid was awarded to Dan Cristiani, they were the lowest bidder at $52,638.62. Director Marra made the motion to accept the Dan Cristiani bid, in areas 15 & 16, seconded by Director Lakeman, and carried unanimously. CULVERT ON AUGUSTA DRIVE City Engineer Bob Miller called Mr. Lou DuVano and they will meet today about the culvert on Augusta Drive. Street Commissioner George Trembly submitted Y pictures of the culvert holding the water making the i area flood. PAGE 2 JULY 6, 1993 CHURCH SIGNS --WALL STREET METHODIST CHURCH Street Commissioner George Trembly checked the locations for the Church signs and there is only one problem, and it can be worked out. r The City will send the bill to the Church. SEPTIC SYSTEM ON HAMBURG PIKE Building Commissioner Bill Gavin reported that the complaint from neighbors on Hamburg Pike about the septic water, it is surface water running across Hamburg Pike to the ditch. LEFT TURN SIGNAL AT HAMBURG PIKE AND NEW ALBANY /CHARLESTOWN ROAD Mrs. Donna Bruner of 1414 Ridgeway Drive requests by letter to have a left turn signal at Hamburg Pike and New Albany Charlestown Road. Mayor Parker asked Bill Gavin to check on this and get back with the Board. TOW SERVICE Mr. Wendell Cox wants to know how the renewal contract for tow -in service is contracted. Police Chief Rick Elliott said that we have a yearly committment with a local wrecker service now. It will come back up at the end of the year. Chief Elliott suggested that he get with the City Attorney Gillenwater about this. OLD SEWER PLANT Lincoln Crum a local realtor and auctioneer would like to know more about selling the old Sewer Treatment Plant. Mr. Crum wants to know if his Company has a chance on auctioning off the plant. Mike Gillenwater said that the auction is set for July 26, 1993 at 11 :00am. Mike Gillenwater said that if he has any questions about the contract he will discuss it at another time with him. The contract has already been signed. PAYROLL DEDUCTION METROPOLITAN LIFE INS. Clerk Treasurer Dick Spencer said that Pepper Cooper Agent of Record was not present at todays meeting, but that he would report on the matter. Mr. Cooper wants to meet with every employee who has Kentucky Central Insurance and have them go through Metropolitan Life Insurance and have it taken out on payroll deduction through the Clerk- Treasurers Office. Director Lakeman made the motion to allow the City Clerk - Treasures Office to do payroll deduction for Metropolitan Life Insurance Co., seconded by Director Marra, and carried unanimously. 3 -WAY STOP AT RIDGEWAY DRIVE AND RUCK LANE Leslie Zelli is requesting a 3 -way stop at Ridgeway Drive and Ruck Lane. Councilperson Peggy Wilder brought this to the Board about a year ago and it was denied. Police Chief Rick Elliott said that putting a 3-way stop at that corner would be a traffic hazzard with the children crossing there. Chief Elliot said that he will check on this again and bring it back to the Board. v g PAGE 3 JULY 6, 1993 GRADUATE 1 r--- Mayor Parker congratulated Les Kavanaugh for graduating from the f Employee Response Training Center. i L OLD SEWER PLANT SALE City Attorney Mike Gillenwater reported that the Sewer Plant Sale is rescheduled for July 26, 1993 at 11:00am. It will be advertised on Wednesday July 7, 1993 and Wednesday July 14, 1993. RESIDENT PARKING FEE Director Lakeman said that we have raised the fee on Resident parking signs, we sent out letters. We sent one to 326 W. Maple Street, the resident complained that there are 3 vans parked there and she cannot park in her space. Mr. Lakeman asked Police Chief Elliott to check on this after 4 :30pm. 1 ANIMAL SHELTER ARTICLE Director Lakeman said that there was four articles in the Evening News about the Animal Shelter, it was a reat article and s 9 we need to send Kevin Gibson a letter of thanks. Jan Wheatley said that she has already sent one BRIDGE CLOSING Police Chief Rick Elliott reported that Louisville Police Chief Hamilton requests that Clark Memorial Bridge be closed for their k annual Metro Parks run for the Oral Deaf School. The date will be Saturday July 10, 1993 from 6 :OOPM- 11 :30PM, Director Marra made the motion to approve the closing of the Bridge, seconded by Director Lakeman, and carried unanimously. s TRAFFIC COUNT Street Commissioner George Trembly said that we took a traffic count between Eastern Blvd. and Harrison Avenue, the count is 13,600 vehicles in a 24 hr. period. The 4 day count is 55,700, 4 CRESTVIEW COURT COMPLAINT Street Commissioner said that Crestview Court has been paved and we are having complaints from the residents about getting into their driveways, Mayor Parker said that its the individuals responsibility. PAYROLL APPROVAL , Clerk-- Treasurer Dick Spencer reported that he has some p p payroll that he would like the Boards approval on. This is on a decree from the United States District Court and the Southern District of Indiana. Because �-- taxes have to be withheld this will be dispersed through our payroll account. A list of those to be paid is attached to the minutes. Director Lakeman made the motion to pay the Fire Department applicants through payroll deductions, seconded by Director Marra, and carried unanimously. E 1 i i i PAGE 4 JULY 6, 1993 ADA DIRECTOR Clerk-Treasurer Dick Spencer Jr. reported that Director Lakeman is the NW new ADA Coordinator for the City, and I have a payroll voucher for $3000.00 for payroll and benefits, for half a year and it needs the Boards approval. Director Marra made the motion to approve the payroll voucher for the ADA Coordinator, Director Lakeman abstained from voting, seconded by Mayor Parker, and carried unanimously.
