HomeMy WebLinkAbout4-04-2012 f MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA April 4th, 2012 Mayor Mike Moore called the meeting to order at 9:32 A.M., and on the call of roll member present were Public Works Coordinator Rick Lovan and Councilperson Lisa Gill. Also present was: Animal Shelter Director Sarah Green, Human Resources Director Kim Calabro, Fire Chief Eric Hedrick, Information Technology Director Matt Dyer, Parks Superintendent Paul Northam, Building Commissioner Russ Segraves, City Engineer Andy Crouch, Wastewater Treatment Plant Director Len Ashack, Vehicle Maintenance Director Bobby Vissing, Police Chief Chris Grimm, Street Commissioner David Hosea, Sewer Office Manager Rick Stephenson, Controller Monica Harmon, Planning and Zoning Director Shane Corbin, Communications Director Leah Farris, Corporation Counsel Tom Lowe, City Attorney Les Merkley, Redevelopment Director Rob Waiz, .Mayor Administrative Assistant Judith VanGilder. Councilperson Gill made the motion to approve the minutes from the March 28th, 2012, seconded by Public Works Coordinator Rick Lovan, passing on a vote of 3 -0. Public Works Coordinator Rick Lovan made the motion to approve the payroll, seconded by Councilperson Gill, passing on a vote of 3 -0. OLD BUSINESS: 1.) Rick Lovan: Light on Flag Pole at Exit 0. Mr. Lovan spoke before the board that the lights on the flag pole at exit zero are in the process of being replaced and wanted to let the board know that it is being taken care of after the discussion last week at the last meeting. Mark Scott made the comment to the board that the flagpole down at the Riverstage does not have a working light either; therefore a flag cannot be flown. Parks Superintendent stated that he is taking care of it. NEW BUSINESS; 1.) Mark Scott: Parking signs on Riverside and Spring streets Mr. Scott came before the board to request residential parking signs on Riverside Drive and Spring Street. There is some discussion between the board, the Police Department, and the Street Commissioner David Hosea about how many signs are allowed on the roads and what can be done to help the residents. Mr. Lovan made a motion to table this topic for one week until further discussions can be made between the street department and the police department on this matter. Councilperson Gill seconded the motion, with Mayor Moore abstaining, passing on a vote of 2 -0. 2.) Judith VanGilder -218 Pearl Street Mrs. Vangilder spoke before the board about complaints concerning grass not being cut at properties. Redevelopment Director Rob Waiz stated that he knows of at least one of those properties that are to be removed and is in the process of making a list of all properties that need to be demolished. Mayor Moore commented that this needs to get taken care of as well as the grass cutting. Parks Superintendent Paul Northam stated that he is In the process of hiring people to take care of the lawns and will have the grass taken care of. Mrs. Vangilder stated that there has also been concern about Carolmet Drive and the sewer running off into ditches. WWTP Len Ashack will look into it. 3.) Les Merkley- Purchase Agreement for 8 acres from Jesse Ballew City Attorney Les Merkley came before the board requesting approval of the purchase agreement for the new Police Department contingent on City Council approval. Mr. Merkley stated that in order to purchase the second parcel, this purchase needs to be approved fi .t. Councilperson Gill made a motion to approve the purchase agreement for 8 acres from Jesse Bellew contingent on City Council approval. Mr. Lovan seconded the motion, passin unanimously. 4.) Rick Lovan: Dumping at gate behind Bernie's Bargain Barn Mr. Lovan stated that the gate that was put up behind Bernie's Bargain Bam to stop peop e from dumping trash has only moved the dumping to the front of the gate. Mr. Lovan is asking if it is possible to move the gate up further to the road. City Attorney Andy Crouch stated that he is looking into putting the gate up on the road. 5.) Sam Shutz- Closure of Court Ave for Flashlight Easter Egg Hunt Mr. Shutz asked approval of the board to close Court Avenue from Spring Street to Wall Street on April 7 2012 from 7 P.M. to 10 P.M. for the safety of the kids during the Easte Egg hunt. Mayor Moore voices some concem about how that will affect traffic with the lo street ramp being closed. Police Chief Grimm reassures the Mayor that It should not taus: any problems since it is on a Saturday night. Councilperson Gill made a motion to approv the closure of Court Avenue between Spring Street and Wall Street on Saturday April 7 2012 from 7 P.M. to 10 P.M. Mr. Lovan seconded the motion, passing unanimously. 6.) Mr. Prather- Stop Signs on Utica Pike Mr. Prather spoke about seeing if there is a possibility of getting a stop sign on Utica Pike : t either Ewing Lane and /or Alison Lane. He stated that many brick mailboxes are being destroyed, cars are driving through yards, and there is more commercial traffic. Mr. Prath -r asked for consideration of a stop sign to help eliminate many accidents as well. After so e positive feedback from the board and directors, Mr. Lovan suggested that they let Engineering and the Street Department look at this topic for consideration. 7.) Tom Lowe- Lighting System at Riverstage /Street Lights Mr. Lowe read three quotes for the lighting system at the Riverstage for the board to choose and approve one. The first quote comes from Sounds Unlimited Production for complete stage lighting plus installation is $80,000. Superior Entertainment quote is $87, '37 plus installation and MI Distributing is 114,298 plus installation. Mr. Lovan made a motio to approve Sounds Unlimited for the Light System at the Riverstage for $80,000. Councilpers • n Gill seconded the motion, passing unanimously. Mr. Lowe also asked if Mr. Lovan can find out how many street lights were approved last year that were not installed by Duke.
