HomeMy WebLinkAbout03-12-2012 JEFFERSONVILLE PARKS AUTHORITY March 12, 2012 The Jeffersonville Parks Authority met in regular session in the Mayor's Conference Room, City Hall, Jeffersonville, Indiana, on March 12, 2012 at 6:00 PM. President Matthew Owen ed the meeting to order at 6:00 PM. Members present: Lisa Gill, Connie Sellers, Bryan GI•ver, Matthew Owen, Nathan Samuel and Mike Smith. Absent: Zachary Payne, Ed Zastawny and Dennis Julius. Also present: Parks Director Paul Northam, Attomey Tom Lowe and ks Office Manager Hona McBride. All stood for Pledge of Allegiance to the Flag. Member Sellers moved to approve the agenda as presented, second by Member Gill. Motion carried. The claims list dated March 8, 2012 was presented for consideration. Motion by Me ' ber Samuel to approve, second by Member Sellers. Motion carried. Member Gill moved to approve the minutes of the February 13, 2012 meeting, secon• by Member Sellers. Motion carried. Public Comment: None Director's Report: Director Northam distributed a draft of the registration packet, rules and regulations = d health requirements for the Highland Dog Park. The dog park will have two enclosed ar - =s, one each for large and small dogs. Members will get a card to get into the dog park. e smaller area will be for dogs under 25 lbs. The larger area will be reserved for dogs over 25 lbs. Should a family have two dogs, one large and one small, wanting the dogs to be in the :: me area, they will have to use the large dog area. Attorney Lowe stated that a Hold H. ess Agreement will be a part of the packet releasing the city from liability while the dogs visit the park, that dog watchers will not be present and that you enter at your own risk. Attorney • we suggested that Animal Control be called on any aggressive dog in the park. Director No am recommended the fee be $50.00 per household for 1 to 4 dogs. It is recommended th t a separate non - reverting fund be set up for the funds generated by Highland Dog Park. It as decided that infants and children under ten years of age will not be allowed in the dog • : k. Youth 11 to 15 years of age must be supervised by an adult. Member Glover asked if the 'ty has looked into offering dog training and /or advertising around the park from animal hosp' - s or places such as PetSmart or Feeders Supply. Member Sellers suggested a small sign I' •uld be acceptable but not signs located around the fenced in area. Director Northam advised at a sign has been made for Eastside Animal Hospital as they donated the funds for the fen•• Director Northam would like to see an opening day event in May. Director Northam stated that the Thomas Jefferson School principal likes the fence around the football fields. Jim Ritchie, president of the football league, was introduced and spoke in f; vor of the fence stating it was a safety issue. Member Samuel feels people will be upset with the fence. Member Glover agreed with Mr. Ritchie stating there needs to be something separa ' g the spectators from the playing field. Member Sellers said she fears that after the fenc is installed the league will move to a bigger area due to its growth. Member Samuel aske• if some sort of barrier could be tried before going to the expense of the fence. It was discu. = d putting fencing on the sides only leaving the end zones open. Director Northam stated that trolley rentals are now the responsibility of the Parks Dept. •ne prospective trolley renter asked if advertising on the side of the trolley is permissible. A • ack system, vinyl adhesive or magnetic signage was suggested. Nothing permanent wont• be allowed. For the sake of uniformity, signs will be made at S & K Signs. They will have the dimensions and requirements for the signs. Director Northam stated that the Jeff Cares event, a fundraiser for tornado victims, wil be Friday, March 23. The Parks Dept. is putting together a basket to donate to the e t. Member Smith moved to donate a season pass for a family of four to the Aquatic Ce ter, second by Member Glover. Motion carried. Old Business: Member Smith asked about repairs to the Fieldhouse roof. Director Northam stated we ave not had a response from Five Star Roofing. Attorney Lowe reported that we will start ge ' • estimates on the repairs. New Business: Attorney Lowe distributed a packet of information on the sale and salvage of RiverStage II. 1 he barge is currently moored at Mount Vernon Barge Service. The Corp of Engineers is pu g pressure on Mt. Vernon to move the barge and there is no place to move it. Jeffboat ha no room. There is a potential location below the locks but nothing definite at present. Pote tial buyers are no longer interested. We have no place to store it and no one to buy it. So, therefore, we are looking to possibly scrapping the barge. This packet is for scrapping the barge. The bid from ADS Trinity in Atlanta Georgia is $469,124.00 if we keep the scrap• • material and sell it ourselves, and $369,124.00 if they do the demolition and they scrap the material. The quote from Marine Builders is $449,600.00 based on the city receiving the benefit of any scrapped material. Member Samuel suggested putting it on ebay and /or givi • it away if need be. Attorney Lowe reported that the draft of the fmal report on Colston Park has been comple • by Corn Island Archeology. They found 651 artifacts and 28 burial shafts in their : : of investigation. The artifacts have been turned over to the local historical society. Corn Islam • is going to provide an estimate for an archeological disinterment, which will be expensive d require an enormous amount of time. President Owen suggested a university might be interested in such a project. There are no plans at this time to develop Colston Park. Member Comments: Member Glover, none Member Samuel, none Member Gill — asked if there is a policy in place once park vandals have been iden ' ed. Director Northam stated there have been no identifications this year. Mcmber Smith, none President Owen, believes fencing on the sides of the football fields would be cost effective : nd that we need to do whatever is best for the city and the football league.
