BEFORE TIIE COMMON COUNCIL
FOR THE CITY OF JEFFERSONVILLE
IN THE STATE OF INDIANA
A RESOLUTION ESTABLISHING THE BOARD OF DIRECTORS
OF THE RIVER RIDGE COMMERCE CENTER AS THE
URBAN ENTERPRISE ASSOCIATION FOR THE
RIVER RIDGE URBAN ENTERPRISE ZONE
WHEREAS, a portion of the former Indiana Army Ammunition Plant ( INAAP)
consisting of approximately 6000 acres in Clark County was conveyed to the River Ridge
Development Authority for private enterprise and development for the benefit of the area's
economy, property values, public health, safety, morals, and welfare; and
WHEREAS, the River Ridge Development Authority was created by the Commissioners
of Clark County, Indiana on February 17, 1998 for the purpose of redeveloping the former
INAAP site; and
WHEREAS, the River Ridge Development Authority owns and manages the River
Ridge Commerce Center which it established to carry out the purpose of redeveloping the former
INAAP site; and
WHEREAS, the area conveyed to the River Ridge Development Authority was designed
as an urban enterprise zone which currently exists in the City of Jeffersonville under the
authority of Ind. Code §5- 28 -15 -11 as the River Ridge Urban Enterprise Zone (RRUEZ); and
WHEREAS, the RRUEZ was formerly known as the INAAP Enterprise Zone and was
initially created by Resolution #11 -1997 adopted by the Clark County Commissioners in
November 1997; and
WHEREAS, the Clark County Commissioners initially designated the Clark County
Redevelopment Commission to function as the Urban Enterprise Association (UEA) for the
RRUEZ and the Clark County Redevelopment Commission accepted such designation by
resolution dated December 17, 1997; and
WHEREAS, upon request of the Clark County Redevelopment Commission, on May 10,
2001, the Clark County Commissioners by Resolution # 6-2001 transferred the UEA designation
from the Clark County Redevelopment Commission to the INAAP Enterprise Association, who
accepted that designation by resolution on May 21, 2001, and thereafter became the UEA and the
goveming body and board of directors of the RRUEZ; and

WHEREAS, the INAAP Enterprise Association was thereafter dissolved and the
Jeffersonville Urban Enterprise Association (JUEA) was designated to serve as the UEA and the
governing body and board of directors of the RRUEZ; and
WHEREAS, in 2005 this Council authorized and supported the continuation of the JUEZ
and the RRUEZ by Resolutions 2005 -R-44 and 2005 -R-45, respectively and renewed its
designation of the JUEA to serve as the governing body and board of directors of the RRUEZ;
and
WHEREAS, in 2009 this Council authorized and supported the continuation of the JUEZ
and the RRUEZ by Resolution 2009 -R -15 and renewed its designation of the JUEA to serve as
the governing body and board of directors of the RRUEZ for five (5) years from October 7,
2009; and
WHEREAS, the River Ridge Development Authority is governed by a board of directors
charged with the management, control, operation, re -use, and development of the property
situated entirely within the boundaries of the RRUEZ; and
WHEREAS, the River Ridge Development Authority captures a portion of the tax
incentives at a contribution rate at 49% of the tax incentives received by any business
participating the RRUEZ and such revenue has been pledged to satisfy the debt service for two
bond issuances, a recovery zone bond issuance and a Build America bond issuance, totaling
approximately $8.5 Million; and
WHEREAS, the revenue received by the River Ridge Development Authority from tax
incentives received by businesses within its jurisdiction should be managed by its own UEA,
separate from the JUEA; and
WHEREAS, Ind. Code §5- 28 -15 -11 authorizes this Council to designate a UEA for the
RRUEZ; and
WHEREAS, it is in the best interests of the City, the JUEZ, the JUEA, and the RRUEZ
for the RRUEZ to be governed by its own, separate UEA independent from the JUEA;
IT IS, THEREFORE, HEREBY RESOLVED by the Common Council of the City of
Jeffersonville that the board of directors of the River Ridge Development Authority shall be, and
is hereby, designated as the Urban Enterprise Association, governing body, and board of
directors for the River Ridge Urban Enterprise Zone.
IT IS FURTHER RESOLVED that upon approval of this Resolution by the Mayor this
resolution and a resolution by the River Ridge Development Authority accepting its designation
as the UEA for the RRUEZ shall be filed with the state enterprise zone board in accordance with
Ind. Code § 5- 28- 15- 110).
