HomeMy WebLinkAbout1994-R-03 A RESOLUTION BY THE CITY COUNCIL FOR THE CITY OF JEFFERSONVILLE, INDIANA, DESIGNATING CERTAIN DEVELOPMENT AREAS AS "ECONOMIC REVITALIZATION AREAS" WITHIN THE CITY OF J-EFFERSOAq;ILLE, INDIANA WHEREAS, it has been requested that certain areas within the City of Jeffersonville, Indiana, be designated as economic revitalization areas, pursuant to I.C. 6-1.1-12.1-1 through I.C. 6-1.1-12.1-7; and WHEREAS, the City Council for the City of Jeffersonville, Indiana, recognizes the need to stimulate growth and to maintain a sound economy in the City, under the jurisdiction of the City Council for the City of Jeffersonville; and WHEREAS, certain areas of the city are undesirable for, and/or impossible of, normal development and occupancy because of a lack of normal development, cessation of growth, deterioration of improvements or character of occupancy, age, obsolescence, or other factors which have impaired values or prevented a normal development of property or use of property; and WHEREAS, the City Council for the City of Jeffersonville, Indiana, further recognizes that incentives to locate development in these unutilized or bypassed areas would be in the City's best interest; and WHEREAS, the City Council for the City of Jeffersonville, Indiana, further recognizes that it would be beneficial to designate certain areas within the City that presently qualify as economic revitalization areas for purposes of a deduction against the assessed value of property; and WHEREAS, the City Council for the City of Jeffersonville, Indiana, is vested with the authority to designate certain areas of the City to be economic revitalization areas; and WHEREAS, the applicant, Industrial Water Recycling Co., Inc., has filed with the City Council of the City of Jeffersonville, Indiana, a Statement of Benefits in accordance with I.C. 6-1.1-12.1-3; and WHEREAS, the City Council for the City of Jeffersonville, Indiana, has reviewed the Statement of Benefits required under this Section and now makes the following findings concerning such: 1. The estimate of the value of the redevelopment or rehabilitation is reasonable for projects of that nature. 2. The estimate of the number of individuals who will be employed or whose employment will be retained can be reasonable expected to result from the proposed described redevelopment or rehabilitation. 3. The estimate of the annual salaries of those individuals who will be employed or whose employment will be retained can be reasonably expected to result from the proposed described redevelopment or rehabilitation. 4. The benefits about which information was requested are benefits that can reasonably be expected to result from the proposed described redevelopment or rehabilitation. 5. The totality of the benefits is sufficient to justify the deduction. The Council additionally makes the following findings in regard to this application concerning new manufacturing equipment: 1. The estimate of the costs of the new manufacturing equipment is reasonable for equipment of that type. 2. The estimate of the number of individuals who will be employed or whose employment will be retained can be reasonably expected to result from the installation of the new manufacturing equipment. 3. The estimate of the annual salaries of those individuals who will be employed or whose employment will be retained can be reasonably expected to result from the proposed installation of manufacturing equipment. 4. The totality of the benefits is sufficient to justify the deduction from assessed valuation of the new manufacturing equipment. NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of Jeffersonville, Indiana, that: The following area be declared and designated as an economic revitalization area: (See Exhibit "A" attached hereto and made a part hereof as if fully set forth herein.) This area is hereby designated as an "Economic Revitalization Area," and shall be entitle'd to qualify for a 10- year deduction against assessed evaluation of real property, and further the area described herein and designated as an "Economic Revitalization Area" shall be entitled to qualify for a 10-year The Council additionally makes the following findings in regard to this application concerning new manufacturing equipment: 1.
