HomeMy WebLinkAbout11-23-2011 MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA November 23, 2011 Mayor Galligan called the meeting to order at 9:37 a.m. and on the call of the roll those members present were Engineering Coordinator Rick Lovan and Councilperson Barbara Wilson. Also present were: Vehicle Maintenance Director Bubby Vissing, Street Commissioner David Hosea, Communications Director Larry Thomas, Animal Shelter Director Harry Wilder, Officer Don Grimes, Building Commissioner Russ Segraves, Planning and Zoning Director Brian Fogle, Assistant City Engineer Bill Dixon, Redevelopment Director Thomas Justice, Safety Director Michael Ogg, Assistant Fire Chief Mike McCutcheon, Human Resources Director Kim Calabro, I.T. Director Roger Hardy, VNNTP Director Len Ashack, City Attorney Darren Wilder, and Clerk & Treasurers Office Representative Amanda Oelze. Councilperson Barbara Wilson made the motion to approve minutes from November 16, 2011, Engineering Coordinator Rick Lovan seconded and passing unanimously. Engineering Coordinator Rick Lovan made the motion to approve payroll, Councilperson Barbara Wilson seconded, and passing on a vote of 3-0. OLD BUSINESS NONE NEW BUSINESS Health Insurance Pepper Cooper with Maverick Insurance came before the board with the information for next year's health insurance. After discussion Councilperson Barbara Wilson made the motion to renew the agent contract with Maverick Insurance, seconded by Engineering Coordinator Rick Lovan and passing unanimously. Councilperson Barbara Wilson made the motion to renew the Wellness program for $30,000, seconded by Engineering Coordinator Rick Lovan, and passing unanimously. Also brought before the board was a 3" party agreement that goes with the Wellness Program which will be paid out of the Wellness Program money. If the 3 party is not used, then they don't get paid. Engineering Coordinator Rick Lovan made the motion to approve, seconded by Barbara Wilson and passing unanimously. Street Closure Sara Schutz came before the board to request street closures for the Holiday Parade on December 3 The following streets will be closed: Riverside Dr. to Locust to Clark from 4 PM to 5 PM, Spring St. — Riverside Dr. — 7 St. from 4:00 P.M. to 5:30 P.M. and Court Ave to Warder Park from 4:30 P.M. to 7 P.M. The Parade will start at 5:00 P.M. Engineering Coordinator Rick Lovan made the motion to approve the street closures, Councilperson Barbara Wilson seconded, passing unanimously. Offer from Communications Capital Group Engineering Coordinator Rick Lovan brought before the board an offer from Communications Capital Group to purchase land that they are currently renting from the city. Their offer was $120,464.00, which is one fourth of what the land is worth. After turther discussion Engineering Coordinator Rick Lovan made the motion to deny the offer from Communications Capital Group, seconded by Councilperson Barbara Wilson and passing unanimously. Request for Overtime Mayor Galligan brought before the board a request from the Clerk Treasurer's office for overtime. The request is $29,785.96 to the Chief Deputy Clerk and $13,547.24 to the 1" Deputy. After discussion the Engineering Coordinator, Rick Lovan, made the motion to send the request to the City Council with no recommendation, seconded by councilperson Barbara Wilson passing unanimously. The board took a recess at 10:03 A.M. The meeting reconvened at 10:13 A.M. Clarification on Overtime The board wanted to clarify that the claims for overtime presented for approval, were not accepted and should be removed from the payroll list. The payroll will be passed with the 2 corrections which include removing S29,785.96 to employee number 202 and $14,547.24 to employee number 203. Engineering Coordinator Rick Lovan made the motion to send the claims for the overtime to the City Council for approval.
