HomeMy WebLinkAboutSeptember 19, 2011 COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA SEPTEMBER 19, 2011 The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, City Hall, 500 Quartermaster Court, Jeffersonville, Indiana, at 6:30 P.M. on Monday September 19, 2011. Mayor Tom Galligan, with Deputy Clerk Treasurer Barbara Hollis at the desk, called the meeting to order at 6:37 P.M. Also present were City Attorney Darren Wilder and City Council Attorney Mickey Weber. Mayor Galligan welcomed all in attendance, asking all those present to stand as Bobby Campbell gave the invocation. Mayor Galligan then led all those present in the pledge of allegiance to the flag. The roll was called and those present were; Councilpersons Mike Smith, Ed Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Wayne Carter and Nathan Samuel. Absent: None. Councilperson Fetz made the motion to approve the agenda with the addition of a Transfer Ordinance as item 4a, second by Councilperson Zastawny, passing on a vote of 7 -0. Deputy Clerk Hollis presented the claim lists for consideration by the Council. Couneilperson Fetz made the motion to approve the regular claim list as presented, second by Councilperson Carter, passing on a vote of 7-0. Councilperson Samuel made the motion to approve TIP claim lists one and two, second by Councilperson Sellers, passing on a vote of 7-0. Councilperson Carter made the motion to preapprove the first Park claim list, second by Councilperson Fetz, passing on a vote of 7 -0. Councilperson Samuel made the motion to preapprove the second Park claim list, second by Councilperson Carter, passing on a vote of 7 -0. PUBLIC COMMENT: Mr. Paul Fetter, owner of Clark County Auto Auction and cofounder of a group against bridge tolls, appeared before the Council to review the effect of tolls on Interstate 65. Ilis concern is for those that have to cross the bridge for work; it will be a determent September 19, 2011 2 to communities and cause a financial divide. Mayor Galligan said there is a move afoot to have Kentucky pay for the improvements to "spaghetti junction ". If the issue of bridges is not resolved the area will start to lose major employers. He does not disagree with Mr. Fetter. COUNCIL COMMENT: There was no Council comment. DEPARTMENT HEAD REPORTS: There were no Department Head reports. AGENDA ITEMS: Council President Smith made the motion to table a proposed Resolution Establishing The Board Of Directors Of The River Ridge Commerce Center As The Urban Enterprise Association For The River Ridge Urban Enterprise Zone, second by Councilperson Fetz, passing on a vote of 7-0. Financial Advisor Monica Harmon presented Ordinance No. 20111- OR-49, An Ordinance Amending Ordinance 2009 -OR -33 Which Amends 2009- OR -13, Which Amends 2008- OR -56, An Ordinance Establishing Departmental Petty Cash And/Or Cash Change Funds. Councilperson Fetz made the motion to pass Ordinance No. 2011 -OR -49 on the third reading, second by Councilperson Sellers, passing on a vote of 7 -0. Officer Harmon next presented Ordinance No. 2011- OR -50, An Ordinance Transferring Certain Funds Within The Same Department (EDIT Fund). Councilperson Samuel made the motion to pass Ordinance No. 2011 -OR -50 on the third reading, second by Councilperson Fetz, passing on a vote of 7 -0. Officer Harmon then presented Ordinance No. 2011- OR -51, An Ordinance Fixing The Salaries Of Appointed Officers And Employees For All the Departments Of The City Of Jeffersonville, Clark County, Indiana, For The Year 2012. Councilperson Wilson made the motion to pass Ordinance No. 2011 -OR -51 on the third reading, second by Councilperson Fetz, passing on a vote of 7 -0. Officer Harmon presented Ordinance No. 2011- OR -52, An Ordinance Transferring Certain Funds Within The Same Department (EDIT Fund). Councilperson Samuel made the motion to pass Ordinance No. 2011 -OR -52 on the first and second readings, second by Councilperson Fctz, passing on a vote of 7 -0. September 19, 2011 3 Council Attorney Weber explained the changes made to Ordinance No. 2011 -OR- 48, An Ordinance Authorizing The Execution And Delivery Of Two First Supplemental Indentures Dated As Of September 1, 2011 By And Between The City Of Jeffersonville, Indiana And The Bank Of New York Mellon Truck Company, N.A., With Respect To The $7,750,000 City Of Jeffersonville, Indiana Variable Rate Demand Economic Development Revenue Bonds, Series 2001 (Eagle Steel Products, Inc. Project) And The $4,515,000 City Of Jeffersonville, Indiana Variable Rate Demand Economic Development Revenue Bonds, Series 2007 (Eagle Steel Products, Inc. Project): And Authorizing Other Actions in Connection With Such Supplemental Indentures. Attorney Weber said there are no significant changes. Councilperson Samuel made the motion to pass Ordinance No. 2011 -OR -48 on the third reading, second by Councilperson Carter, passing on a vote of 7 -0. Attorney Weber said as he was working on a letter regarding the bridge as requested by the Council, he compiled eleven pages of names and addresses. He has prepared a Resolution for the Council to review and make suggestions, suggesting this be acted upon at the workshop scheduled for September 26, 2011. COMMITTEE REPORTS, COUNCIL AND MAYOR COMMENTS: Councilperson Samuel noted the need to widen Missouri Avenue near the Second Street Bridge. He asks the Council to consider using up to $5,000 from the EDIT Fund, capital line. Mayor Galligan explained the project. No objections were voiced. Councilperson Samuel has been in contact with Jill Sacgesser of River Hills regarding the proposed sewer grant. She suggests it would be best to work with the Sanitary Sewer Board to set this up. All agreed to this. Councilperson Samuel reported there are two candidates left for the position of Redevelopment Director. Mayor Galligan will make the final decision. Councilperson Samuel next commented on the 10 Street, from Reeds Lane to Allison Lane, Landscaping Project This is a Redevelopment project that will be very attractive. Councilperson Samuel is also working with Captain Grimes regarding a new Taxi Ordinance. Council President Smith noted workshops are scheduled for September 26, 2011 at 5:00 P.M. and October 3, 2011 at 5:30 P.M. September 19, 2011 4 Mayor Galligan said Missouri Avenue is working well and has expedited traffic to the Second Street Bridge. Officer Grimes and his team have done a tremendous job managing traffic. The City has been working with INDOT regarding traffic signals. People are doing very well with adjusting. He commends Officer Grimes and his staff. Mayor Galligan explained a Louisville Police Officer is riding the Spirit so as to comply with a secure port.
