FIRE DEPARTMENT MERIT COMMISSION

The Jeffersonville Fire Department Merit Commission held a Regular Meeting on
Thursday, August 4, 2011 in the Second Floor Conference Room, 500 Quartermaster
Court, Jeffersonville, IN. The following were present:
David Martin - President
Jeff Frey — Board Member
Bobby Ervin -Board Member
Ron Glass, Vice President •
Mary Sue Ellenbrand, Secretary

CALL TO ORDER:
Mr. Martin called the meeting to order at 7:00 PM.
MINUTES:
The minutes were not available. They will he presented at the next meeting.
RULES AND PROCEDURES:
The latest revisions of the Rules and Procedures were presented. 'fhc change that was
made was under C. Types of Examinations:
*Based on the standard error of measurement (SEM). A curve would be applied to all
testers. The cutoff would be 5% plus/minus of the average score of all testers.
There will be an open discussion on August 18, 2011 at a public meeting at 6:00 PM.
Copies will be made available before the meeting. The vote will take place on September
8, 2011 at the regular meeting.
SERGEANT PROMOTIONS:
Three candidates arc eligible for promotion to sergeant: Travis Sharp, Justin Ames
and Lorenzo Delk.
Mr. Frey made a motion to accept Travis Sharp, Justin Ames and Lorenzo Delk for
immediate promotion to sergeant. Mr. Ervin seconded. Motion passed unanimously.
CHIEF KASKIE:
Chief Kaskie presented a letter addressed to Jason Sharp concerning the Judge
Ordered Settlement. The settlement does not define your active rank in Fire Suppression.
Furthermore, our current rank structure in Fire Suppression does not include the rank of
Major, as it had previously.
Since the rank of Major does not exist in Fire Suppression, it is my position that you
are entitled to Major's pay; however, the Jeffersonville Fire Merit Commission, pursuant
Indiana code 36- 8- 3.5 -12 shall determine your active rank within the current Fire
Suppression Rank Structure.
Until your active rank is determined by the commission, you will receive Major pay
and continue fulfilling the role of a Sergeant.
The Commission made the following decision:
• The Commission now finds that Firefighter Jason Sharp's rank is Sergeant based
on the requirements and the qualifications set out in I.C. 36- 8- 3.5 -11 and the city
of Jeffersonville Fire Merit Commission Rules and Procedures for promotions.
MEETINGS:
August 15, 2011 — City Council Meeting
September 1, 2011 — Executive Session — 6:00 PM -7:00 PM Regular Meeting
ADJOURNMENT:
Mr. Martin asked if there was any additional business. Hearing none Mr. Glass made
a motion to adjourn the meeting. The meeting was adjourned at 8:00 PM.
