MEETING MINUTES
JULY 11, 2011
The Jeffersonville Parks Authority met in regular session in the Mayor's
Conference Room, City Hall, Jeffersonville, IN on July 11, 2011, at 5:30 PM.
President Wayne Carter called the meeting to order at 5:35 PM. Members present:
Barbara Wilson, Connie Sellers, Nathan Samuel, Ed Zastawny and Wayne Carter.
Absent: Mike Smith and Keith Fetz. Also present, Mayor Tom Galligan, Parks Supt.
Bob Manor, Attorney Mickey Weber and Parks Office Manager Hona McBride. All
stood for the Pledge of Allegiance to the Flag.
The agenda was amended to include Barbara Readus, Gilt Edge Bapt.
Church, and Sandy Knott. Barbara Wilson moved to approve the agenda as
amended, second by Ed Zastawny. Motion carried.
Member Samuel moved to approve the minutes dated June 13, 2011, second
by Member Wilson. Motion carried.
The claims list dated July 7, 2011 was presented for consideration. Mayor
Galligan presented for approval an additional invoice from Charles V. Brown
Trucking LLC, Hixson, TN for the purchase of two dirt movers, Terex Scrapper
Model 17UOT, S/N T1548 and SIN 9255217, In the amount of $30,000.00, $15,000
each. (Mike Smith enters meeting). The mayor stated these would be valuable in
moving dirt at Vissing Park and other locations, that the rental of these machines
would exceed the purchase price. Mayor stated he will get a guarantee they are in
good running condition at the time of purchase. Motion by Member Zastawny,
second by Member Sellers to approve the claims list dated July 7, 2011 with the
addition of the two dirt movers. Motion carried. The funds for the dirt movers will
be taken from Parks Dept. line item Park Space.
Sandy Knott addressed the board concerning weeds in public parks, on public
property, at the entrances into the city, in the Court Avenue Islands, along Spring
Street In front of businesses, along the sidewalk and in parking lots. Sandy brought
pictures of different parks to support her claim. Sandy acknowledged that it Is
Impossible for Parks Maintenance to take care of the weeds, but stated it Is an
eyesore in our community and would like this board to address the problem.
Member Smith told of a recent meeting with Redevelopment and Deb Ashack
concerning this problem. Deb Ashack will address the weeds in the bioswales and
City Pride will address the Court Avenue islands. Member Smith stated that In the
future a professional service should be hired to address this problem, with
Drainage, Redevelopment, Street Dept., the City and Parks helping to pay the
expense. Deb Ashack is developing a Master Plan to oversee this problem. Mayor
stated the city needs a unit that does nothing but watering and maintaining these
areas. Member Zastawny suggested identifying the problem areas and making
someone or some department responsible for that area. The mayor stated that the
corner of Allison Lane and Middle Road needs attention and that we are not gearing
up to maintain as fast as we are picking up new locations to maintain. City Pride
members are volunteers and the maintenance issue is beyond their capabilities.
The mayor stated it is probably cheaper to hire out the work at the present time.
At the present time we do not need a full -time staff to maintain, needed only during
the summer months. Member Samuel stated we should not continue to add space
if we cannot take care of what we have. The mayor stated we should put a
maintenance plan together, and further stated that Walnut Ridge will put together a
price on maintaining Bob Hedge Park and other areas. The Parks Dept. will take
care of parks. That department does not need to take care of the Court Avenue
islands, entrance signs Into the city and the bioswales. President Carter stated that
Deb Ashack is drawing up a project plan for work to be done monthly, including the
winter months. Anything having to do with drainage should go through Deb
Ashack, City Pride matters through Peggy Duffy. Supt. Manor stated we currently
have a summer crew who only weed -eat, eight hours a day. The Parks
Maintenance crew does not pull weeds by hand, that Is not their job. They use a
riding mower and weed - eater. Member Samuel asked if perhaps another person or
two Is needed who would pull weeds by hand. It was agreed that more money
could be appropriated for more manpower to keep up with the weeds. President
Carter asked the mayor to come up with a job description. The mayor agreed to
have a job description written and e- mailed out to this board for approval. Member
Samuel asked Supt. Manor to hire two people whose only job will be weeding by
hand In the various parks.
Matthew D. Gullo and James C. Lake, AIA, with Kovert Hawkins Architects,
presented an updated site plan for Vissing Park. Vissing Park is comprised of 47
acres and Kovert Hawkins plans include a north area plan and a south area plan.
Of the 47 acres, 23.5 acres is developed and 23.5 acres is undeveloped. Total
parking is 155 spaces, amenities include a dog park, two playgrounds, open field
space, softball /baseball fields and walking paths. Plans call for a pressbox,
restroom, maintenance building and two shelter houses.
It Is noted that Barbara Readus, Gilt Edge Baptist Church, had previously
requested to be placed on tonight's agenda but she did not attend.
At the June 2011 meeting the Board directed Supt. Manor to ask Aquatic
Director Dillon to recommend a plan for paying aquatic employees. The plan
presented an increase In payroll in the amount of $24,320.00 which is being
requested to be put in the 2012 budget.
Motion by Member Wilson, second by Member Samuel, to adjourn. Motion
carried. Meeting adjoumed at 6:30 PM.
