AN ORDINANCE AMENDING CERTAIN PORTIONS OF ORDINANCES NO. 85-OR-51 & 89-OR-11 OF THE CITY OF JEFFERSONVILLE WHEREAS, the Common Council of the City of Jeffersonville is desirous of amending said Ordinances in the best interest of the wastewater collector system in the City and related areas connected to that system as to proper function and maintenance. NOW THEREFORE, BE IT ORDAINED by the Common Council of the City of Jeffersonville that to the extent that Ordinances 85-OR-51 and 89-OR-11 are inconsistent with the regulations set forth below that they be amended. Said amendments shall apply henceforth throughout the city and any outlying areas connected to the collector system. SECTION 50.15 INSPECTION FEES: An inspection fee of $,25.00 for residential and commercial building sewers, or $50.00 for an industrial zoned area sewer shall be paid to the city at the time the application for inspections is filed by the owner or his agent with the Utilities Director's office. The applicant or agent shall also apply for a tap-in permit at such fee as is set forth in Section 50.16. The tap-in permit is obtainable in the Utilities Director's office. (Re-inspections), if the initial inspection fails, shall be paid in advance to the Sewer Department in the amount of $25.00. For inspections which are made or requested to be made after 4:00 p.m. Monday thru Friday, and all hours on Saturday, Sunday or holidays; the fee will be as follows: Residential or commercial - $100.00; Industrial - $150.00; and Re-inspections required under this paragraph "B" shall be $50.00 in advance. SECTION 50.19 SPECIFICATIONS FOR CONSTRUCTION: B-2 Design shall meet local and state standards. For single family residence only: Four-inch "O" rings or four-inch glue joints may be accepted at the inspectors, determination based on site conditions; using either SDR 35 or SCH 40 PVC or equal. 8-b For two family dwellings and up, and all commercial and industrial development: six-inch "O" rings minimum. SDR 35 or SCH 40. 9-a All structures connected to the city sewer system shall have installed backwater valves conforming to ANSI - A112.14.1 listed in appendix A of the 1990 BOCA National Plumbing Code adopted by the State of Indiana. Exception to Section 50.19 - 9(a) Backwater valves Any structure involved With the replacement or repair of an existing sewer line may omit having to install a backwater valve at the discretion of the Building Commissioner or his representative. 11. A set of as built drawings shoWing sewer tap locations and sewer mains shall be sent to the Waste Water Treatment Plant office and to the Building Commissioners office. Force Mains Backfill shall be appropriate for the existing site conditions, as determined by the City Engineer. Site Work Sanitary Sewers Sewer Pipe Materials: Gravity sewer pipe for sizes four-inch (4") up to eighteen-inch (18") shall be polyvinyl chloride (PVC) SDR 35 or SCH 40 or equivalent meeting the requirements of ASTM 3034 D (latest revision). Gravity sewer pipe over eighteen-inches (18") diameter shall be reinforced concrete sanitary sewer pipe (RCP) Class II, meeting the requirements of ASTM C76 (latest revision), with ("O") ring type joints. Class III pipe shall be used under streets and roads. Manholes: Manholes shall be precast concrete with polyethylene coated steps or equivalent. Inside ban-el diameter of manholes shall be four-feet. Cones and collars shall be provided where required on the plans. Manholes shall have KOR-N-SEAL connectors as shown. Distance between manholes shall not exceed four hundred feet (400'). Pipe bedding and backfill: All PVC pipe shall be bedded on four-inches and covered by four inches of Indiana No. 11 or No. 9 rock no larger than one-half inch (1/2"). Stone size for bedding and backfill when using RCP pipe may be increased at the discretion of the City Engineer depending on pipe size, weight and viewing trench soil conditions. g. When sand backfill is used for any installation it shall be compacted by mechanical means or by jetting, puddling or tamping. SECTION 50.22 REPAIR AND/OR REPLACEMENT OF EXISTING LINES: The property owner shall be responsible for all costs incurred to repair or replace sewer .lines all the way into the City Collector System. Said lines shall be installed to standards set forth in Section 50.19(b) and pay insPection fees in accordance with Section 50.15. In older sections of the city, "Y-Taps" may be repaired or replaced at the discretion of the inspector or representative of the Building Commissioner or City Engineer. SECTION 50.23 NOTICE FOR INSPECTION: The owner or the contractor shall notify the responsible party when the sewer is ready for the inspection and connection to the public sewer, prior to backfilling. The connection shall be made under the supervision of the inspector or his representative. WHEN NECESSARY~ TWENTY-FOUR HOUR NOTICE FOR INSPECTION MAY BE REQUIRED.
