HomeMy WebLinkAbout05-10-2011 • JEFFERSONVILLE BUILDING AUTHORITY May 10, 2011 The regular meeting of the Jeffersonville Building Authority was held on Tuesday, May 10, 2011 at 9:00 a.m. in the conference room on the second floor in the Jeffersonville City Hall. Present were Building Commissioner Russ Segraves, Keith Stayton, Don Sperzel, Bill Fry and Secretary Susan Robertson. MINUTES Mr. Fry made a motion to approve the minutes of the April 12, 2011 meeting. The motion was seconded by Mr. Stayton. APPROPRIATION REPORT Mr. Segraves went over the expenditures on the current appropriation report. FOUNTAIN Mr. Segraves said the pump has been ordered and said we are waiting on the final drawings. He thinks the flooding and wind storms have also slowed down the city crews. GENERATOR TRANSFER SWITCH Mr. Segraves said that Nixon Power wants the S4,783.00 that is due to them. Ile said that Chris Spaulding with Cooley and Spaulding told him that he turned it into the insurance company, but has not heard back from them. The discussion continued with the service contract, warranty, etc. Mr. Segraves did a conference call with Chris Spaulding during the meeting. Mr. Spaulding said the insurance company is going to pay for all of it, and said it is just a matter of waiting on paperwork. Mr. Stayton asked Mr. Spaulding if we could get a letter from the insurance company stating they are going to pay the claim. Mr. Spaulding said he will check into it. Russ suggested we put in a claim, have a check cut and don't send it unless he needs to. He proposed this because if something happens and we do have to pay the bill at least the check is done and they won't have to wait for the claim approval process. Mr. Fry suggested we not submit a claim, but rather send a letter to Nixon Power informing them that Cooling and Spaulding is working with the insurance company on a check. After a discussion the Board decided to hold off for one more month. BOARD APPOINTMENTS Mr. Segraves said on April 12 the City Council approved the appointments for two more years. t and 3 Floor Building Renovations The proposed renovations to the building are on hold until after November. SIMPLEX - CORNELL Mr. Segraves said some problems have come up with trying to cancel the current contract. Ile said he found where former member Gary Johnson signed a one year contract that went from year to year after that and required a 30 day cancellation notice. Since we did not cancel the contract it renewed itself. Mr. Segraves explained the current bill is $1810.00 that covers the maintenance of the fire alarm, fire extinguishers and sprinkler system. The gentleman from Simplex - Cornell said he will talk with his boss to see if they can honor the original price that was entered into for $1526.00 which is a savings of $284.00 for this year. Mr. Segraves felt that since we are obligated to the contract he recommends we continue with Simplex- Comell. Mr. Stayton made a motion to stay with Simplex - Cornell with the understanding that they honor the original price. The motion was seconded by Mr. Fry. ECT Mr. Segraves showed the Board the 5 year contract for the HVAC control system in the amount of $1705.00 year. Mr. Stayton questioned the 5 years. Mr. Segraves did not remember ever entering into any contract for 5 years. He reported that two service problems have recently been fixed. The cooling tower and the boiler were running at the same time and he could not tell if the unit downstairs in the Police Department is running from the controls. He said if that unit goes out he can't go to the unit or the controls to see if it is running. The Board reviewed the contract. At this point everyone is satisfied with the 5 year contract because they are satisfied with their work, but wanted a 30 day cancellation clause added in case they are no longer satisfied with their work. Mr. Slayton suggested that we have an attorney review the contract. Mr. Sperzel made a motion to approve the contract with the understanding the 30 day cancellation clause after the first year is added. The motion was seconded by Mr. Stayton. WATER ENERGIZER Mr. Seagraves sent an e -mail to Rhonda Harris asking her to explain how her system will protect the closed loop. He also asked if her system conforms to EPA standards for legionella and bacteria growth. She responded that they will continue to treat the closed loop with the glycol. The type of glycol that should be used is one that contains a corrosion inhibitor package, thus providing the needed protection. They will test the loop each month to be certain the glycol is n the proper range. In regards to the EPA standards, she replied that EPA doesn't really have standards, per se, for Legionella control. She said the most they do is make suggestions regarding the use of chlorine and bromine. She said her company has excellent control on these matters. • She said they have never had one incident of high Legionella readings in their 25 year history. She said if there is a concern they can do a test specific to Legionella at a cost of 5140.00 per test. She said if the test is still not acceptable, they can treat the tower with bromine at no additional charge. Mr. Segraves said he has spoken with The Adams's Company that is currently under contract and informed them that their services are no longer needed. Mr. Sperzel said he spoke with one of Ms. Harris' customers that have been with her company for years and are satisfied with their service. FLOOR TILES Mr. Segraves showed the Board the tile and design proposed for the damaged tiles by the elevator. The Board liked the proposal. TERMITES A discussion was held on the termites that were found on the second floor by the elevator. Mr. Segraves has hired Boggs Pest Control to treat the building. The elevator will have to be turned off to treat the area suspected of the source. Mr. Fry said the elevator shaft is full of crushed brick, but could have other material in there that could attract termites. There was no price given to perform the work because Boggs will not know what he is getting into until he gets down there. Mr. Fry said the typical treatment is to drill thru the slab and inject it. A motion was made by Mr. Fry and seconded by Mr. Slayton to proceed with the treatment. ROOF LEAK There was a leak in the Mayor's Conference Room last week. Fidelity Roofing was called and they informed Mr. Segraves that the leak was caused by a light that was installed on the roof came loose. The roof has been repaired. The ceiling will need to be fixed in the conference room. FACADE LIGHTS Mr. Segraves said some of the facade lights around the building have gone bad. The city electrician is trying out different lights. He said the 10 watt lights arc not bright enough and wants to by a 13 watt. The electrician is trying to replace where there are two lights with one. ELEVATOR PADS Bowyer Equipment is scheduled to bring the crane in to install the pads under the generator next week. The procedure to do the work was discussed. PAINTING Mr. Segraves is getting a price for interior painting. SOUND PROOFING The sound proofing has been completed in the Police Department and they seem to be pleased. The RR area has not been sound proofed yet because they may move to another location in the future. The meeting was adjourned at 9:50 a.m. on a motion by Mr. Fry and seconded by Mr. Sperzel.
