City Hall, Council Conference Room (Moved to Mayor's Conference Room) The Common Council of the City of Jeffersonville met in Special Session on Monday, May 2, 2011. Council President Mike Smith called the meeting to order at 5:37 P.M., and on call of the roll those members present were: Councilpersons Mike Smith, Ed Zastawny, Connie Sellers, Barbara Wilson, Wayne Carter, and Nathan Samuel. Also present were Mayor Tom Galligan, Council Attorney Mickey Weber, and Deputy Clerk Treasurer Barbara Hollis. Councilperson Sellers made the motion approve the agenda with the addition of Deputy Fire Chief Joe Lee regarding discussions of a generator and concrete pad, and Fire Chief Kaskie regarding bunker gear and reserve apparatus, second by Councilperson Wilson, passing on a vote of 6-0. Radio System Proposal Jeffersonville Firc Chief David Kaskie along with New Albany Fire Chief Mat Juliot and New Albany City Attorney Shane Gibson presented and reviewed a draft Inter -Local Cooperation Agreement 13y And Between The Civil City Of New Albany, Indiana And The Civil City Of Jeffersonville, Indiana. Attorney Gibson said this agreement makes sense as the communities are so close. The radios currentlytJfsed by the Fire Department are compatible as the radios have an available channel in the radio bank. The radios currently used by the Police Department will have to be reprogrammed. This would require the creation of a template and then Assistant Police Chief Morlan can do the programming. The expected maximum cost of the template is $500. Assistant Chief Morlan said the State tower currently being used by the Jeffersonville Police Department is in the same area. There have been no problems reaching the newly annexed areas. He feels this system is better than the State system. Chief Juliot explained the system and the expandability. Chief Kaskie said the maintenance cost will be about the same as the current tower fee. Councilperson Samuel had heard there may be concern for future grants. He has made calls and has been assured there will be no issues with Homeland Security funding. Attorney Weber has reviewed the draft and does have some suggested changes. He will work with Attorney Gibson. Assistant Chief Morlan said it will be possible to expand this system to other City departments. At the conclusion of all discussion, Councilperson Zastawny made the motion to approve the agreement subject to adjustments, second by Councilperson Samuel, passing on a vote of 6 -0. Generator And Concrete Pad Deputy Chief Joe Lee reviewed the situation with the generator at Station #1 . He presented a proposal to sell the generator at auction for a minimum bid of $9,000. The Conservation Club has agreed to pay $9,000 for the generator. Station #1 could then take that amount and put it toward a new generator that will cost $17,656 installed. The net cost of the new generator would then be $8,656. Deputy Chief Lee then explained the problems with the apron at Station #3. He has obtained an estimate of $11,000 to replace the apron with the City tearing out the old apron and installing a rock base. Councilperson Samuel will ask the Redevelopment Commission for the funds. At the conclusion of all discussion, Councilperson Samuel made the motion to move forward with the cost of the generator not to exceed $17,656, second by Councilperson Carter, passing on a vote of 6 -0. Fire Apparatus Fire Chief Kaskie explained the need for fire gear asking that $31,410 of the $80,000 appropriated for vehicles in the LOIT fund be used for gear. Councilperson Wilson made the motion to table the request, second by Councilperson Zastawny; passing on a vote of 6 -0.
