April 12, 2011
The regular meeting of the Jeffersonville Building Authority was held on Tuesday, April 12,
2011 at 9:00 a.m. in the conference room on the second floor in the Jeffersonville . City Hall.
Members present were Building Commissioner Russ Segravcs, Keith Stayton, Don Sperzel and
Bill Fry. Rhonda Harris with Water Energizers was present as was Secretary Susan Robertson.
MINUTES
Mr. Slayton made a motion to approve the minutes of the lvlarch 8, 2011 meeting. The motion
was seconded by Mr. Fry.
APPROPRIATION REPORT
The appropriation report was not available for this meeting.
FOUNTAIN
Mr. Segraves said the work has begun on the fountain. He said it may cost approximately
$10,000.
WATER ENERGIZERS
Rhonda Hams with Water Energizers was present to explain their environmentally friendly
product that is used on cooling systems. She said we curremly use a chemical treatment and they
use a chemical free product. Mr. Segraves said we currently have a contract with Adams that
runs $100.00 per month which does not include antifreeze. Ms. Harris' proposal if $141.00 per
month that does include antifreeze. Monthly inspections are conducted to monitor the system.
The Board will discuss the proposal and then talk with Mayor Galligan. Ms. Harris said she is
willing to see what our cooling tower looks like. Mr. Segraves liked that idea. When asked
names of some of their customers Ms. I lams said they service The Kentucky Center of the Arts,
NovaTube, Beech Mold and Tool and Sam Tech to name a few. Mr. Sperzel said he knows
someone that works at The Kentucky Center of the Arts and would talk with him. After a
discussion Mr. Stayton made a motion based on talking with Mayor Galligan, and Mr. Sperzel
talking to the gentleman that works at The Kentucky Center of the Arts that we sign a contract
with Ms. Harris. The motion was seconded by Mr. Sperzel.
GENERATOR TRANSFER SWITCH
Mr. Segraves said that Cooley and Spaulding said the variation of threads is due to different
manufacturers. He said Cooley and Spaulding informed him they took all the rings loose, put
silicone on the rings and put them back together and silicone them again. Then was no leakage
noticed after that was done. Mr. Segraves said that Nixon Power wants the $4,200 owed to
them. Cooley Spaulding is checking with their insurance company. The Board feels they may
have received faulty parts. Mr. Sperzel suggested someone check on warranty. Mr. Segraves
will get back with Cooley and Spaulding to see if they have heard front the insurance company.
BOARD APPOINTMENTS
Mr. Segraves said the appointments are dated 2008 and good for 2 years. He is still working on
the appointments and said until replaced they are still on.
LAWN REPAIR
Mr. Segraves said the area in question next to the fountain area will be fixed. Mr. Stayton
suggested we check on the dead or dying shrubbery. The Board feels the damage could have
been from the salt that was used during the snow removal. Walnut Ridge said the salt is
supposed to be environmentally friendly.
t FLOOR RENOVATION
Mr. Segraves said the work is on hold until May 3`
3 FLOOR RENOVATION
Mr. Segraves said the Mayor wants renovation of the third floor done by the end of the year.
The work entails the Clerk- Treasurer and Comptroller Offices.
SIMPLEX- CORNELL
Mr. Segraves said he is still working on contract issues.
BUDGET
Mr. Segraves reported a while back that he had to tum back in $40,000.00. He said that the City
Council and the Mayor have requested another $40,000.00. He said he does not feel like he can
give up another 540,000.00. They are trying to reduce the $91,000 phone system which will help.
Utility costs were also discussed. Mr. Segraves said Vectren called to question the reduction in
natural gas usage. They asked him if anything had changed and if it had not they were going to
change the meter thinking it was faulty. Mr. Segraves told him about the new generator which
apparently made a big difference in usage. The generator runs once a week for a half hour. He
said the tank is still two thirds full and will not be putting more fuel in because fuel does go bad.
He said if the generator runs 24/7 for a week that will probably use all the fuel. Mr. Fry said it
appears we are already getting our pay back. Another reason Mr. Segraves does not want to get
into the reserve money is because Ms. Harris said cooling towers last approximately 15 years and
we are already 5 years into it. and to replace it would be very costly.

The meeting was adjourned at 9:55 a.m. on a motion by Mr. Sperzel and seconded by Mr.
Stayton.
