The Common Council of the City of Jeffersonville met in Special Session on Monday,
April 18, 2011. Council President Mike Smith called the meeting to order at 5:10 P.M.,
and on call of the roll those members present were: Councilpersons Mike Smith, Ed
Zastawny, Connie Sellers, Barbara Wilson, Wayne Carter, and Nathan Samuel. Also
present was Deputy Clerk Treasurer Barbara Hollis.
Canal Schematic Design Presentation
Ms. Peggy Duffy of Construction Solutions, LLC introduced the Canal Schematic Design
Team of Jorge Lanz and Aaron Sutherland of Jacobi, Toombs & Lanz, Inc. Eric
Ernstberger and Tricia Smallwood of Rundell Ernstberger Associates, David Hackworth
of CH2M Hill and David Julius of' Walnut Ridge. All mayoral candidates have been
invited to attend this presentation and the team will be available to answer questions
following the presentation. A power point presentation (attached) was given. There will
be a meeting for the Canal Master Plan in this room on May 17, 2011 at 6:30 P.M.
Councilperson Fetz arrived at 6:00 P.M.
Council President Smith asked if there would be a waming system if the canal would
come out over the structure. This %kill be discussed in the maintenance plan. Ms. Duffy
said there would only be a need if the flood gates are in place. The financing will be
presented at the May 17, 2011 meeting. Development will also be discussed further at
the May 17, 2011 meeting. Contact has been made by developers.
Radio System Proposal
Council President Smith introduced New Albany Fire Chief Mat Juliot, Jeffersonville
Fire Chief David Kaskie, and Assistant Police Chief Kevin Morlan to present a request.
Chief Kaskie explained New Albany Fire Department received a grant for a 800
megahertz radio system. It is their desire to enter into an interlocal agreement to expand
the system. A meeting is requested to look at the hard numbers. Chief Juliot explained
the system is a part of the State system. New Albany is to cover the lease fees and
electric cost. They are short $79,506. Chief Kaskie said the current radios will work in
this system. He further explained the system and the privacy factor, noting the system
may be able to be expanded to include Public Works. Councilperson Samuel voiced
concern for future additional fees. Chief Juliot said help may be needed in the future
with updates and maintenance fees. Chief Juliot has a deadline of May 11. Jeffersonville
would co -own the equipment. Council President Smith will set up a meeting.
