HomeMy WebLinkAbout03-08-2011 JEFFERSONVILLE BUILDING AUTHORITY March 8, 2011 The regular meeting of the Jeffersonville Building Authority was held on Tuesday. March 8, 2011 at 9:00 a.m. in the Building Commissioner's Office on the second floor in the Jeffersonville City Hall. Members present were Building Commissioner Russ Segraves, Keith Slayton and Bill Fry. Mayor Tom Galligan and Secretary Susan Robertson were also present. Jim Coryell and Chris Spaulding with Cooley & Spalding Electric Co. Inc. were present as well. MINUTES Mr. Stayton made a motion to approve the minutes of the February 8, 2011 meeting. The motion was seconded by Mr. Fry. FOUNTAIN Mr. Segraves said he did not know anything new to report on the fountain replacement. GENERATOR Mr. Segraves requested that the Mayor attend the meeting long enough to go over the problem with the water leakage from the conduit onto the transfer switch. Jim Coryell and Chris Spalding with Cooley and Spalding Electric Co. Inc. were also asked to attend the meeting. Mr. Coryell said they took the plastic off from the first 90 and caulked around il. He said they checked it this moming and it was dry. He said if that was going to correct the problem they could do the whole run. He said if condensation is the problem that may not work. The Mayor did not feel the water we had was from condensation. The Mayor thought it was suppose to seal automatically, and since it did not maybe the conduit manufacturer has some kind of problem. He does not want it sealed now and then in 5 years later the seal breaks and we have water again. He would like to get the problem fixed once and for all. He said the first time they tried to use the generator to be prepared for a winter storm that was forecasted it did not work. Mr. Spalding said they know it is a problem and they want it right also. The Mayor said we cannot afford to lose another switch gear. The discussion continued with the conduit not sealing like it was suppose to. Mr. Spalding said they have not had that problem before. He said he will check with the manufacturer as soon as possible to see if they can be taken apart, replace the seals and put them back together. The Mayor was concerned with the "0" ring seal and having to take the wires out. Mr. Spalding said they were not "0" rings; they were steel compression type split seals with no rubber. They are all steel on steel. He asked if that was acceptable. If it was he would then monitor the situation and if there is still water they will take further steps. Mr. Stayton asked if they knew if the manufacture had similar problems. Mr. Spalding said he has been too concerned with our problem to check on others. The Mayor asked if they put one in at a time and tightened them one at a time or did they try to tighten them when they got them all together. Mr. Coryell said they did one at a time. The Mayor asked if there was any way to test them by putting foam on it and put a little pressure on them to see which ones were leaking. He said if they are leaking air out they are taking water in. Mr Spalding agreed to do that. The Mayor did not want them to take it all down. Mr. Spalding agreed because of the down town involved. The Mayor said he understood that but said we would go thru the down time if we need to because it is paramount that the generator works correctly and he wants what we paid for. Mr. Segraves said the generator was used for four hours this past weekend due to someone hitting a pole down the street. Mr. Segraves said there appears to be a big variation in threads showing on the conduit and said with such a variation there is no way there is a good seal. Mr. Spalding said they will look at tightening up the fittings. Mr. Segraves said after the ice storm he checked for two hours and said there was no sign of a leak in the panel. He said then all of a sudden the water was dripping and he had to stuff the area with rags, which quickly became saturated. Mr. Spaulding agreed that was not acceptable. Mr. Fry said at a previous meeting the Board talked about sealing the conduit and then painting it. Mr. Coryell said he did some checking with the manufacturer and was told that would not work. He said he tried a sample of it in a small area and it was a mess. The discussion then went to putting the generator pads under the generator. Mr. Coryell said that there was not a lot of wire so it could not be li tcd too much. Mr. Segraves showed pictures of the wire available. He also showed Mr. Coryell the generator pads. Mr. Fry said putting the pads in would allow for air flow to help dry up any water. BOARD APPOINTMENTS Mr. Segraves said the City Council once again did not address the Board Appointments. Russ thanked the Board for their continued service. CERAMIC TILE Mr. Segraves said the person from A -1 Traditional Flooring that was to do the repair work on the damaged ceramic tile in the lobby on the third floor has not done the work due to an illness. He said he has asked someone else to do the work. That person said the tile has been discontinued and there is a possibility the tiles could break when taking them out. Mr. Fry felt the tiles could be pulled up carefully, cleaned and put back in. Mr. Fry suggested Mr. Segraves call Rosen Mosaic, the company that put the tile in, to see if they have a few tiles Tying around from when they installed it. AREA RUGS FOR LOBBY Mr. Segraves showed the Board a new proposal from UniFirst Sales on renting a rug for the front door and one at the bottom of the steps. They will pick up the soiled rug monthly to clean, or whatever schedule we choose, and trade it with a clean rug. Their bid was 520.00 more than that of Adams' Cleaning Service proposal, but Mr. Segraves felt the quality of rug is much better. .Let FEN REPAIR Mr. Segraves reported that Walnut Ridge Nursery will put new sod down in the area in front of the octagon building where the grass is dead. The Board agreed to have the area fixed. LAWN MOWING CONTRACT This year's contract from Walnut Ridge Nursery for grass cutting was presented by Mr. Segraves. He said the price is the same as last year's contract for $389.00 per month. Mr. Fry made a motion to approve the contract. The motion was seconded by Mr. Stayton. Mr. Stayton brought up the dead shrubs in the front of the building. The shrubs are over a year old and are probably not under warranty. Mr. Segraves will look into it. 2' FLOOR RENOVATIONS Mr. Segraves informed the Board that the Human Relations Department and the Planning and Zoning Department have requested a need for changes to their offices which will result in a smaller area for his office. Ile showed them the proposed plans. He said the Mayor wants the Building Authority to pay for the changes. The Mayor wants the work done as soon as possible. Russ will get bids on the job. When Mr. Segraves ask the Board if they knew of anyone that could do the work they suggested that he contact the person that did the work at the Police Department when we first moved into the building. Mr. Segraves said he will take the bids to the Board of' Public Works and Safety for their approval. He said the bid will most likely be awarded prior to the next Building Authority meeting. SOUND PROOFING The Human Relations Department and the Jeffersonville Police Department have requested the need to sound proof certain walls. Mr. Segraves spoke with a company that does this work and is waiting to hear back from them. The Board talked about using foam insulation and filling in the chase and laying baits across the ceiling tile. They said this should take care of 90% of the problem. The Building Authority has been asked to pay for this work. FIRE SYSTEM Mr. Segraves said he received a quote from Choate Fire Protection, Inc. on servicing City Hall. Their quote will save approximately $1,000 per year after the first year. The first year we have to purchase a board. The current board can only be used by Simplex, the company currently being used. Mr. Segraves said Sun Properties uses Choate Fire Protection which is good because we are tied into their system. Mr. Stayton made a motion to go with Choate Fire Protection, Inc. The motion was seconded by Mr. Fry. FUEL TANK Mr. Segraves said he spoke with Nixon Power about the indicator that shows there is a leak in the tank. He was told that when the float is taken out it works perfectly. When he puts it back in it shows it tripped. He said there appears to be a small piece of metal that is causing it to trip. He said when he puts the float at a 45 it takes care of the problem. He is going back to the manufacture to see why it works properly on a 45.
