HomeMy WebLinkAbout04-13-2011 • MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA APRIL 13, 2011 In Mayor Galligan's absence Engineering Coordinator Lovan called the meeting to order at 9:30 a.m. and on call of the roll those members present were: Communications Director Thomas sitting in for Engineering Coordinator Lovan and Councilperson Wilson. Also present were: Building Commissioner Segraves, Assistant Police Chief Grimes, City Attomey Wilder, Communications Director Thomas, Fire Chief Kaskic, Parks Director Manor, Vehicle Maintenance Director Vissing, WWTP Director Ashack, Animal Shelter Director Wilder, Sewer Office Manager Wright, IT Director Hardy, Financial Advisor Harmon, Safety Director Mongarella, City Engineer Crouch, Engineering Assistant Dixon, and Second Deputy Clerk Mayfield. Councilperson Wilson made the motion to approve the minutes of 4 -6-11, as presented, seconded by • Communications Director Thomas and carried unanimously. Councilperson Wilson made the motion to approve the payroll as presented, seconded by Communications Director Thomas and carried unanimously. OLD BUSINESS Ted Throckmorton appeared before the Board in regard to a three -way stop at Middle Road and Cypress Drive. Engineer Crouch said he is looking into the request and should have an answer in a couple of weeks. Speed bumps are also being considered in the Oak Park 8 Addition. NEW BUSINESS SPEED SWELL/410 S. CHARLESTOWN AVE. John Briles of 410 S. Charlestown Avenue requested two speed swells to slow down traffic in his neighborhood. He said his neighborhood association is in favor of this also. Engineering Coordinator Lovan said he will be put on the list of speed swells to be done. Fire Chief Kaskie asked about the possibility of developing a marking standard to show where all the speed swells are located. Engineering Coordinator Lovan said he should get with Street • Commissioner I Iosea on that. • REQUEST TO BLOCK PORTION OF LIMESTONE TRACE Erin Billingsley requested permission to block a portion of Limestone Trace on Sunday, May 29, 2011 from 1 pm to 10 pm for a block party in Creekstonc Ridge. Major Grimes asked that it be tabled so he can check the location. Councilperson Wilson made the motion to table this request pending police approval, seconded by Communications Director Thomas and carried unanimously. THUNDER ROAD CLOSURES Communications Director Thomas made the motion to approve road closures for Thunder beginning at 7 am Saturday morning April 16 seconded by Councilperson Wilson and carried unanimously. COMPLAINT ABOUT THUNDER VENDORS Bev Knight of 416 W. Riverside Drive appeared before the Board with a complaint about the plan for Thunder vendors to be placed in front of residents homes on Riverside Drive. She said none of the residents were notified of this and their views will be obstructed. She said she was unable to get any information from the Thunder coordinator. She obtained two ordinances from the Clerk Treasurer's office. Ordinance 2000 -OR -25 which prohibits placement of vendors on Riverside Drive (cast of the Kennedy Bridge) and Ordinance 2010 - OR-1 which regulates the conduct of transient vendors during Thunder Over Louisville. City • Attorney Wilder said Ordinance 2010 -OR -1 prevails over Ordinance 2000- OR -25. Major Grimes said he wasn't aware of any vendors setting up on Riverside Drive. City Attomey Wilder said he would investigate this issue.
