HomeMy WebLinkAboutMarch 21, 2011 COUNCIL PROCEEDINGS OF THE COMMON COUNCII.OF THE CITY OF JEFFERSONVILLE, INDIANA March 21, 2011 The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, City Hall, 500 Quartermaster Court, Jeffersonville, Indiana, at 6:30 P.M. on Monday March 21, 2011. Mayor Tom Galligan, with Chief Deputy Clerk Treasurer Suzy Bass at the desk, called the meeting to order at 6:37 P.M. Also present was City Attorney Darren Wilder. Mayor Galligan welcomed all in attendance, asking all those present to stand as Bobby Campbell gave the invocation. Mayor Galligan then led all those present in the pledge of allegiance to the nag. The roll was called and those present were; Councilpersons Mike Smith, Keith Fetz, Connie Sellers. Barbara Wilson, Wayne Carter and Nathan Samuel. Absent: Councilperson Fd Zastawny. Councilperson Fclz made the motion to approve the agenda, second by Councilperson Sellers, passing on a vote of 6-0. Mayor Galligan presented the minutes for consideration. Councilperson Wilson made the motion to approve the minutes of March 7, 2011 (6:30 P.M.) as presented, second by Councilperson Sellers, passing on a vote of 6 -0. Chief Deputy Clerk Treasurer Bass presented the claim list for consideration by the Council. Councilperson Fetz made the motion to approve the claim list as presented, second by Councilperson Sellers, passing on a vote of 6 -0. Chief Deputy Bass next presented the Parks Department claim list for consideration. Councilperson Samuel made the motion to approve the Park claims, second by Councilperson Carter, passing on a vote of 6-0. March 21, 2011 2 PUBLIC COMMENT: Nicholas Wiese, 3556 Stone Creek Circle, appeared before the Council. He had asked to be on the agenda to discuss CGAUX Coast Guard Auxiliary Boating Safety. He was taken off the agenda and does not understand why. They do boating inspections and boating safety classes in all forms. They work closely with the United States Coast Guard, police departments, fire departments, the Department of Natural Resources, Fishing & Wildlife and the Conservation Department. They also do river patrol. He said they were informed that they are no longer welcome at Duffy's Landing and is very concerned about this. Councilperson Fetz told Mr. Wiese that he feels this should go in front of the Parks Board, which is made up of the Council and also the Parks Director will be present. COUNCIL COMMENT: Councilperson Samuel told the Council that he was recently in Oklahoma City on other business and while there he was told of their finished canal project. This canal was not done because of drainage issues. IIe presented a power point with pictures of before and after shots of the canal and the surrounding area. He was very impressed at how they took a rundown area and turned it into a beautiful and prosperous venture. Councilperson Samuel also told the Council that Spyglass was contracted to audit the City's phone bills. They found $2,117.19 of monthly charges billed incorrectly that the City will now recoup. They will get a portion of this. Council President Smith asked if he could check to see if they also do this with electric and gas meters. DEPARTMENT HEAD REPORTS: There were no Department Bead reports. AGENDA ITEMS: The motion was made by Councilperson Samuel to approve 2011 -OR-4, an Ordinance Vacating Alleyways, Roadways, and Public Ways on the 3rd and final reading, second by Councilperson Sellers, passing on a 6 -0 vote. March 21, 2011 3 Redevelopment Director Paul Wheatley presented an ordinance for a Tax Abasement for Key Electronics, Inc. The motion was made by Councilperson Samuel to approve 2011 - OR-11 on the 1st and 2nd readings, second by Councilperson Sellers passing on a 6 -0 vote. Mayor Gal ligan thanked Kathleen Krally and Tom Martin for their business in Jeffersonville. Gary LeaveII appeared before the Council to discuss the Southern Indiana Minority Enterprise initiative Heritage 'tourism Trail & Depot Welcome Center. IIe discussed what the group stood for and said that they arc working hard to create a sustainable cultural heritage tourism program. Maxine Brown told the Council about upcoming events, including a June conference to bring people into Jeffersonville from all over the country, and they are also working with 1UP171 to bring in students in September to help research the history of Clark and the surrounding counties. They are trying to find ways to keep this venture going and are asking for the Council's support. They would like to have their lease renegotiated but the Council told them the City does not own the building so this will have to be discussed with the owner of the building Hoagland. Dr. Gee George Kramer said he is teaching a course on cultural landscapes and combining heritage with tourism is a great model. Jean Burke talked about history of Clark County and the proposed heritage tour. Councilperson Samuel thanked all for their great presentation and said he would Tike to back the project and maybe the City could donate a plaque for the building. Mayor Galligan agreed that there is a good story that needs to be told about the history. Financial Advisor Monica Harmon presented 2011 -OR -17 and Ordinance of Additional Appropriations for General Fund. The motion was made by Councilperson Samuel to approve 2011 -OR -17 on the 1st & 2nd readings, seconded by Councilperson Wilson passing on 6-0 vote. Financial Advisor Monica Harmon presented 2011 -OR -18 and Ordinance of Additional Appropriations for the Edit Fund. The motion was made by Councilperson Samuel to approve 2011 -OR -18 for $500,000.00 on the 1st & 2nd readings. seconded by March 21, 2011 4 Councilperson Smith passing on 6 -0 vote. The Council will look at the balance in the Edit fund at the end of June and decide on the remainder of the request. Financial Advisor Monica Ilarmon presented 2011 -OR -19 and Ordinance of Additional Appropriations for LOPE Fund. The motion was made by Councilperson Samuel to approve 2011 -OR -19 on the 1st & 2nd readings, seconded by Councilperson Fetz passing on 6-0 vote. COMMITTEE REPORTS, COUNCIL AND MAYOR COMMENTS: Councilperson Fetz asked Mayor Galligan to look at the street lighting at the Cast Iron Skillet restaurant. The Mayor said that F..nginccr Crouch is already looking into the matter. Council President Smith said they are talking to Jeffboat to see about using their parking lot. Council President Smith told the Council that many counties have been overpaid for LOIT, CAGIT, & EDIT, though there is no proof as to how it was overpaid. Clark County was not one of them.
