HomeMy WebLinkAbout03-09-2011 MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA March 9, 2011 Mayor Galligan called the meeting to order at 9:41 a.m. and on the call of the roll those members present were Engineering Coordinator Rick Lovan and Councilperson Barbara Wilson. Also present were: Parks Director Bob Manor, Vehicle Maintenance Director Bubby Vissing, Street Commissioner David Hosea, Animal Shelter Director Harry Wilder, Building Commissioner Russ Segraves, Officer Don Grimes, Safety Director Dominick Mongarella, Police Chief Tim Deeringer, Communications Director Larry Thomas, Fire Chief David Kaskie, WWTP Director Len Ashack, Assistant Fire Chief Mike McCutcheon, Assistant City Engineer Bill Dixon, City Attorney Darren Wilder, and Clerk & Treasurer's Office Representative Amanda Oelze. Councilperson Barbara Wilson made the motion to approve minutes from March 2, 2011. Engineering Coordinator Rick Lovan seconded and passing unanimously. Councilperson Barbara Wilson made the motion to approve payroll, Engineering Coordinator Rick Lovan seconded, and passing on a vote of 3 -0. OLD BUSINESS None NEW BUSINESS Banner Chad Boseker came before the board to request a banner to hang across Court Avenue from May 15t - 21 for the Relay for Life. He stated that the banner was not yet made and needed the dimensions to get it made. He instructed to get with Parks Director Bob Manor. He also asked for a contact name for the county to set up a road block. Engineering Coordinator Rick Lovan said he could get that contact name for him and would get with him later in the week. Engineering Coordinator Rick Lovan made the motion to hang the Banner across Court Avenue from May 1 - 21 depending on availability, Councilperson Barbara Wilson seconded, passing unanimously. 4 of July Parade Ann Northam and Charles and Delores Coleman came before the board to make requests for a 4th of July Parade. Their requests include the use of the Overlook area from 10:00 AM - 12 PM, Riverside Dr. closed to through - traffic from Wall St. on the East to Clark Street on the West, the use of Warder park from 10:00 AM - 2:00 PM, participation of a fire truck in the parade, a police car to lea the parade and one to follow at the end, West Market at Spring blocked beginning at 9:00 AM from Spring west to Clark, a police officer to serve as a police liaison, and a banner hung on Court Avenue by June 17 and taken down to be carried in the parade. They also requested yard signs in the right of way, but that was not approved, Mayor Galligan suggested that she ask private property owners if she can put them in their yards. They will also have to work around the Market St. closure. She was also instructed to give the banner to Parks Director Bob Manor. Councilperson Wilson made the motion to approve the requests made, seconded passing by Engineering Coordinator Rick Lovan, and passing unanimously. Permission for Concert Don Robertson with Cluckers came before the board to request permission to have a concert after the hours indicated in the noise ordinance during Thunder Over Louisville from 10 PM - 12 AM. Engineering Coordinator Rick Lovan with contact the residents to let them know and get their approval. Engineering Coordinator Rick Lovan made the motion to approve the Concert after the hours indicated in the noise ordinance pending the approval of the residents, Councilperson Barbara Wilson seconded, passing unanimously. Changes to Drug Policy Safety Director Dominick Mongarella came before the board to request approval of the changed terminology of the drug policy. Section 7.2.2 and 7.2.3 will be changed. Engineering Coordinator Rick Lovan made the motion to approve the changed terminology in the current drug policy, seconded by Councilperson Barbara Wilson, passing unanimously. Walnut Ridge Grass Cutting Contracts Building Commissioner Russ Segraves brought before the board the contracts for the grass cutting through Walnut Ridge for the Waterfront and City Hall. There has been no increase from last year. Councilperson Barbara Wilson made the motion to approve the contracts with Walnut Ridge, seconded by Engineering Coordinator Rick Lovan and passing unanimously. Request for Landscaping Police Chief Tim Deeringer came before the board for Peggy Duffy to request approval for landscaping at Allison Lane and Middle Road. Mayor Galligan stated that that did not need to come to the Board of Public Works but had already gone before the Council. He also stated the volunteers need to have safety precautions. Police Chief Tim Deeringer said that all volunteers would be wearing safety vests. Mayor Galligan also wants boards and a police officer there for extra safety precaution.
