HomeMy WebLinkAboutMarch 1, 2011 COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA MARCH 7, 2011 The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, City Hall, 500 Quartermaster Court, Jeffersonville, Indiana, at 6:30 P.M. on Monday March 7, 2011. Council President Mike Smith, with Deputy Clerk Treasurer Barbara Hollis at the desk, called the meeting to order at 6:30 P.M. Also present were City Attorney Darren Wilder and Council Attorney Mickey Weber. Council President Smith welcomed all in attendance, asking all those present to stand as Councilperson P4 Zastawny gave the invocation. Council President Smith then led all those present in the pledge of allegiance to the flag. The roll was called and those present were; Councilpersons Mike Smith, Ed Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, and Wayne Carter. Absent: Councilperson Nathan Samuel. Councilperson Fetz made the motion to approve the agenda as presented, second by Councilperson Sellers, passing on a vote of 6.0. Council President Smith presented the minutes for consideration. Councilperson Wilson made the motion to approve the minutes of February 28, 2011 (5:30 P.M.) as presented, second by Couneilperson Carter, passing on a vote of 5 -0-1. Councilperson Fetz abstained. Councilperson Wilson next made the motion to approve the minutes of February 28, 2011 (6:30 Y.M.) as presented, second by Councilperson Sellers, passing on a vote of 5 -0 -1, with Councilperson Fetz abstaining. Deputy Clerk FIo16s presented the claim list for consideration by the Council, asking that two claims be added to the list (ISMA in the amount of $1,100 and Hagedorn Collision in the amount of 52,000). Councilperson Zastawny made the motion to approve the claim list with the two additional claims, second by Councilperson Sellers, passing on a vote of 6 -0. Deputy Hollis next presented the Parks Department claim list for consideration. Councilperson Zastawny made the motion to preapprove the Park claims, second by Councilperson Wilson, passing on a vote of 6 -0. March 7, 2011 2 PUBLIC COMMENT: There was no public comment COUNCIL COMMENT: There was no Council comment. DEPAR Its T I IEAD REPORTS: Emergency Management Director Mindy Christian, along with 911 Director Brad Mcixcl, requested funding for an emergency siren to be located at Salem Noble Road and Highway 62. The cost for the siren is $22,684. The County services and maintains all sirens. Councilperson Wilson made the motion to approve the claim for $22,684 from LOTT Funds, second by Councilperson Sellers, passing on a vote of 6 -0. AGENDA ITEMS: Mr. John Kraft, Attorney representing Ernstberger Enterprises, Inc., appeared before the Council requesting passage of Ordinance No. 2011 -OR-4, An Ordinance Vacating Alleyways, Roadways And Public Ways. Attorney Kraft explained City Engineer Andy Crouch met with Mr. Pinnick who had voiced concems during the public hearing on the matter at the last meeting, and Mr. Pinnick has withdrawn any opposition. Council President Smith announced the public hearing on this matter is still open, asking for public comment. As no comment was voiced, Council President Smith announced the public hearing is closed. Councilperson Zastawny then made the motion to pass Ordinance No. 2011 -0R -4 on the first and second readings, second by Councilperson Sellers, passing on a vote of 6-0. Financial Advisor Monica Hannon presented and reviewed the changes made to Ordinance No. 2011 -OR-6, An Ordinance Of The City Of Jeffersonville, Indiana Authorizing City Officials To Use City Credit Cards For Official Government Purchases, Establishing A Credit Limit And Regulating The Number Of Credit Cards Available To Each Department Of City Government. Advisor Ilarmon fmds the requests for additional credit cards to be valid. Councilperson Fetz made the motion to pass Ordinance No. 2011 -OR -6 on the second and third readings, second by Councilperson Zastawny, passing on a vote of 5 -1. Councilperson Smith voted against passage. March 7, 2011 3 Advisor Harmon presented Ordinance No. 2011 -OR -6 through Ordinance No. 2011 -OR -11 asking for any questions that may have come up since presentation and explanation at the previous meeting. Councilperson Fetz made the motion to pass Ordinance No. 2011 -OR -7, An Ordinance Transferring Certain Funds Within Same Department (Annexation), on the third reading, second by Councilperson Sellers, passing on a vote of 6 -0. Councilperson Wilson made the motion to pass Ordinance No. 2011 -OR -8, An Ordinance Transferring Certain Funds Within Same Department (EDIT - Internet Hot Spots), on the third reading, second by Councilperson Fctz, passing on a vote of 6-0. Councilperson Zastawny made the motion to pass Ordinance No. 2011 -OR -9, An Ordinance Transferring Certain Funds Within Same Department (EDIT — Fieldhouse Windows) on the third reading, second by Councilperson Fetz, passing on a vote of 6 -0. Councilperson Fetz made the motion to pass Ordinance No. 2011- OR -10, An Ordinance Of Additional Appropriation (LOIT - Fire Department Grant Match), on the third reading, second by Councilperson Sellers, passing on a vote of 6 -0. Councilperson Fetz made the motion to pass Ordinance No. 2011- OR -11, An Ordinance Transferring Certain Funds Within Same Department (Parks - Overtime) on the third reading, second by Councilperson Sellers, passing on a vote of 6-0. Councilperson Fetz made the motion to pass Ordinance No. 2011- OR -12, An Ordinance Transferring Certain Funds Within Same Department (Sanitation - Utilities) on the third reading, second by Councilperson Zastawny, passing on a vote of 6 -0. Councilperson Fetz made the motion to pass Ordinance No. 2011- OR -13, An Ordinance Transferring Certain Funds Within Same Department (General — HR Department) on the Third reading, second by Councilperson Zastawny, passing on a vote of 6 -0. Councilperson Fctz made the motion to pass Ordinance No. 2011- OR -14, An Ordinance Transferring Certain Funds Within Same Department (General Fund — Animal Shelter) on the third reading, second by Councilperson Zastawny, passing on a vote of 6- 0. Advisor Harmon presented Ordinance No. 2011- OR -15, An Ordinance Amending Ordinance No. 2010- OR-44, Ordinance Of Appropriation Reduction, again explaining • ICI March 7, 2011 4 the reductions are necessary to reflect the 2011 DLGF budget order. Following. discussion, Councilperson Zastawny made the motion to pass Ordinance' No. 201 I -OR- 15 on the third reading, second by Councilperson Sellers, passing on a vote of 6 -0. Advisor Harmon explained the changes presented in Ordinance No. 2011- 0R -16, An Ordinance Which Amends 2010 -OR -39 Fixing Basic Salaries Of Appointed Officers And Employees Of The City Of Jeffersonville Indiana For the Year 2011. Councilperson Fetz made the motion to pass Ordinance No. 2011 -OR -16 on the second and third readings, second by Councilperson Sellers, passing on a vote of 6 -0. COMMITTEE REPORTS, COUNCIL AND MAYOR COMMENTS: Councilperson Carter expressed congratulations to the Jeffersonville High School Girls Basketball Team on winning the State Championship. He said the game was great. Couneilperson Carter noted there is a lot coming up. Several public hearings are being scheduled including one regarding Vissing Park. He encourages all to make sure they check the web site for upcoming events. Councilperson Wilson also made note of the Jeffersonville High School Girls Basketball win.
