City Hall, Mayor's Conference Room The Common Council of the City of Jeffersonville met in Special Session on Monday, February 7, 2011. Council President Mike Smith called the meeting to order at 5:30 P.M., and on call of the roll those members present were: Councilpersons Mike Smith, Ed Zastawny, Keith Fet z, Connie Sellers, Barbara Wilson, Wayne Carter, and Nathan Samuel. Also present were Mayor Tom Galligan, and Deputy Clerk Treasurer Barbara Hollis. Councilperson Sellers made the motion to approve the agenda as presented, second by Councilperson Zastawny, passing on a vote of 7 -0. Fire Chief David Kaskie noted the need for a work-based physical evaluation to be included in the negotiations. The actions following failure of the test need to be agreed upon. Chief Kaskie feels not all parties are satisfied. Union President Marcus Renn stressed the need for a job - related evaluation. Councilperson Samuel said he felt both sides were close when this was last worked on. Mayor Galligan stressed the need for a resolution. All need to know the definition of each task, and all need to understand. Firefighter McCutcheon noted the need to know the cost factor of rehabilitation. Council President Smith asked if' the money is in the budget to pay for this. Mayor Galligan said there are plans for a City wellness program. Council Attorney Mickey Weber arrived at 5:50 P.M. Chief Kaskie noted Public Safety Medical Company specializes in validations. He feels there is money in the budget. Council President Smith asked if props have been addressed. Chief 1Caskie feels a goal could be put together that all want. Mayor Galligan said there is a need to deal with failures. Chief Kaskie reviewed the changes included in the draft. He said he feels they could be up and running in March or April. Mayor Galligan said the draft has guidelines to deal with failures. Councilperson Zastawny is concerned for the cost and how those costs are to be paid. Chief Kaskie suggested, as a possible cost saving, having Occupational Medicine do the evaluation. The current estimated cost of validation is between $7,000 and $10,000. Peer fitness is an option. Councilperson Zastawny asked, if forward movement is made, does more money have to be put in the budget. The draft proposal will be emailed to Council President Smith for distribution and to be put on the next agenda. There followed discussion of suspending testing until March 1. The Council will schedule an executive session. The Council will meet as the Parks Authority on February 15, 2011 at 6:00 P.M.
