HomeMy WebLinkAboutSeptember 7, 2010 Special JEFFERSONVILLE CITY COUNCIL SPECIAL SESSION Tuesday, September 7, 2010 6:00 P.M. City Hall Council Chambers The Common Council of the City of Jeffersonville met in Special Session on Tuesday, September 7, 2010. Council President Nathan Samuel called the meeting to order at 6:00 P.M., and on call of the roll those members present were: Councilpersons Mike Smith, Keith Fetz, Connie Sellers, Barbara Wilson, Ron Grooms, and Nathan Samuel. Also present were Mayor Tom Galligan, Council Attorney Greg Clark, and Deputy Clerk Treasurer Barbara Hollis. Council President Samuel made the motion to approve the agenda, second by Councilperson Wilson, passing on a vote of 6-0. Council President Samuel said he asked Assistant Fire Chief Tony Decker to clear up questions regarding the proposed purchase of a boat for the Department. Assistant Chief Decker explained a grant that would provide 75% reimbursement for the purchase of a $119,000 boat. New Albany has the same boat and the maintenance cost so far has been $295 a year. He does not know the insurance cost. Training costs are expected. The plan is to train those assigned to Station 1 and house the boat at Station 1. Docking would be considered at certain times. He does not see any additional overtime costs. Councilperson Sellers, noting the Police Department is also getting a boat, voiced concern for having two boats. Assistant Chief Decker noted the Department has also applied for a grant to purchase apick-up. The City share would be $10,444. Council President Samuel said LOIT money could be used but would have to be appropriated. Councilperson Smith said he would like to hear from the Police Department as he cannot justify buying two boats, two trucks, etc. Police Emergency Management Director Mindy Christian reported the Department of Natural Resources and the Coast Guard have agreed to train, at no charge, and the boat, truck and trailer are being obtained with a 100% grant. Her main concern is to be able to cover risk. Councilperson Smith voiced concern that if officers are on a boat that would take officers off the street. Assistant Chief Decker next asked for the Council's blessing to apply for a Safe Act Grant for additional staff. The grant would pay for 3 firefighters for two years. He feels staffing will be very tight with annexation. Councilperson Smith would like to give permission to apply as he is concerned for drastic changes in population due to the census. Fire Chief Harrod noted the need for funding for gear, equipment, living items, etc, this year to open the new house in January. Councilperson Fetz made the motion to pass resolution No. 2010-R-22, A Resolution to Advertise For An Additional Appropriation (LOIT -Boat - $119,500, and Truck - $41,778), second by Councilperson Sellers, passing on the following roll call vote: Ayes: Councilpersons Fetz, Sellers, Grooms, and Samuel. Nays: Councilpersons Smith and Wilson. Councilperson Fetz made the motion for the Fire Department to pursue the Safe Act Grant, second by Councilperson Smith, passing on a vote of 5-1, Councilperson Grooms voted against passage.
