HomeMy WebLinkAbout08-22-1994COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA AUGUST BB, 1994 The Common Council of the City of Jeffersonville met in regular session in Council Chambers in the City-County Building, Jeffersonville, Indiana, at 4:30 P.M. on the 22nd day of August, 1994. The meeting was called to order by Mayor Raymond J. Parker Jr., with Clerk and Treasurer C. Richard Spencer Jr, at the desk. Mayor Parker welcomed all in attendance, asking all those present to stand as Reverend Williams gave the invocation. He then asked all those present to ~oin him in the pledge of allegiance to the flag. The roll was called and those present were Councilpersons Bill Wolpert, Andrew Williams III, Donna M. Frantz, Peggy Knight Barbara Wilson, Steven R. Stemler, and Robert L. Wilder, Potter. Absent: None. Mayor Parker presented the minutes 8, 1994, for consideration by the Council. the motion to approve the minutes as Councilperson Wolpert and carried unanimously. of the meeting of August Councilperson Potter made presented, seconded by Clerk and Treasurer Spencer presented the claim list as well as six additional claims for consideration by the Council. Following all discussion, Councilperson Potter made the motion to approve the claims, along with the additional, as presented, seconded by Council President Stemier and carried unanimously. Attorney Gillenwater introduced Ordinance No. 94-0R-29, An Ordinance Amending A Certain Portion Of Ordinance No. 85-0R-51 Of The City Of Jeffersonville. Building Commissioner Gavin explained this amendment will bring permit fees for fire sprinklers to a reasonable cost. Council President Stemler made the motion to suspend the rules for Ordinance No. 94-0R-29, seconded by Councilperson Wolpert and carried unanimously. Council President Stemler then made the motion to pass Ordinance No. 94-0R-29 on all three readings, seconded by Councilperson Wolpert, passing on the following roll call vote: Ayes: Councilpersons Wolpert~ Williams~ Frantz, Wilder, Wilson, Stemler, and Potter. Nays: None. PAGE 2 AUGUST 22, 1994 Clerk and Treasurer Spencer introduced Ordinance No. 94-0R-28 (A-J), Ordinance For Appropriations And Tax Rates, explaining this meeting has been advertised by law as a public hearing for approval of a $5.359 tax rate for 1995. Discussion followed regarding the amount of money in the budget for A.D.A. required curb cuts. City Engineer Miller and Street Commissioner Trembly answered questions on curb cuts and paving. Clerk and Treasurer Spencer assured the Council and the citizens the tax rate following approval by the Tax Commission will be equal or lower than the 1994 rate. There being no further public comment, Councilperson Potter made the motion to pass Ordinance No. 94-0R-28 (A-J) on the first and second reading, seconded by Councilperson Williams, passing on the first and second reading on the following roll call vote: Ayes: Counoilpersons Wolpert~ Williams, Frantz, Wilder, Wilson, Stemler, and Potter. Nays: None. The next public hearing will be August 29, 1994, at 4:30 Councilperson Frantz reported 223 tons of recyclables were picked up in June and 233 tons in July. This represents a savings in tipping fees as well as less going to the landfill. There is a need for a composting contract. A composting workshop will be held September 24~ 1994 at 10:00 A.M. City Services Director Kavanaugh explained the cost to the average homeowner in downtown for leaves to be picked up will be $30 to $40. He asks to have a meeting with Councilperson Frantz and Mayor Parker. Councilperson Frantz explained alternatives are being looked into. Councilperson Wilder reported the Department of Redevelopment has awarded a bid for the overlook. Councilperson Wilson has contacted Representative Lee Hamilton's letters flowing in support of the bridge. Council President Stemler reported he and Woipert and Potter, and Attorney Gillenwater Redevelopment Director Gowens last week regarding proposals. They feel they are moving forward and SOOn. Councilperson Wilson explained this Friday will be the last "Concert In The Park". She invites all to attend. She would like to set up a Council Workshop. Councilperson Frantz will be on the agenda for the next meeting regarding a single site historical building. She urges forward movement on the annexation of Hidden Lakes Subdivision. Councilperson Frantz questioned the $206,000 payment from the Sewer Fund authorized by the Board of Public Works and Safety. Mayor Parker explained this was money in support of a community Focus Grant for sewer work along the riverfront. Following Councilperson Potter's question, Councilperson Frantz stated her intent is to protect the toil building as a historical building. Councilperson Williams called attention to information distributed to the Council regarding Chris Miles and The Pride Of Southern Indiana Inc. Councilperson Williams will be asking for a $2,500 contribution to be considered at the next meeting. Councilperson Wolpert will have an Ordinance pertaining to the Historic District for the next meeting. Council President Stemler reminded all of the next meeting and that the meeting in September will be September 19, 1994 at ?:30 P.M. as there will be three meetings in August. Council President Stemler gave thanks to those that attended the first meeting of the Business & Government Exchange meeting. The attendance and feedback was very positive. He reported also on the Council of Government concept meeting that was held last Saturday. he will keep the Council posted. City Engineer Miller spoke regarding This looks positive and the request for a load limit on Holmans Lane. He would like to discourage the use of Holmans Lane for trucks by contacting the companies and requesting they use alternate routes. The Council was in agreement to try this for two months. Councilperson Williams questioned the paving of Spring Street. September lB from Vissing's Dodge to loth Street. There was discussion regarding turning at the 3-way stop at Walnut Ridge and at Brownie's Barber Shop. Commissioner Trembly stated KIPDA has plans to rework the 3-way stop intersection at Walnut Ridge. Councilperson Frantz asked for volunteers for a City team to participate in the American Heart Association Walk. Mr. Charlie White has thanked the Board of Public Works and for the cleaning of the ditches in the Meadows and he now the funding to make this possible. Council credit to Councilperson Wilder as well as the Clerk and Treasurer Spencer explained the agenda for the next meeting will be out on Thursday. Clerk and Treasurer Spencer has received favorable comments on the meetings held at 4:30 P.M. He would tike to see this discussed and considered further.
